Temporarily suspend planning and appointing new leaders of public universities and colleges

The Ministry of Education and Training guides governing agencies to implement Resolution 71 on contents related to school boards, and not to appoint new leaders of public universities and colleges without new regulations.

On September 12, Minister of Education and Training Nguyen Kim Son sent an official dispatch to ministers, heads of ministerial-level agencies, and chairmen of provincial and municipal People's Committees to guide the implementation of the contents related to school councils in Resolution 71-NQ/TW of the Politburo . Accordingly, in the coming time, the work of planning and appointing new leaders of public universities will be temporarily suspended.

The official dispatch of the Minister of Education and Training said that on August 22, the Politburo issued Resolution 71 on breakthrough in education and training development, which includes the content "not to organize school councils in public educational institutions (except for public schools with international agreements)".

To ensure the stable operation of schools, the Ministry of Education and Training requests ministries, ministerial-level agencies, and People's Committees at all levels, within their authority, to guide affiliated universities and vocational training institutions to temporarily suspend planning work for school board chairmen and vice chairmen (if any).

At the same time, temporarily suspend planning and consideration of new appointments for the positions of director, deputy director, principal, and vice principal until new instructions are available (not applicable to reappointment at the end of the term).

In places where the school board, chairman and vice chairman (if any) have expired their term, the chairman and vice chairman of the school board shall continue to operate until new instructions are issued.

In case the chairman is no longer of management age, the vice chairman (if any) shall run the school board, or the school board shall elect a manager if there is no vice chairman of the school board.

As the governing ministry, the Ministry of Education and Training has also sent an official dispatch to all universities and vocational training institutions under its management requesting the implementation of the above contents.
