Strengthening administrative reform, attracting investment in large, high-tech projects

BAC GIANG - On the afternoon of April 2, Comrade Pham Van Thinh, Member of the Provincial Party Standing Committee, Vice Chairman of the Bac Giang Provincial People's Committee chaired a working session with the Provincial Industrial Parks Management Board on the situation and results of the implementation of tasks in the first 3 months of the year, and key tasks until the end of 2025. In the first 3 months of this year, the Provincial Industrial Parks Management Board attracted 5 new foreign direct investment (FDI) projects with a total registered capital of 12.5 million USD and 5 domestic direct investment (DDI) projects with a total registered capital of more than 12 trillion VND. The Board adjusted 47 projects, of which 18 projects increased capital with an additional capital of 111.9 million USD and 25 billion VND. The total converted capital was about 602.87 million USD, reaching 50.24% of the assigned plan.

To date, there are 512 investment projects in industrial parks (including 392 FDI projects and 120 DDI projects). The total registered investment capital reached over 11.17 billion USD and over 41 trillion VND. The realized investment capital reached about 8.3 billion USD and 13 trillion VND.

In the first quarter, the province received investment approval from the Prime Minister for 5 industrial parks, bringing the total to 16 industrial parks with a total planned area of more than 3,680 hectares.

Currently, the province has 8 industrial parks in operation and 8 industrial parks in the process of implementing administrative procedures and site clearance...

At the conference, delegates clarified some contents such as: Investment promotion and attraction; administrative procedure reform, support to solve difficulties for investors; support and introduction of labor recruitment; environmental protection, construction of industrial park landscape; meeting power supply; management of construction order of production factories; development of service infrastructure in industrial parks; security and order situation, traffic safety...

Concluding the working session, comrade Pham Van Thinh commended and highly appreciated the positive contributions of enterprises in industrial parks to socio-economic development and ensuring social security in the locality.

The activities in the field of State management of the Provincial Industrial Zones Management Board in recent times have contributed to promoting investment attraction, creating growth momentum for the province. The Board has grasped and promptly removed difficulties and obstacles for investment enterprises. Proactively advised the province to receive new investment projects.

He emphasized that despite many achievements, there were still no clear signs in the first quarter of 2025. Administrative reform related to granting investment and construction certificates was still slow. Consulting on the construction of transport infrastructure connecting industrial parks and traffic routes in the province was not drastic and continuous.

He requested that in the coming time, the Provincial Industrial Parks Management Board should continue to pay attention to reforming administrative procedures; promote State management in the area, especially paying attention to preventing and combating fraud in goods origin and tax evasion.

Strengthen investment promotion, especially local investment; attract multinational corporations and enterprises producing high-tech, low-energy products.

Advise and urge the work of clearing industrial park infrastructure to meet the needs of investors. When there are any problems, immediately report to the provincial leaders to coordinate with investors to resolve the difficulties.

Grasp the difficulties and problems of businesses to promptly advise competent authorities to find the earliest solutions.

He assigned the Department of Industry and Trade to proactively coordinate with other sectors and Bac Ninh province to ensure power supply to meet production development needs.

Assign the Department of Construction to proactively advise on the construction and completion of connecting and surrounding traffic routes in industrial zones to avoid congestion. Develop a project to open free bus routes to transport workers.

Propose that the Provincial Police strengthen inspection, review, grasp the situation, and fight fiercely against elements causing insecurity and disorder in industrial parks and the surrounding areas. Ensure that enterprises operating in the province's industrial parks develop effectively and sustainably, contributing positively to local socio-economic growth.
