Strengthening dialogue in land acquisition and site clearance

On May 9, Inspection Team No. 1 of the Steering Committee for the development and implementation of the Grassroots Democracy Regulations (GDC) in Hanoi, led by Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen - Head of the Steering Committee, inspected the development and implementation of GDC at the grassroots level in site clearance (GPMB) and construction order management (TTXD) in Tay Ho district.

Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen commended and highly appreciated the results of building and implementing QCDC well in new types, especially in site clearance and construction management in Tay Ho district.

The Standing Deputy Secretary of the City Party Committee also pointed out the remaining limitations of the district, including some illegal and unlicensed construction works; the implementation of QCDC in site clearance and construction management was sometimes not regular, so in some cases it was necessary to organize the implementation of compulsory procedures, compulsory inventory and compulsory land recovery...

In the coming time, the Standing Deputy Secretary of the City Party Committee requested Tay Ho district to carry out 5 key tasks. Along with urgently reviewing, amending and supplementing the QCDC in site clearance work; Party committees at all levels, authorities, the Fatherland Front and socio -political organizations need to continue to thoroughly grasp, fully and comprehensively perceive the guiding viewpoints of the Central and the city on implementing democracy at the grassroots level, associated with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

Along with effectively implementing the Law on Grassroots Democracy (effective from July 1, 2023), it is necessary to combine it with implementing Party documents on corruption prevention and control...

In addition, Tay Ho district strictly implements the city's direction on implementing QCDC in new types, especially in site clearance and construction management; regularly reviews, revises and supplements QCDC in these two areas to conform to newly issued documents.

Ms. Nguyen Thi Tuyen also requested Tay Ho district to improve the quality and effectiveness of public mobilization work of State agencies; promote administrative reform, improve the quality of online public services at levels 3 and 4; facilitate people to carry out administrative procedures, construction licensing procedures; coordinate with relevant agencies to properly implement regulations in the order and procedures for compensation, support and resettlement when the State reclaims land; along with propaganda and mobilization of people to create consensus among people for site clearance and compensation, support and resettlement.

The Standing Deputy Secretary of the City Party Committee also requested that the heads of Party committees and authorities from district to grassroots levels must seriously implement citizen reception, enhance dialogue, pay attention to resolving people's legitimate and legal petitions and aspirations, resolve complaints and denunciations; and focus on resolving long-standing cases.

Along with that, it is necessary to promote the role of the Fatherland Front and socio-political organizations in implementing the QCDC at the grassroots level; effectively implement the decisions of the Central and the City Party Committee on promoting democracy at the grassroots level..., contributing to the completion of the political tasks assigned by the City.
