According to the Department of Finance, as of mid-September 2025, up to 179 public investment projects in Dong Nai province encountered problems in site clearance, greatly affecting the progress of project construction, resulting in low capital disbursement rates.
Identifying the difficulties in site clearance work as the biggest "bottleneck" for the target of disbursing public investment capital in 2025 in the province, the People's Committee of Dong Nai province has established two working groups to resolve difficulties and problems in compensation, support and resettlement of projects under the 2025 public investment plan in the province. Thereby, many projects have been gradually handled, removing difficulties related to site clearance work.

Specifically, as of early October 2025, 10 public investment projects in the province have completed handling problems related to compensation and site clearance. Among them, there are a number of important projects of the province such as: Component Project 1, Bien Hoa - Vung Tau Expressway Project Phase 1; Song Nhan - Dau Giay Road; Route 2 (according to the planning is connecting route No. 3), the beginning of the route intersects with Provincial Road 741, the end of the route intersects with Dong Phu - Binh Duong Road... A number of other projects have also made progress in mobilizing people's consensus and are taking steps according to regulations in compensation and site clearance. However, there are still more than 160 projects using public investment capital in the province that have not yet handed over 100% of the site for project implementation.
According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc, the removal of difficulties and obstacles in site clearance work has been identified by the province as one of the priority tasks to accelerate project progress and increase the disbursement rate of public investment capital. Therefore, to complete the target of disbursing 100% of the public investment capital plan in 2025, the Provincial People's Committee has requested relevant units and localities to focus on accelerating compensation and site clearance work. "The province clearly assigns responsibilities to each locality, the heads of communes and wards are directly responsible for the progress. Strengthen dialogue, mobilize people, and resolutely handle cases of deliberate delay and policy exploitation" - the Chairman of the Provincial People's Committee informed.
Creating a "green channel" in site clearance
Determined to speed up the compensation and site clearance work for projects, the Provincial People's Committee has worked with relevant departments, branches, agencies and units. On October 23, Vice Chairman of the Provincial People's Committee Ho Van Ha chaired a meeting to listen to relevant departments, branches and localities report on the implementation of compensation and site clearance for projects on Road 25B, Road 25C and the intersection between Ben Luc - Long Thanh Expressway and National Highway 51.
At the meeting, the difficulties and problems identified were that the resettlement review work had not been completed, leading to delays in the preparation of compensation and support plans. In addition, there were many cases of arbitrary land division, sale, and transfer by handwritten documents that did not meet the conditions for resettlement consideration, thus making it difficult to mobilize relocated households to hand over the site to implement the project. The Vice Chairman of the Provincial People's Committee requested units and localities to be active in the tasks of compensation, support, and site clearance. The province considered this an important content in the emulation and assigned the Department of Home Affairs to monitor and supervise the contents assigned by the province to units as a basis for emulation consideration by the end of 2025. Relevant departments and branches need to pay attention to the work of approving compensation plans and posted records. In particular, promote the mobilization of site handover to minimize enforcement - the Vice Chairman of the Provincial People's Committee emphasized.
Also on October 23, Vice Chairman of the Provincial People's Committee Ho Van Ha chaired a meeting with relevant departments, branches and localities on the progress of compensation and site clearance for the North-South Expressway Project, West section, Gia Nghia - Chon Thanh. The meeting was connected with 10 points in 10 communes and wards where the project passes through. According to the Vice Chairman of the Provincial People's Committee, the progress of the work is still behind schedule, requiring all relevant departments, agencies and localities to make every effort.
The Vice Chairman of the Provincial People's Committee especially noted that units must not delay the committed progress on site clearance work; if they are late, they must take responsibility. Provincial leaders require creating a "green channel" in site clearance and responding quickly when receiving questions and inquiries. Progress reporting must be done daily. In site clearance, determining the mobilization plan is still the main focus and must be persistent. It is necessary to classify and identify difficult cases to find solutions with the motto "go to every alley, knock on every door".
Previously, during the inspection of the actual progress of site clearance and construction of the Bien Hoa city central axis road and Cai riverside road projects in Tran Bien and Tam Hiep wards, the Vice Chairman of the Provincial People's Committee requested relevant units to focus maximum time and human resources to complete the site clearance work of the projects. Tran Bien and Tam Hiep wards must assign 1 leader to monitor the entire project, especially the appraisal and approval of compensation and support plans. While waiting for the approval of compensation and support plans, the Party Committees of the wards must establish mobilization teams, mobilize households, and organize early handover of the site for the contractor to start construction.
