
The Ministry of Science and Technology has just announced the results of the 2024 Digital Transformation Index (DTI) assessment nationwide, conducted in two groups: the group of 63 provinces and cities (before mergers) and the group of 34 provinces and cities (after mergers). This approach reflects changes in administrative scale while ensuring close monitoring of the actual development of digital transformation in each locality.
Ho Chi Minh City leads the group of 63 provinces and cities and ranks fourth among the 34 merged provinces and cities. This achievement clearly demonstrates the comprehensive development and expansion of the "megacity" after the merger, while affirming the city's pioneering position among the leading localities nationwide. Ho Chi Minh City scored highly in criteria related to digital awareness, digital institutions, digital infrastructure, digital economy, and digital society – a testament to the efforts of the entire political system in the first year of operating the new administrative model.
The DTI index is built on 7 main indicators and 47 sub-indicators, comprehensively assessing the level of digital transformation development of localities according to three pillars: Digital Government, Digital Economy, and Digital Society, with a maximum score of 1,000. According to the published results, both before and after the merger, Ho Chi Minh City was among the leading cities nationwide in all three pillars, demonstrating efforts to synchronize data systems, effectively operate digital government, and maintain growth momentum amidst significant changes in administrative boundaries.

In the digital government pillar, the city has put into operation a unified, shared digital platform system, providing 1,996 online public services, of which 1,778 services have reached full accessibility. The operation of these platforms contributes to the formation of a proactive, service-oriented, and efficient government model based on data, while increasing transparency and convenience for citizens and businesses.
In the field of the digital economy, the contribution of the digital economy to the city's GRDP reached 22% in 2024 and is expected to increase to 25% in 2025, affirming Ho Chi Minh City's leading role in promoting technology-based and innovative business models.
Regarding the digital society, 100% of the city's residents have digital identities and electronic identification accounts, creating a solid foundation for using public services and digital utilities. The city is also currently ranked 30th in the world in Blockchain technology – one of the strategic areas being promoted in the national innovation and digital transformation strategy.

According to its plan for 2030, Ho Chi Minh City aims for the digital economy to account for 30-40% of its GRDP and to become an internationally recognized innovation center. To achieve this goal, the city is focusing on implementing key solutions such as improving data-driven governance, accelerating the progress of key digital transformation projects, and reforming mechanisms and policies to attract strategic investors.
One of the flagship projects is the AI Metadata Center, with a total investment of nearly $2 billion by the G42 Group (UAE), promising a breakthrough in computing power, big data, and artificial intelligence to serve smart city management. Simultaneously, the city focuses on developing high-quality digital human resources, considering this a key factor in maintaining its pioneering position.
Despite facing some challenges regarding infrastructure and project implementation progress, Ho Chi Minh City is continuing to strengthen its data foundation, improve its digital governance capacity, and promote international cooperation. The city aims to become a smart, modern, civilized, and compassionate city, where science, technology, innovation, and digital transformation are the central drivers of sustainable development and international integration.
