After the merger, the Ho Chi Minh City Party Committee has 173 subordinate Party organizations, including 168 Party Committees of communes, wards, and special zones and 5 grassroots-level Party Committees, a reduction of 10/15 Party Committees compared to before. The Standing Committee of the City Party Committee led the arrangement of subordinate Party organizations, ending the activities of 38 district-level Party Committees, establishing 168 Party Committees of wards, communes, and special zones and 4 subordinate grassroots-level Party Committees; at the same time, rearranging and reducing 4/9 public service units.
Regarding the administrative structure, the Ho Chi Minh City People's Committee currently has 15 specialized agencies and the Department of Food Safety - established on a pilot basis under Resolution No. 98/2023/QH15 of the National Assembly - a reduction of 28/43 agencies compared to before. The city also completed the reorganization of the City Inspectorate according to the Project approved by the Standing Committee of the City Party Committee.
For public service units, the City People's Committee has arranged to reduce 6/58 units, leaving 52 affiliated public service units. The rate of staff reduction from 2017 to 2025 reached 18.07%. By September 2025, the whole city had 6,332 cases of early retirement or resignation according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, ensuring regimes and policies for cadres, civil servants and public employees.

From July 1, 2025, the city officially operated a two-level local government model. The Public Administration Centers have publicized 2,298 administrative procedures, receiving an average of nearly 12,000 records per day, of which about 9,000 records at the commune level. The City People's Committee continues to implement the program of cutting and simplifying administrative procedures related to production and business activities in the period of 2025-2026. Each agency and unit is required to propose a reduction of at least 30% of the time and cost of performing procedures, and at the same time eliminate at least 30% of unnecessary business conditions - especially in the field of public investment - to reduce costs for people and businesses.
According to Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, the goal of merging the three localities is to create a space for development and connection, create new space, new resources and a larger economic scale. Along with that, the city must shoulder a huge responsibility, building a new government system that operates effectively, with smarter and more transparent governance, meeting the requirements of serving the people and businesses.

The goal of the two-tier government model is to get closer to the people, serve the people better through streamlining the apparatus, improving operational efficiency and enhancing professionalism and modernity in state administration. Therefore, the team of cadres, civil servants and public employees need to meet capacity requirements, including knowledge, skills and attitudes, along with applying new approaches, a spirit of openness and responsible action.
Secretary of the City Party Committee Tran Luu Quang assessed that the city has made efforts and achieved many results in implementing Resolution No. 18; practice shows that the streamlining of the apparatus has initially brought about clear results. Towards an administrative system that operates effectively, efficiently and effectively, each cadre and civil servant needs to be dedicated and act for the goal of serving the people better, contributing to building a modern, smart and livable Ho Chi Minh City.
