Prime Minister Pham Minh Chinh: Promoting the spirit of "national love and compatriotism" in developing social housing

On the morning of October 24, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, chaired the Prime Minister's Conference with ministries, branches, localities, and enterprises on accelerating, breaking through, and promoting the development of social housing.

The conference was held directly at the Government headquarters and online with 17 provinces and cities with great demand for social housing.

Also attending were Deputy Prime Minister Tran Hong Ha; Ministers, leaders of ministries, branches, central agencies; leaders of 17 provinces and cities with high demand for social housing and associations, large enterprises with much experience in the real estate sector.

Opening the conference, Prime Minister Pham Minh Chinh said that the Party and State determined that in the process of national development, they would not sacrifice progress, social equity, and social security to pursue mere economic growth.

In recent times, the whole country has implemented social security policies very well, leaving no one behind, including completing the elimination of temporary and dilapidated houses nationwide; Vietnam's happiness index increased by 39 places.

The Prime Minister requested that at this conference, relevant entities continue to promote the achievements, with the spirit of "national love and compatriotism" in developing social housing, for the country and people, according to the Resolution of the 13th National Party Congress.

Emphasizing that the Party and State have no other higher goal than bringing independence and freedom to the nation, maintaining independence, sovereignty and territorial integrity, and happiness and prosperity to the people, the Prime Minister asked delegates to think truly, act truly, produce real results, and let the people enjoy real results.

The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and science and technology workers in the 2021-2030 period, and local housing development programs and plans. In particular, it strives to complete over 100,000 social housing units by the end of 2025.

According to the Prime Minister, up to now, the whole country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments. The Prime Minister acknowledged that the above results are very encouraging, but compared to the demand, there is still a gap, so more efforts and attempts are needed.

Therefore, the Prime Minister suggested that at this conference, delegates discuss thoroughly to propose tasks and solutions to accelerate the progress of rapid and sustainable social housing development; to meet the needs of those in need of social housing, with the goal of issuing a new Government resolution on this issue.

The Prime Minister emphasized that the resolution must provide mechanisms and policies that ensure the best benefits for all relevant entities. These include ensuring state management of social housing; the role of localities; businesses participating in social housing development; people in need of social housing and diversifying credit sources for social housing.

The Prime Minister noted that the selection of enterprises to participate in the development of social housing must be based on standards, procedures, publicity, transparency, both promoting the competitive advantages of enterprises and promoting social responsibility, national sentiment, and compatriotism of enterprises; enterprises must put themselves in the position and circumstances of people in need of social housing to develop social housing.

Localities must have plans for social housing development, in line with other housing segments, ensuring that all housing segments are equal in terms of infrastructure, transportation, telecommunications, electricity, water, culture, healthcare, education, etc.

Land areas with beautiful and convenient locations for production and business; at the same time, invest in infrastructure to develop urban areas and housing in underdeveloped areas.

In particular, policies and implementation of social housing policies must be most favorable for social housing buyers, avoiding policy distortion.
