
Ho Chi Minh City People's Committee has just issued Document No. 3124/UBND-HCC on checking, reviewing, and thoroughly handling overdue administrative procedure (TTHC) settlement files.
According to the document, from September 1 to September 31, 2025, Ho Chi Minh City has a total of 323,006 online records received from the National Public Service Portal (NPSP). However, 28,671 online records are slow to receive and 4,865 records are overdue. In the third quarter of 2025, there were 44,061 overdue records (according to report No. 133/BC-UBND dated October 1, 2025).
Pursuant to Official Dispatch No. 9595/VPCP-KSTT dated October 6, 2025 of the Government Office (VPCP) on the announcement and publicization of administrative procedures and the receipt and processing of online records submitted from the National Public Service Portal, the Chairman of the Ho Chi Minh City People's Committee directed the Heads of the city's departments, branches and sectors, Chairmen of the People's Committees of wards, communes and special zones to proactively coordinate with the City Digital Transformation Center (CĐS) to review and check the record data in the Official Dispatch of the VPCP and report No. 133/BC-UBND (above).

Direct the complete handling of late-received and overdue files at the unit in accordance with regulations. Issue letters of apology to people and businesses for overdue files. Remind and discipline relevant civil servants and public employees (to be completed by October 31, 2025 at the latest).
The Chairman of the City People's Committee directed the Director of the City Digital Transformation Center to preside over and coordinate with departments, branches, sectors, and commune-level People's Committees to review data on receiving and processing dossiers on the National Public Service Portal and the City's Administrative Procedure Information System; report results to the City People's Committee on a monthly basis.

Previously, on October 1, in Report 133/BC-UBND (sent to the Government Office) related to the above content, the City People's Committee proposed the Ministry of Ethnic Minorities and Religions to adjust the information on abolished administrative procedures in the Appendix attached to Decision No. 364/QD-BDTTG dated June 24, 2025. Specifically: Adjust the abolished administrative procedures stated in this decision (serial number 02, page 14 of the attached appendix) with code 1.012644 to code 1.012642, which is correct with the name "procedure for notifying change of headquarters of religious organizations, affiliated religious organizations"; update on the Public Service Portal for this code.
Recommend that the Ministry of Agriculture and Environment coordinate with relevant ministries and branches to resolve difficulties in the procedure of "State inspection of food safety for exported plant-based foods" carried out according to Article 24 of Circular 12/2025/TT-BNNMT and the result of the procedure is to issue a Notice of inspection results of exported plant-based foods according to Form No. 41 of Appendix I issued with the above circular. Reason: There is no regulation on the issuance of other certificates (certificates according to EU regulations), so the assigned agency does not have a solid legal basis to organize the implementation.
Recommend the Ministry of Science and Technology (KH-CN) to handle problems related to Decree No. 133/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of state management of the Ministry of Science and Technology. Reason: The regulations related to the authority to perform the decentralized and authorized contents in the decree and the attached appendix are not consistent (19 contents). This leads to the City People's Committee not being able to determine whether the authority to perform the task is the general authority (City People's Committee) or the specific authority (Chairman of the City People's Committee) to carry out decentralization and delegation to specialized agencies to ensure compliance with regulations.
The City People's Committee also proposed that the Ministry of Finance connect and share data from the Business Registration System with the City's Administrative Procedure Information System to monitor, urge, and check the progress of file processing.
Also in the report, the City People's Committee set a target in the IV/2025 fund to implement solutions to improve online public services, ensuring that 100% of administrative procedures that meet the conditions prescribed by law are provided in the form of full-process online public services, with at least 80% of administrative procedure records being processed completely online.
