Ensure environmental safety and hygiene

According to the leader of the Quoc Oai District Construction Investment Project Management Board (PMB), in the past time, the work of ensuring order, safety, environmental sanitation, and labor safety during the construction of works has been in compliance with Decision No. 29/2015/QD-UBND dated October 9, 2015 of the Hanoi People's Committee. During the construction process, the PMB always reminded and directed the contractor to take measures to ensure safety for people and machinery serving the construction; prepare an Environmental Impact Assessment Report or an environmental protection plan according to regulations and submit it to the competent authority for appraisal, approval or confirmation before implementing the project. In addition, during the construction process, plans to ensure the environment must be developed such as spraying water to reduce dust, vehicles carrying materials must be covered to avoid spillage, and solid waste during construction will be partly recycled for use as cement bags...; A part is transported to the landfill such as soil, concrete, broken bricks...

In addition, all construction works have construction signs, labor safety signs, measures and fully equipped means to ensure fire prevention and fighting, rescue and first aid according to regulations. After the project is completed, the investor directs the contractor to clean and sanitize the construction site to hand over to the unit for use and exploitation.

Notably, the mechanical and manual maintenance work (garbage collection) on national highways, provincial roads, inter-district and inter-commune roads... is maintained synchronously along the entire route with the work of maintaining the cleanliness of alleys in the communes where the road runs through, with a frequency of 2 days/time to ensure general environmental sanitation (VSMT) in the commune and the entire national highway, provincial road... running through the district. At the same time, the Project Management Board also directed the Xuan Mai Urban Environment Company to ensure the number of personnel to maintain and transport garbage, ensure regular maintenance work; watering and cleaning the roads, sweeping and vacuuming on national highways, provincial roads, inter-district and inter-commune roads... the administrative center of the district, the area of ​​Chua Thay Pagoda and maintaining alleys in all communes and towns in accordance with regulations.

In addition, the District Project Management Board has coordinated with the People's Committees of communes and towns to review and inspect the situation of waste collection, transportation and treatment in the area according to the collection plan approved by the District People's Committee; increase human resources to clear grass, black spots of waste, and environmental sanitation in the district after Tet; perform other urgent tasks... At the same time, coordinate with the People's Committee of Sai Son commune to carry out general environmental sanitation, plant flowers and trees to welcome the Vietnam - India friendship delegation to jointly carry out the 2024 friendship tree planting ceremony; the ceremony to receive national intangible cultural heritage and open the Thay Pagoda festival; open the Cultural Tourism Week of Quoc Oai district...

Youth Union of Quoc Oai district actively participates in environmental cleaning work

In particular, the Quoc Oai District Project Management Board has recently focused on directing the Xuan Mai Urban Environment Company to plan and strengthen environmental sanitation work; develop plans, proactively increase means, human resources, and organize environmental sanitation maintenance (especially, prioritizing implementation in communes and gathering points at risk of flooding during rain and storms); implement sewer dredging, tidying up garbage and taking measures to cover, regularly spraying deodorants, killing flies and mosquitoes to ensure hygiene, avoid environmental pollution to ensure environmental sanitation, and prevent epidemics. On the other hand, the unit also regularly arranges machinery and means to cut down fallen trees and branches and collect leaves to ensure traffic safety and environmental sanitation on main roads such as Thang Long Avenue, the North-South road of Quoc Oai urban area, Quoc Oai town area, Thay Pagoda tourist area and in communes and towns. Coordinate with the People's Committee and socio -political organizations of communes and towns to collect and transport waste to the collection point on the general environmental cleaning day.

In addition, the Quoc Oai District Project Management Board has directed Xuan Mai Urban Transport Company to ensure the number of personnel to maintain and transport garbage, ensure regular maintenance work; water and clean roads, sweep and vacuum on national highways, provincial roads, inter-district and inter-commune roads... the district's administrative center, the Thay Pagoda area and maintain alleys in all communes and towns in accordance with regulations.

Discuss solutions to handle waste backlog problem

In addition to the achieved results, the Project Management Board of Quoc Oai District also frankly pointed out that there are still some shortcomings and problems in environmental sanitation and public services. Accordingly, the district is currently experiencing a backlog of domestic waste at transfer and collection points with a volume of about 1,210 tons. Waste in Quoc Oai District is transported with an average volume of 118 tons/day, while the estimated daily waste generation is 122 tons/day.

Meanwhile, people's awareness of environmental sanitation is not high, there are still phenomena of illegal dumping, burning garbage, burning straw after harvest; dumping garbage not on schedule, not in the right place; many garbage collection points are degraded, damaged and not guaranteed, some collection points have small entrances, making it difficult for vehicles to enter and exit to transport garbage.

Notably, the service fee collection has encountered many difficulties because according to Decision No. 54/2016/QD-UBND dated December 31, 2016 of the City People's Committee on collecting environmental sanitation service fees in the city, which was issued nearly 7 years ago, the collection level has not been adjusted. The collection level for suburban districts is quite low (VND 3,000/person/month), which does not meet the budget balance for alley sanitation in the districts. At the same time, people's awareness of compliance in fulfilling the obligation to pay environmental sanitation fees is still low, affecting revenue sources; population fluctuations due to people of working age going to work far away or working in cities, a large number of high school graduates going to universities, colleges, intermediate schools, vocational schools, etc., also cause many difficulties in collection.

To overcome the above shortcomings and problems, the Quoc Oai District Project Management Board proposes that, regarding environmental sanitation and public services, the City People's Committee, departments and branches should pay attention to Quoc Oai District to transport all the existing waste at collection points to the Xuan Son, Son Tay and Ba Vi Waste Treatment Areas.

At the same time, it is recommended that the City People's Committee have a plan to adjust the price of sanitation services or have a plan to collect sanitation service prices based on the volume generated to raise awareness of self-classification of waste and compliance with the payment of sanitation service fees among the people.
