Today, I am very happy and excited to attend the 28th session of the Hanoi People's Council for the 2021-2026 term. On behalf of the National Assembly Standing Committee, I would like to send my best regards and best wishes to the Secretary of the Hanoi Party Committee; Hanoi leaders, National Assembly deputies, People's Council deputies and all delegates, and people of all walks of life in the capital.
Dear delegates, dear comrades,
Studying the program of the 28th Session, we believe that the 28th Session of the Hanoi People's Council is very important. According to its authority, the City People's Council will concretize the policies of the Central Executive Committee, the Politburo, the Secretariat; the Resolution of the National Assembly; the Resolution of the 18th City Party Congress; decide on important contents on the socio-economic development plan, ensuring national defense and security... of the city in 2026 and issue many very important Resolutions (with 70 contents, 49 Resolutions, 21 reports), which are decisions that have a profound impact on all fields, creating a solid institutional foundation for the development of the capital Hanoi in the new era.
Through researching documents and accessing information, I would like to discuss with the Session the following contents:
Regarding the results of implementing the socio-economic development plan for 2025: In 2025, the international context is complex and unpredictable, with many new challenges emerging. Domestically, the entire political system is highly focused on implementing many important political tasks, especially streamlining the apparatus to be lean, strong, efficient, effective, and efficient according to the 2-level local government model. The Party Committee, government, and people of the Capital have been proactive, made efforts, and steadfast in the goal of stability and development, achieving many important and comprehensive results.
The capital's economy in 2025 will maintain positive growth momentum, with GRDP estimated to increase by 8.5% (plan 8%); GRDP per capita reaching 176.4 million VND (exceeding the planned target); total state budget revenue is estimated at 641.7 trillion VND (equal to 124.9% of the estimate, up nearly 25% compared to 2024). FDI attraction is estimated at 4.1 billion USD (up 52%).
The city has done well in streamlining the organizational structure, and the two-level local government has operated smoothly since July 1, 2025.
Cultural values continue to be preserved and promoted; the urban landscape has taken a new step forward, towards modernity, intelligence, greenness and sustainability; national defense, security, social order and safety are maintained; the material and spiritual life of all classes of people is improved. The great national solidarity bloc is constantly consolidated and strengthened.
The overall achievements of the Capital include the contributions and construction of the Hanoi People's Council. The National Assembly Standing Committee highly appreciates that the Hanoi People's Council continues to be one of the typical bright spots in the system of People's Councils of provinces and cities. The quality of operations is increasingly professional, substantial, effective and efficient; the spirit of "innovation, substance, efficiency" of the National Assembly continues to be strongly spread to People's Councils at all levels of the city.
In 2025, the City People's Council issued many timely resolutions to remove difficulties and clear "bottlenecks", especially resolutions to implement the Capital Law, creating an important driving force to promote socio-economic development in the area.
The preparation of the content presented at the meetings was thorough, ensuring quality and feasibility. The coordination between the People's Council, the Standing Committee of the City People's Council with the agencies of the National Assembly and the City National Assembly Delegation, relevant agencies and organizations was maintained closely and proactively, clearly demonstrating the spirit of companionship, responsibility and efficiency. The People's Council delegates promoted their role well in representing the will and aspirations of voters; always upholding the sense of responsibility, enthusiasm and intelligence; actively listening to and fully reflecting the opinions and recommendations of the people in policy making and implementing the tasks of socio-economic development of the Capital.

On behalf of the National Assembly Standing Committee, I would like to acknowledge, appreciate and congratulate the admirable and proud results that the Party Committee, government, armed forces and people of Hanoi have achieved in the past time.
However, in addition to the achieved results, the National Assembly Standing Committee hopes and recommends that the Party Committee, the government, the Fatherland Front, and socio-political organizations of Hanoi pay attention to and better implement the following contents: Growth quality and labor productivity are not commensurate with the potential and strengths; the implementation of the Central Government's specific policies for Hanoi has not been as desired and expected; infrastructure has not kept up with the development of the capital; planning, land, construction and urban management are still inadequate; traffic congestion, flooding, air pollution and river pollution are issues that voters and the people are very worried and concerned about. The situation of slow-progressing projects, land waste, and resource waste is still slow to be resolved completely...
We sympathize with Hanoi, to resolve the above limitations and shortcomings is not "overnight", because there are some cases that have existed for a long time, can be said to be inadequate, even erroneous, often erroneous, and the law only requires correct implementation, without instructions on how to do it again if it is done wrong? This is a difficult question but it is inevitable, so it is always struggling, never being resolved.
We need to have an objective, historical perspective, because the common interests of the State and the collective are above all, first of all, together with shared responsibility and high consensus under the leadership of the Party.
Dear delegates, dear comrades,
The country in general and Hanoi in particular are entering a new stage of development, with opportunities and challenges intertwined. The country's two 100-year goals pose very high demands, requiring strong innovation in thinking and decisive action from the central to local levels. I propose that the Party Committee, the government, especially the Hanoi People's Council, continue to thoroughly grasp the direction of General Secretary To Lam at the 18th Hanoi Party Congress, term 2025-2030. In which, the General Secretary emphasized 7 very profound and comprehensive requirements and tasks.
Approaching from the perspective of the National Assembly Standing Committee, I would like to suggest five more contents for the Session to study together.
Firstly, the People's Council and relevant agencies focus on thoroughly grasping the five directions of the General Secretary at the Conference on deploying national election work to synchronously deploy solutions to ensure the successful election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The National Assembly Standing Committee hopes that Hanoi will lead the country in organizing elections, ensuring democracy, publicity, transparency and accuracy; the election is truly a great festival for all classes of people and voters of the capital.
Second , Hanoi continues to take the lead and pioneer in implementing major policies and decisions of the Central Executive Committee, the Politburo, and the Secretariat. The City People's Council needs to focus on building and perfecting the institution for developing the Capital (special urban area) in a synchronous and modern direction.
The focus is to effectively implement the tasks assigned to the People's Council according to the provisions of the new Laws passed by the National Assembly at the 10th Session; complete the concretization of the Capital Law through resolutions, mechanisms, and specific policies; review and remove bottlenecks, overcome long-standing limitations, clear "bottlenecks", mobilize and effectively use resources for development to achieve double-digit growth from 2026.
Before I attended this Session, National Assembly Chairman Tran Thanh Man also directed the Nationality Council, Committees, and agencies of the National Assembly to share responsibility and coordinate closely with the Government, ministries, branches, and Hanoi City to amend and supplement the Capital Law. In the immediate future, a Resolution can be issued to remove some difficulties and immediately implement the work. And it should be noted that scale does not equal speed. If the scale is large but the speed is slow, we will fall behind. If the scale is small but the speed is fast, and if the speed is large, we can move forward.
The city needs to be bold and pioneer in implementing decentralization, delegation of power, and authorization based on the principle of "local decision - local action - local responsibility", combined with strengthening inspection, supervision, and improving accountability of all levels of government; shifting from a management mindset to a service mindset, truly taking people and businesses as the center; strongly applying digital transformation, big data, and administrative reform to improve competitiveness, creating new momentum for the capital to make a breakthrough.
Third , the City needs to prioritize resources to completely resolve major problems that have lasted for many years, creating clear and substantial changes in urban management and people's living environment. Promote the cultural values of the thousand-year-old capital, arouse the creativity, affection and responsibility of Hanoians; strongly develop cultural and tourism industries; build a modern, civilized city, ensure urban order, security and social safety so that Hanoi becomes a "green, smart, livable and internationally attractive capital".
Fourth, continue to improve the quality of the City People's Council's operations in a practical, effective and efficient manner; actively apply information technology and digital transformation in the operations of the City People's Council; strengthen coordination between agencies and organizations in the political system at all levels. The City People's Council needs to affirm its role as a state power agency at the local level; proactively develop a focused and key thematic supervision program; promptly handle emerging issues in practice; substantially improve the operational efficiency of People's Council delegates at all levels.
Fifth, to successfully implement the above tasks, the human factor is the key of the key. The city needs to pay special attention to building a team of cadres, civil servants, public employees, and workers in the capital who are brave, innovative in thinking, creative, adaptable to a high-pressure working environment, overcome difficulties, have high responsibility, and complete tasks well for the common good. At the same time, Hanoi also needs to take the lead in issuing appropriate remuneration regimes for cadres and civil servants; synchronously implement policies to attract talent, develop high-quality human resources, especially in the fields of science, technology, innovation and digital transformation.

When the country enters the era of national growth, prosperity, civilization and happiness, our Capital must certainly take the lead, pioneer and play a leading role.
I hope and believe that the capital Hanoi will overcome all difficulties and challenges, create new momentum, new thinking, new determination, new motivation and new success for the capital to develop rapidly in the new era of the nation, worthy of the stature and position of "Capital of a thousand years of culture", "Heroic Capital", "City for Peace", "Creative City"; making important contributions to the cause of innovation and strong development of the country.
I wish the Secretary of the City Party Committee, the City leaders, the National Assembly delegation, the People's Council delegates, the delegates, voters and the people of the Capital good health and happiness; and wish the 28th session of the Hanoi People's Council a great success!
