Creating an equal business environment for the private economy

To develop the private economy, Quang Ninh clearly identifies viewpoints, goals, and solutions for developing enterprises, especially private sector enterprises. In particular, consistently implementing the policy of developing a multi-sector economy, considering economic sectors operating in accordance with the law as important components of the socialist-oriented market economy, developing together in the long term, cooperating and competing healthily. Accompanying and removing difficulties for enterprises, cooperatives, and business households continues to be implemented, focusing on specific areas, difficulties, and problems to resolve them completely. The province also completes mechanisms and policies for developing the private economy and has specific mechanisms, policies, and implementation plans to develop enterprises and business households; supporting enterprises, cooperatives, and business households to improve production and business efficiency and sustainable development such as supporting enterprises to access resources such as capital, land, and market expansion, etc.

Up to now, there are 12,021 enterprises and affiliated units in operation in the province (including 10,832 enterprises, 801 branches and 388 representative offices), with a total registered capital of VND 369,711 billion. Of which, private economic sector enterprises account for 97.84%; state-owned enterprises account for 0.72%; foreign-invested enterprises account for 1.44%.

In addition, in the province, there are a total of 38,141 business households; of which, business households paying taxes by the lump-sum method must pay taxes: 22,806; business households paying taxes by the lump-sum method do not have to pay taxes: 13,299; business households paying taxes by the declaration method: 2,036. Business households operate mainly in the fields of trade and services, accounting for 83.3% of the total number of business households (concentrated in the fields of wholesale, retail; auto repair...).

Along with mechanisms and policies, Quang Ninh also creates an equal business environment for the private economy. To encourage private sector investment, the province has organized investment promotion and attraction activities in many forms. Investment support and business support in the recent period have been innovative and effective. The People's Council of Quang Ninh province has issued 5 resolutions on tourism stimulus to remove difficulties for the tourism and service industries affected by the Covid-19 pandemic in 2020 and 2021. The province has established a Working Group to support investment projects using non-budgetary capital in the province, a Working Group to support the implementation of the province's driving projects to quickly resolve investment, business, land, and site clearance procedures. Every year, the province organizes at least 2 conferences to meet with businesses and resolve their recommendations; Each agency and locality organizes at least 4 rounds of business meetings, "Business Cafe", and organizes conferences to remove difficulties for businesses according to thematic topics. In 2024, the province organized a conference to remove difficulties for businesses in the electricity sector, FDI enterprises in Song Khoai Industrial Park; organized a Business Cafe Conference with the theme "Policy dialogue, removing obstacles for businesses"; built and operated the Zalo Official Account page to receive opinions and recommendations from businesses, cooperatives, and business households.

The provincial authorities also promptly receive and resolve proposals, recommendations, difficulties and problems of enterprises, cooperatives and business households; as well as problems related to mechanisms and policies in the operations of enterprises, cooperatives and business households... Thereby, creating the most favorable conditions for enterprises and domestic and foreign investors to promote production and business and enhance competitiveness in the value chain. The province also provides convenient public services, an open, favorable, equal and transparent investment and business environment for investors to succeed and sustainably invest in the province and spread the power to share and promote the development of the provincial business community in parallel. At the same time, protect the legitimate and legal rights and interests of investors and enterprises in the province; ensure the harmony of interests between the state, investors, workers and people, contributing to the socio-economic development of the province.
