Work to support people with disabilities (PWD) in the province continues to record many positive results, helping PWD have the opportunity to live independently and integrate into the community.
The Provincial People's Committee issued a plan to implement the Program to support people with disabilities. Departments, branches and localities, based on their assigned functions and tasks, will strengthen the Working Group for People with Disabilities and the Project to resolve the situation of homeless people and beggars in the period 2025-2030. Directing and operating work from the provincial to grassroots levels will ensure that all activities to support people with disabilities are closely monitored, implemented to the right subjects, promptly and effectively.
Innovation in propaganda, raising public awareness
One of the bright spots is the propaganda work on rights and policies for PWDs. In 2024, the managing unit coordinated with Tay Ninh Newspaper, Provincial Radio and Television Station to produce more than 230 columns, reports, news articles posted and broadcast; coordinated with the Provincial Women's Union to directly propagate to more than 50,000 members and the masses at the branch meetings and clubs "Women with disabilities overcoming themselves", "Community trusted address". Stories about typical PWDs who overcome difficulties and succeed strongly spread the spirit of determination, helping to change social awareness.
The Department of Justice conducted 34 campaigns to communicate and provide legal advice, and distributed more than 8,000 legal brochures to PWDs, helping vulnerable groups to have easier access to legal services. Propaganda work was also integrated into schools, medical facilities, and residential groups, ensuring that all people had the opportunity to access information about PWDs' rights.
Enhance health care and rehabilitation
The healthcare network for PWDs in Tay Ninh is assessed as synchronous and complete. Currently, the whole province has 1 provincial-level Rehabilitation Hospital with 100 beds, along with 2 Rehabilitation departments at the Provincial General and Traditional Medicine Hospital; 9/9 districts and towns have Rehabilitation departments or Traditional Medicine - Rehabilitation departments.
In 2024, the provincial health system will examine, treat and rehabilitate nearly 99,000 people, of which over 96,000 will be covered by health insurance. Disabled children receiving inpatient treatment are exempted from all hospital fees. It is noteworthy that the team of doctors and medical staff specializing in rehabilitation is increasingly strengthened, with 2 in-depth specialists, 34 doctors oriented to rehabilitation, and more than 60 technicians and professional nurses.
The Provincial Rehabilitation Hospital actively applies new techniques such as physical therapy, speech therapy, occupational therapy, etc. to help PWDs recover their motor and language functions early, improving their quality of life. The community-based rehabilitation program has been implemented in 94/94 communes, wards and towns, mobilizing more than 500 grassroots medical collaborators. During the year, the program organized training for 770 people, providing 72 assistive devices for PWDs.
Social security, livelihood support
The province has 23,526 people with disabilities receiving monthly social benefits. In 2024, the total budget for paying benefits to people with disabilities in the community will reach more than 216 billion VND. More than 4,600 households directly caring for people with severe disabilities will receive nearly 22 billion VND in support. Support for funeral costs and living expenses for people with disabilities, pregnant women with disabilities, and women with young children will also be fully implemented in accordance with regulations.
There are 204 PWDs receiving centralized care at social assistance facilities, including 92 PWDs with severe disabilities who have no place to live, and 64 visually impaired children. The Christina Noble Children's Foundation continues to sponsor more than 1.7 billion VND to care for and raise visually impaired children, support their studies, life skills, and career guidance.
Along with social protection, Tay Ninh province has promoted livelihood support and job creation for people with disabilities. The Association for the Protection of People with Disabilities, the Poor and the Protection of Children's Rights of the province has disbursed more than 3 billion VND in interest-free loans to 240 households with disabilities to develop livestock farming and small businesses, and supported 17 breeding cows.
The Provincial Blind Association supported capital, breeding stock, and traditional craft of making bamboo toothpicks and brooms for its members, with a total cost of over VND9.5 billion. The Association for Victims of Agent Orange/Dioxin supported capital and livelihoods for over 130 families of victims, presenting over 17,800 gifts worth over VND8 billion.
Women's Unions at all levels have actively implemented livelihood support models for women with disabilities, providing interest-free loans, breeding animals, and production means with a total cost of more than 1.7 billion VND.
Expanding access to education, vocational training, and support for women with disabilities
People with disabilities in the province are given favorable conditions to access education and vocational training. Policies on tuition exemption and reduction, scholarships, and support for teachers of children with disabilities are fully implemented. The provincial school for the disabled teaches culture and Braille to blind students, focusing on training life skills and career guidance for them. In addition, the Provincial Association for the Blind organizes vocational training classes for its members, helping many blind people have stable jobs, increase their income, and become independent in life.
Vocational training for people with disabilities is always closely linked to job creation and business start-up support. Small-scale production models at home, in cooperatives and cooperative groups continue to be effective, helping people with disabilities take control of their lives and contribute to local development.
The Provincial Women's Union at all levels actively implemented many activities to support women with disabilities and families with women with disabilities. In 2024, 3,766 gifts worth more than 1.5 billion VND were presented, interest-free loans and livelihoods were supported for 172 women with disabilities with a total cost of more than 1.7 billion VND; and the Social Policy Bank was coordinated to support loans to create jobs, clean water, and environmental sanitation for women with disabilities, build shelters of love, and support health insurance.
In 2024, the province mobilized more than 31 billion VND from organizations, businesses, and individuals inside and outside the province to support people with disabilities. The Provincial Association for the Support of the Disabled, the Poor, and the Protection of Children's Rights supported eye surgery for 633 visually impaired people, built and repaired 13 charity houses, and awarded scholarships to 290 poor students who overcame difficulties. The Association for Victims of Agent Orange/Dioxin supported the construction of 7 new charity houses, presented more than 17,800 gifts to victims, organized medical examinations and treatment, and gave Tet gifts...
With the motto "No one is left behind", the province is persistently implementing the goal of building an inclusive and humane living environment, where all people with disabilities are cared for and develop their full potential, contributing to the sustainable development of the province.
