Resolution No. 07-NQ/TU of the Standing Committee of Thanh Hoa Provincial Party Committee on the construction and development of Sam Son City until 2030, with a vision to 2045, emphasized the viewpoint of developing synchronous and modern infrastructure, accelerating the pace of urbanization. From there, the main tasks and solutions are to strengthen management and well implement the planning to build Sam Son City into a smart and modern city.

Strengthening State management

In order to create a premise for developing Sam Son urban area in a modern direction, in recent years, planning work and improving the effectiveness and efficiency of construction planning management have been paid great attention by Sam Son City. Thereby, gradually creating synchronization, connectivity, and unity in planning; articulation in regional linkage, especially the urban axis of Thanh Hoa City - Sam Son City; building a database for planning management, taking planning as the basis for orienting socio -economic development. At the same time, creating a basis for increasingly synchronous investment in the technical infrastructure system in the area.

According to statistics, in the period from 2016 to 2022, in Sam Son City, there are 56 urban planning projects approved by competent authorities. Of which, there is 1 general planning for Sam Son City construction until 2040, approved by the Provincial People's Committee in Decision No. 2525/QD-UBND dated July 17, 2017 (total planning area of ​​4,495.2 ha, including the entire city area); 4 approved zoning plans, with a total planning area of ​​2,867.95 ha; 3 zoning plans are being completed for approval; 1 zoning plan belongs to the protection zone of a special national historical relic (planning relics according to the Heritage Law). In addition, 50 detailed plans have been approved, with a total approved area of ​​2,025.41 ha...

The State management of construction planning has been focused on by Sam Son City, contributing to the development of synchronous and modern infrastructure and accelerating the urbanization rate. Accordingly, landscape architectural works in the planning area when newly constructed, renovated, refurbished, and upgraded must comply with the approved planning project, comply with the planning permit, detailed planning at a scale of 1/500, construction permit according to the provisions of law, urban design and architectural management regulations approved by competent authorities. The construction, renovation, and refurbishment of architectural works in specific landscape areas in the planning area are determined on the principle of minimizing changes to the terrain and ensuring the sustainable development of the natural environment.

For important, landmark, and symbolic projects, the city organizes a competition to select the optimal architectural solution, as a basis for investment and construction implementation. Typical projects include the City Administrative Center; Memorial area for Southern soldiers who gathered in the North; City Commercial Center; City Cultural Center... Landscape architecture space is strictly controlled, ensuring unity, harmony, and compatibility with the functions of the projects, synchronous development of technical infrastructure, social infrastructure, and public services, suitable for each stage of urban development.

The city has thoroughly grasped and widely implemented the management of construction investment according to the planning; the work of granting construction permits and construction order in the city has been rectified. The management and use of urban land associated with construction planning has been strictly implemented, through consulting and approving investment policies according to the land use function of the planning project, strengthening the inspection of the implementation of construction planning and in the work of granting construction permits. The management of the construction of urban infrastructure systems and underground spaces is carried out according to the planning. Accordingly, the land fund for the construction of urban infrastructure works in Sam Son City is mainly associated with the traffic system, water supply and drainage system, technical trenches, underground power lines... which are always determined in the investment in technical infrastructure associated with urban planning projects. All new power, water and telecommunication lines are built underground according to the planning; For existing routes, when upgrading and renovating, investment has been shifted to underground construction according to the planning along urban routes.

With the orientation of developing Sam Son into a smart and modern tourist city, the city pays special attention to the management of urban technical infrastructure construction for new urban areas and urban areas. The organization of investment in new urban areas to ensure the needs of socio-economic development and new construction management always focuses on synchronous connection with neighboring projects and existing infrastructure; investing in new synchronous infrastructure according to the criteria of a type I urban area. In addition, every year the city has invested in upgrading and renovating according to the investment plan for the work of technical infrastructure for traffic and drainage, undergrounding of electricity and telecommunication cables, and collection and treatment of waste in existing residential areas. Investment projects for renovation or in the process of research and investment in connections between old urban areas and new urban areas are focused on in order to organize investment in accordance with reality. Accordingly, from 2016-2022, the city has invested in 146 infrastructure upgrade component projects throughout the area, with a total investment of VND 2,485 billion...

Looking to the future

Resolution No. 07-NQ/TU of the Standing Committee of the Thanh Hoa Provincial Party Committee on the construction and development of Sam Son City to 2030, with a vision to 2045, emphasized the viewpoint of developing synchronous and modern infrastructure, accelerating the urbanization rate. Accordingly, the city is required to closely follow the Thanh Hoa Provincial Planning, promptly establish and adjust the construction and development planning of Sam Son City to 2045, with a strategic vision and high feasibility. At the same time, speed up the progress of establishing and improving the quality of detailed plans to ensure scientific and feasible planning, creating synchronization, connectivity, and unity between plans and regional linkages.

Urgently establish urban development plans on both sides of main roads to create highlights for the city; ensure the architectural style of new urban areas right from the detailed planning stage. Build a database for planning management, as a basis for orienting socio-economic development. Strictly implement the public disclosure of planning; create conditions for investors to research, learn, and decide to invest in the city. Strengthen supervision of planning implementation and urban architecture management; clearly define the responsibilities of all levels and sectors in planning management and construction order management; strictly handle encroachment, illegal construction, and construction not in accordance with planning.

Along with that, develop 4 corridors and 8 urban subdivisions to create new space for the city's socio-economic development. Of which, 4 development corridors include: Community corridor (public works, administration, culture, health, sports, creating landscape architecture space, highlights); Festival corridor (main public space such as: Sea square, walking streets, shopping areas, food festivals, cultural exchanges, seafood markets...); Song Do corridor (eco-tourism urban area, commercial service center, park, entertainment area, oriented towards 4-season tourism); South Song Ma Boulevard corridor (mixed service area, inland waterway port, industrial cluster, R&D development area, wholesale market).

In addition, 8 urban subdivisions, including: Area A - urban area along the coast from Ma River to Truong Le Mountain, is the center of tourism, services, commerce and urban. Area B - South Sam Son urban tourism area, is a high-class coastal tourism center with high-quality resorts. Area C - service area, eco-tourism, spiritual tourism of Truong Le Mountain. Area D - along the South bank of Ma River, is the area for developing tourism, services and 4-season entertainment. Area E - multi-industry industrial and handicraft area. Area F - existing residential area, new urban residential area. Area G - center of tourism, services, entertainment, recreation, resort. Area H - new administrative - political center of the city.

It can be said that the planning work in general and the improvement of the effectiveness and efficiency of State management of planning have been creating the basis for synchronous investment in infrastructure systems, construction of typical works, unique architectural landscape spaces, creating highlights to build the appearance of a coastal resort urban area. At the same time, contributing to the construction and development of Sam Son City in a modern direction, ensuring harmonious connections between urban and rural areas, urban modernization associated with sustainable urban economic development.
