Training in oral communication skills and dissemination of legal education

Speaking at the opening of the training course, Lieutenant Colonel Phan Minh Vien, Deputy Chief of Ngu Hanh Son District Police, said that the work of propagating and mobilizing people to participate in protecting security and order in general, and disseminatingand educating the law on security and order in particular, is an important and first task of the police force; this is also the first step in organizing the implementation of policies and laws, a bridge to bring policies and laws into social life; it is a key and regular task of state agencies at all levels, sectors and the whole society, especially for the police force.

Nowadays, with the development of science and technology, there are many forms of propaganda and mobilization, especially through the internet, but oral propaganda (also known as direct propaganda) still has an important position and role, contributing to improving the effectiveness of propaganda and mobilization work.

Training class scene

This is a form of propaganda in which the speaker speaks directly to the listener, guiding the listener to act according to the standards, orientations, and solutions of the State to solve practical problems. It is a flexible form of propaganda, with many advantages, and can be carried out anywhere, in any conditions and circumstances with an unlimited number of listeners.

However, in reality, many officers and soldiers of the District Police, especially the Regional Police force, have not fully recognized the meaning, position and role of propaganda and mobilization work as well as their capacity and skills in propaganda and mobilization, especially oral propaganda, are still very limited, leading to a lack of initiative and determination in advising on the organization and implementation of propaganda and mobilization work, and failing to raise people's awareness and consciousness in participating in crime prevention.

"Organizing today's training course is one of the specific activities to overcome the above-mentioned shortcomings, contributing to raising awareness, consciousness, responsibility as well as fostering capacity and skills in propaganda work to ensure security and order for officers and soldiers," said Lieutenant Colonel Phan Minh Vien.
