On the morning of November 3, at the National Assembly House, National Assembly Chairman Tran Thanh Man chaired a meeting of the National Assembly Standing Committee to give opinions on a number of contents prepared for submission to the National Assembly.

Overcoming shortcomings and limitations in drug prevention and control work

Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the investment policy of the National Target Program on Drug Prevention and Control until 2030.

Briefly presenting the Report on investment policy for the National Target Program on Drug Prevention and Control to 2030, Minister of Public Security Luong Tam Quang stated that the drug situation in the world, the region and neighboring countries is increasingly complicated and serious, directly affecting and increasing risks and pressures on drug prevention and control work in our country.

The drug situation in the country is very complicated and unpredictable with the number of cases, subjects and seized drug evidence tending to increase over the years. The number of addicts and illegal drug users remains very high, occurring in all groups, ages and areas. The number of communes, wards and towns with drug abuse nationwide has not decreased and accounts for the majority (83.7%).

Therefore, the Program aims to continue and promote the achievements and results of the Drug Prevention and Control Program for the period 2021 - 2025 in terms of leadership and direction; propaganda and prevention; combating drug-related crimes; drug addiction treatment, management of addicts, illegal drug users and post-treatment management.

At the same time, focus on resolving and overcoming existing shortcomings, limitations and urgent issues in drug prevention and control work, requiring national public investment in the fields of reducing supply, reducing demand and reducing the harmful effects of drugs.

The Minister of Public Security said that the Program implementation period is from 2025 to the end of 2030, in which, in 2025, activities will be carried out to develop policy mechanisms, a system of documents and guidance documents for implementing the Program's tasks, a system for monitoring and evaluating the implementation of the Program; training and improving the capacity of Program management staff. The 2026 - 2030 period will synchronously and comprehensively implement the goals and tasks set out until 2030.

Total capital to implement the Program: 22,450,194 billion VND.

Ensure resources meet set goals and targets

According to the Inspection Report presented by Chairwoman of the Social Committee Nguyen Thuy Anh, the Social Committee basically agrees with the necessity of submitting to the National Assembly for consideration and promulgation of a Resolution of the National Assembly on approving the investment policy of the National Target Program on drug prevention and control until 2030 with the political basis, legal basis and practical basis stated in the Submission.

The Social Committee recommends that the Government continue to review and evaluate the Program's suitability with the Drug Rehabilitation Network Plan to 2020 and orientation to 2030 and the planning system according to the provisions of the law on planning; analyze specific objectives and propose appropriate implementation solutions to ensure feasibility and effectiveness;

Coordinate with relevant ministries and branches to continue reviewing, analyzing, evaluating, and clarifying the contents and activities of the Target Programs to propose a mechanism for policy integration, integrating resources of contents and activities, ensuring savings and efficiency.

In addition, clarify solutions to ensure resources to meet the goals and targets set by the Program, capital structure of component projects, specific mechanisms for allocating appropriate capital for localities with difficulties, those that have not yet balanced their budgets and those with complex drug-related issues; basis for determining the ratio of central budget capital and local budget capital;

As well as the consistency between the Program's capital allocation and the state budget estimate, state budget financial plan, medium-term public investment plan; the issuance of management mechanisms, organization of Program implementation and solutions to implement the Program; the issuance of specific policy mechanisms...

Regarding the implementation time of the Program, the Social Committee finds that the implementation time of the Program as proposed by the Government is appropriate. However, it is recommended that the Government ensure the allocation of the estimated resources of VND 65.1 billion for 2025 in accordance with the 2025 state budget estimate, ensuring the feasibility of the time and tasks of implementing the Program.

Reviewing the content of the component projects, Chairwoman of the Social Committee Nguyen Thuy Anh emphasized: Project 4 on improving the effectiveness of drug prevention and control work at the grassroots level, the Social Committee proposed that the Government clarify the basis, criteria, and conditions for selecting 2,000 communes with drug addicts to receive investment support to upgrade, repair, and supplement equipment that meets the prescribed conditions for receiving and counseling on drug addiction treatment; evaluate the effectiveness and feasibility of voluntary drug addiction treatment work at home and in the community to balance capital allocation for this activity, avoiding wasteful investment;

Continue to review the scope, objects and activities of this project to ensure focus, key points, mobilize participation and provide maximum resource support for drug prevention and control at the grassroots level.

Regarding Project 5 to improve the effectiveness of drug addiction treatment and post-treatment management, it is recommended to continue to evaluate and review the goals and targets that are close to the core tasks and the ability of the actual investment capital of the project; Research and supplement solutions to improve the effectiveness of drug addiction treatment and post-treatment management of drug addicts.

Project 7 on communication and education on drug prevention and control, the Government is requested to study and have a separate sub-project or arrange funding and assign tasks to appropriate relevant agencies such as the Vietnam Fatherland Front, Vietnam Women's Union, People's Committees at commune, village, and residential group levels to participate in communication on drug prevention and control; have a sub-project on communication and education in key areas and high-risk groups.

Beneficiaries of the Program

- Drug addicts, illegal drug users, drug addicts, people participating in drug addiction treatment, people after drug addiction treatment and people who violate drug-related laws are eligible for legal aid.

- Relevant organizations and individuals belonging to agencies: specialized in preventing and combating drug-related crimes; drug addiction rehabilitation; drug addiction treatment and consulting and state management on drug prevention and combat.

- Vietnamese community, relevant agencies, units, businesses, organizations and individuals.
