*On September 5, Hung Yen Provincial Party Committee issued Official Dispatch No. 2858/CV-TU on focusing on preventing and fighting storm No. 3 (YAGI).
The content of the dispatch is as follows: According to the National Center for Hydro-Meteorological Forecasting, on the morning of September 5, storm No. 3 (YAGI) strengthened into a super storm, with the strongest wind from the storm center reaching level 16, gusting above level 17; from the night of September 6, the storm will directly affect the mainland of the Northeast and North Central regions with the strongest wind possibly reaching level 10-12, gusting above level 13-14 and affecting deep into the mainland, the storm is likely to cause strong winds and widespread heavy rain, becoming one of the strongest storms in the East Sea in the past 10 years with a high level of natural disaster risk, complex and unpredictable developments; The Standing Committee of the Provincial Party Committee requests the Party Committee of the Provincial People's Committee, district Party Committees, town Party Committees, city Party Committees, agencies and units to urgently direct, thoroughly grasp, promptly and seriously implement the response to storm No. 3 according to Official Dispatch No. 87/CD-TTg dated September 5, 2024 of the Prime Minister , Official Dispatch No. 2585/CD-UBND dated September 5, 2024 of the Provincial People's Committee, and at the same time focus on the following contents:
1- Focus on leading, directing, organizing inspections, urging, and deploying emergency response to storm No. 3 in 2024 with the spirit of proactive prevention and response at the highest level to ensure safety of lives, especially children, the elderly and vulnerable groups, and minimize damage to property of the People and the State.
2- Postpone non-urgent meetings to focus on leading and directing the response to storm No. 3; mobilize the entire political system to participate, assign specific responsibilities to each agency, unit and individual involved in the leadership, direction, implementation, urging and inspection of storm and flood prevention and control work, focusing on:
- Ensure the safety of people's lives in dangerous areas, especially on rafts, aquaculture watchtowers, boats in shelters, areas at risk of deep flooding, rising water, heavy rain, and areas at risk of landslides that are not safe; resolutely do not let people stay in potentially dangerous areas when the storm directly affects them (if necessary, proactively enforce evacuation to ensure the safety of people's lives and property).
- Direct the review and identification of areas, production locations, residential areas, irrigation works, and dykes at risk of being unsafe and seriously affected by storm No. 3 to proactively have solutions to prevent, combat, and respond promptly and effectively. Ensure effective operation of irrigation systems, canals, pumping stations, and drainage culverts; prevent flooding in production areas, residential areas, industrial parks, and industrial clusters that seriously affect production and the lives of people and businesses due to heavy rain during and after the storm. Urgently review, dredge, and clear the flow of canals and ditches; promptly detect and handle incidents of dykes and irrigation systems.
- Review and implement plans and solutions to protect and ensure the safety of State and People's assets, especially rice, crops, livestock, and aquaculture facilities.
- Review the responsibility of leaders of Party committees, authorities, organizations, agencies and units who are negligent, subjective and slow to implement measures to respond to storms and floods, leading to great losses in human lives and property of the people; strictly handle business owners, vehicles, boats and rafts that do not comply with the direction of competent authorities and forces in storm and flood prevention and control.
- Implement the "4 on-site" motto; arrange and assign officers and leaders of agencies and units to be on duty 24/7 to proactively respond to the complicated developments of storm No. 3. Proactively mobilize and arrange sufficient forces, means, budget and resources to be on duty 24/7 and promptly respond to storms, floods, inundation and overcome the consequences. Deploy the establishment of inspection teams and develop plans, assign specific tasks to each member in implementing the work of preventing and combating storm No. 3.
- Regularly update developments, situations, and forecasts of storm No. 3 to proactively have plans and timely response solutions in all situations; absolutely do not be negligent, subjective, lose vigilance, passive, or surprised.
- Directing people, businesses, project investors, agencies and units to proactively implement measures to protect their assets; reinforce houses, architectural structures, construction works in progress, production and business establishments and public works.
3- The provincial police direct the implementation of measures to ensure social security and order during and after the storm, especially at the headquarters of Party and State agencies, production and business establishments.
4- Review and update response plans according to the storm risk level, proactively deploy forces, strictly control and guide safe traffic before, during and after the storm, especially ensuring safety on rivers; ensure rescue work, support people and businesses when situations arise.
5- Hung Yen Newspaper, Provincial Radio and Television Station, and mass media increase the time, open special pages and columns to regularly report on the developments of storm No. 3 so that people, organizations, and businesses know, proactively prevent, avoid, and minimize damage.
6- The Provincial Party Committee Office coordinates with relevant functional agencies to regularly monitor and urge the implementation of this Official Dispatch, promptly report to the Provincial Party Committee Standing Committee on any unexpected or arising issues. Party committees at all levels, agencies, units and localities shall proactively report to the Provincial Party Committee Standing Committee (via the Provincial Party Committee Office) on the situation and impacts of storm No. 3 and implementation measures for timely leadership and direction.

The Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests departments, branches, agencies, units of the province and People's Committees of districts, towns and cities to strictly implement Official Dispatch No. 2822-CV/TU dated August 13, 2024 of the Hung Yen Provincial Party Committee on strengthening leadership and direction in the work of preventing and combating natural disasters and occupational accidents; Directive No. 05/CT-UBND dated May 27, 2024 of the Chairman of the Hung Yen Provincial People's Committee on strengthening the work of ensuring the safety of irrigation works and dykes during the rainy and flood season in 2024; Official Dispatch No. 2365/UBND-KT1 dated August 16, 2024 of the Hung Yen Provincial People's Committee on responding to heavy rains in the province in the coming time and some of the following contents:
1. People's Committees of districts, towns and cities: Proactively organize close monitoring of forecast information, developments of storms, rain, floods and inundation on mass media to promptly direct and deploy response work according to the "four on-site" motto, not to be passive or surprised. Based on the actual situation and the potential impact of storms, rain and floods in the locality, proactively provide timely information, direct and guide people to respond to storms, rain and floods, focusing on:
- Check and review the safety of the irrigation system, dykes, especially at key, vulnerable locations and those under construction. Prepare sufficient forces, materials, means and conditions to ensure the implementation of the plan according to the motto "4 on-site", "first-hour handling" to ensure the safety of dykes, irrigation and natural disaster prevention works.
- Implement safety measures such as: pruning tree branches; bracing and reinforcing houses, warehouses, factories, enterprises, industrial parks, headquarters, public works, signs, high-rise towers, and power grid systems.
- Review and fully prepare conditions for flood prevention to protect agricultural production, low-lying areas, urban areas and industrial zones. Implement plans to ensure aquaculture areas, technical infrastructure works, production and business activities on river banks.
- Direct localities, units and people to proactively dredge and clear blocked water flow locations to ensure timely drainage for crops, residential areas and urban areas. Urge investors and contractors of projects related to irrigation works to promptly demolish construction dams, immediately dredge fill sections, and clear water flow on canals to ensure timely drainage.
- Strengthen inspection and ensure safety of irrigation works and dykes, especially major and important works and vulnerable locations to ensure good prevention and control of storms, heavy rains, flooding and timely handling of possible incidents.
- Closely monitor weather information and forecasts from hydrometeorological forecasting agencies, closely follow the basis and instructions of specialized agencies, grasp well and promptly the situation of storms, rain, floods, and inundation to have proactive measures to promptly respond and quickly handle the negative effects of the weather.
- Maintain a 24/7 duty to update and report on storms, floods, inundation, promptly summarize damage caused by natural disasters (if any) in the area and ensure safety of irrigation works and dykes (morning before 9:00, afternoon before 15:00) to the Department of Agriculture and Rural Development (through the Dike Management and Flood Control Sub-Department; phone, Fax: 02213.863.732).
2. Department of Agriculture and Rural Development:
- Closely monitor weather developments, water levels on rivers and intra-field canals, drainage services, rain, flood, inundation, safety of irrigation works and dykes, especially key areas; ensure safety of aquaculture activities on rivers, protect agricultural production; proactively advise the Provincial People's Committee to direct the prevention and control of storms, rain, floods, inundation and construction incidents.
- Proactively urge the People's Committees of districts, towns, cities and the Hung Yen Province Irrigation Works Exploitation Company to effectively implement plans to prevent storms, floods, heavy rains and inundation in 2024; direct the effective operation of the irrigation system to serve drainage when heavy rains and inundation occur.
- Direct and urge the Management Board of Agricultural and Rural Development Projects, contractors of irrigation and dike projects to implement solutions to ensure safety for the projects (Red River left dike - Hung Yen City section); urgently demolish construction dams, dredge and clear the flow on canals to ensure timely drainage (S6-1 canal project, Nghe Mac canal, Tran Thanh Ngo drainage canal, ...).
- Organize 24/7 on-duty, synthesize and report to the Provincial People's Committee on damage caused by storms, floods, heavy rains, and inundation (if any).
4. Provincial Military Command:
- Assign forces to be on duty, prepare vehicles and equipment to perform search and rescue tasks to ensure the safety of people's lives and property.
- Support localities in rescue work, search and rescue and quickly overcome the consequences of natural disasters according to regulations.
5. Provincial Police:
- Strictly manage and control waterway transport vehicles, especially passenger terminals and river ferry terminals to ensure the safety of people and vehicles during storms, floods, and heavy rains.
- Assign forces to be on duty, ready to perform search and rescue tasks when situations arise and ensure social security and order.
6. Department of Industry and Trade:
- Coordinate with districts, towns and cities to direct the work of ensuring safety in industrial production, power systems and goods circulation; promptly overcome incidents, ensure power supply for production and people's daily life;
- Direct and urge industrial clusters to implement safety measures such as: pruning tree branches; bracing and reinforcing headquarters, warehouses, factories, enterprises, signs, high-tower structures, power grid systems; proactively dredging and clearing blocked flow locations to ensure timely drainage of water to the river system and main canals;
7. Department of Transport:
- Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety.
- Direct and urge the Traffic Project Management Board and contractors of projects related to irrigation works to urgently demolish construction dams, dredge immediately filled sections, and clear the flow of canals to ensure timely drainage (Ring Road 4 Project, Tan Phuc - Vong Phan Road, ...).
8. Department of Construction: Direct the inspection and review of construction projects under construction in the province, paying special attention to high-rise buildings that must be covered and secured to ensure safety.
9. Education and Training: Direct and urge schools to implement safety measures such as: pruning tree branches; bracing and reinforcing classrooms; regularly monitoring the developments of storms, rain, floods, and inundation to promptly have solutions to ensure safety for students and teachers.
10. Provincial Industrial Parks Management Board:
- Coordinate with the Provincial Irrigation Works Exploitation Company Limited to be ready to deploy plans to drain water from industrial parks to protect production and assets for businesses when prolonged heavy rain occurs, minimizing damage caused by storms, heavy rain, and flooding.
- Direct and urge industrial parks to implement safety measures such as: pruning tree branches; bracing and reinforcing headquarters, warehouses, factories, enterprises, signs, high-tower structures, power grid systems; proactively dredging and clearing blocked flow locations to ensure timely drainage of water to the river system and main canals;
11. Hung Yen Province Irrigation Works Exploitation Company Limited:
- Actively drain buffer water in the irrigation system; operate pumping stations at maximum capacity to drain water to protect assets and crops, especially vegetable, flower, ornamental plant areas, and rice fields in the flowering and greening stage when storms, rain, and flooding occur. Zone areas that are prone to local flooding and areas with difficulty in drainage to proactively arrange field pumps to drain water.
- Coordinate with investors, project management boards and construction contractors of works related to irrigation works to inspect and urge the dredging of water flows, ensure the safety of irrigation works and prevent and combat flooding.
- Organize 24/7 on-duty to closely monitor weather information, water levels on main canals, forecasts from hydrometeorological forecasting agencies, closely follow the basis and instructions of specialized agencies, grasp well the situation of project operations, rain, flooding to operate promptly and effectively. Regularly report on flooding and flood control work to the Department of Agriculture and Rural Development.
12. Hung Yen Electricity Company: Check and review the electrical system, ensure electrical safety and ensure power supply for drainage pumps, communications and production; promptly fix electrical problems.
13. Provincial Radio and Television Station, Hung Yen Newspaper, and mass media increase broadcasting time and regularly report on the developments of storm No. 3 so that people, organizations, and businesses know and proactively prevent and respond.
14. Hung Yen Provincial Hydrometeorological Station: Closely monitor storms, rain, floods, and inundation before, during, and after storms to forecast and promptly warn of weather conditions to proactively prevent and combat natural disasters.
15. Departments, branches, agencies and units, according to their assigned functions and tasks, direct, review and deploy plans and measures to be ready to respond when bad situations occur. Prepare forces and means for rescue when required and quickly overcome the consequences caused by storms and floods.
16. Propose to organize on-duty shifts according to regulations and promptly summarize and report unusual situations to the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue (through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue - Department of Land Management and Flood and Storm Prevention).
