Immediately after the National Assembly issued Resolution No. 187 on the investment policy of the Lao Cai - Hanoi - Hai Phong railway construction investment project (referred to as the project), the leaders of the Provincial Party Committee and Provincial People's Committee chaired many meetings and conducted field inspections of route options and sections passing through the province.
The Provincial People's Committee established a Steering Committee for Site Clearance (GPMB) for the project and issued many documents assigning tasks for the implementation of GPMB, the section through Vinh Phuc to departments, branches, units and localities. Provincial agencies urgently coordinated, reviewed, identified and prepared conditions for organizing GPMB and resettlement of the project.
According to the project's Pre-Feasibility Study Report, the section passing through the province has an area of land to be recovered of 211 hectares; the number of households within the preliminary land acquisition area is 569 households, equivalent to 2,276 people living there; the total estimated cost is that the province must proactively advance the budget capital to carry out compensation, support and resettlement work of nearly 5,800 billion VND.
However, because the section through the province has the largest curve on the entire route, it is difficult to achieve the maximum designed speed of 160 km/h when put into operation.
Therefore, the Department of Construction chaired and organized a conference with the Railway Project Management Board - Ministry of Construction, the project consultant and relevant agencies to study and agree on the proposal to adjust the new railway route plan from the North (running along the existing Noi Bai - Lao Cai highway) to the South. Currently, the adjusted route plan has been approved by the Appraisal Council - Ministry of Construction.
Accordingly, when adjusted towards the center, the national railway will connect with Vinh Phuc through the main station in the center of Vinh Yen city. In particular, it will form an important transit point, connecting with the new urban area of Sau Vo lake when welcoming the flow of tourists from China to Vietnam to Hai Phong, expanding the development space.
In addition, the adjusted plan has a shortened length of about 39.5 km, the construction investment cost is reduced by about 2,893 billion VND, of which the site clearance cost is about 3,728 billion VND...
Reporting at the 2nd online meeting of the Steering Committee for key projects and national important projects in the railway sector, Standing Vice Chairman of the Provincial People's Committee Vu Viet Van proposed that the Ministry of Construction soon complete the adjusted route plan as well as the project's land acquisition boundary, the section passing through Vinh Phuc.
Study technical solutions for the section through the central area of Vinh Yen city, Phuc Yen city, Binh Xuyen district and densely populated areas. At the same time, provide guidance on how to handle conflicts between the new route plan and ongoing projects in the province. Arrange the railway within the red line of about 100m of National Highway 2, avoiding Vinh Yen city.
Recognizing the huge amount of work that Vinh Phuc must do, the Provincial Party Committee issued Document No. 3512 on focusing on leadership, direction and organization of compensation and site clearance for the project.
In particular, the Provincial Party Standing Committee requested the Provincial Party Committee and People's Committee to direct members, specialized agencies, and localities to proactively and actively coordinate with investors in the process of implementing the project in a spirit of urgency, science, firmly grasping the progress, and ensuring the quality of the project.
Focus on and prioritize the resolution of project-related issues, especially issues related to route direction, land use planning and planning, land recovery, land use purpose conversion, land price determination, resettlement locations and sites, etc. Promptly resolve difficulties and problems arising in practice; proactively report to competent authorities for consideration and comments on issues beyond their authority.
The Party Committees of the provincial Party agencies have stepped up propaganda, mobilized the people and created consensus in society. The Provincial Police Party Committee has led the police force to grasp the situation, forecast difficulties and potential risks that may occur in site clearance work; promptly advise and propose prevention and handling plans to proactively resolve early and from afar, to avoid insecurity, disorder and social safety in the province, affecting the progress and effectiveness of the project.
The Standing Committees of the District Party Committees of the localities: Song Lo, Lap Thach, Tam Duong, Binh Xuyen and the Phuc Yen City Party Committee established the Steering Committee for Land Acquisition and Resettlement headed by the Secretary of the District Party Committee and the Secretary of the City Party Committee to coordinate and lead the compensation, support and resettlement work of the project in the area.
Direct the District People's Committee to arrange human resources and means to implement the procedures of site clearance work; proactively handle work within authority; promptly report to the Provincial People's Committee for consideration and resolution of problems beyond authority arising in practice... Strive to complete the project site clearance in September 2025 and start the project in 2025 according to the direction of the Prime Minister.
