Remove barriers, open the future

Institutions in this case are understood as a legal corridor long enough, wide enough and reassuring enough for those who dare to think and act for the long-term benefit of the community and society. It is considered as a sword that both protects good people and promptly prevents bad people from intentionally hindering the country's development process. It is also tolerant like the heart of a mother supporting her child to be strong and overcome all difficulties.

A typical example is in the fieldof education . For many years, many generations have been concerned about an education system that is too focused on achievements, causing families, schools and students to struggle with no way out. The main reason is obvious. Although we always aim to say no to the disease of achievements, if there are no achievements, then… we don’t know what to say, what criteria to use to evaluate students’ academic performance, teachers’ efforts and the direction of the industry.

The barrier here is the policy requiring and encouraging the education sector and schools to say no to the disease of achievements, but in the evaluation of work results, if there is nothing outstanding, be careful. From there, a series of "solutions" to avoid regulations arose, but the ultimate goal is still... to have achievements.

Removing institutional barriers helps the private economy have the opportunity to break through to new heights.

Recently, in the announcement of the regulations for admission to public grade 10, there are details that have been warmly welcomed by the public, especially parents whose children are taking the grade 10 entrance exam. That is, the Literature subject is completely written in essay form. The questions are oriented not according to the traditional set of questions as before but in tune with daily life. Thus, students do not have to crawl to their desks to memorize a lot of knowledge, but only need to have social knowledge, life skills and the ability to appreciate literature and life to be able to do well on the exam without having to practice until they are exhausted like before.

It can be said that this is one of the first positive impacts when institutional barriers are removed, people immediately enjoy the results, from psychological to benefits in terms of time, health, material...

In the economic field, the reality in our country shows that only strong and breakthrough reforms can create a push and help change the status quo. For example, the breakthrough reform of the Enterprise Law in 2000 changed the mindset about business management, promoted the freedom of business, shifted from licensing to business registration, abolished hundreds of business licenses... creating a big push to form the strong business force as it is today. Therefore, many people compare the Enterprise Law in 2000 to "Contract 10" in business.

Thus, institutional reform is the key solution to create breakthroughs in the country's economic development. In the immediate future, the urgent and key issue is to improve the quality of current legal regulations. It is necessary to identify the reform focuses from the thinking and perspective of enterprises, according to the stages in the investment and business process, from market entry to production and business activities...

Towards a sustainable economic development, integrating with the international and regional economy, our Party and State have been implementing many drastic solutions, especially considering the private economy as the backbone of the economy. Specifically, the Politburo requires the synchronous implementation of 8 groups of tasks and comprehensive solutions, from institutional reform, resource access, capacity building to building a transparent and competitive business environment. In particular, it is necessary to innovate the thinking of building and organizing law enforcement, ensuring that the economy operates according to the socialist-oriented market mechanism, using market tools for regulation; minimizing intervention and eliminating administrative barriers, the "ask - give" mechanism, the "if you can't manage, ban" mindset.

At the same time, perfect the legal system, remove barriers to market access, ensure a business environment that is open, transparent, clear, consistent, long-term stable, easy to comply with, and low cost. By 2025, at least 30% of the time for handling administrative procedures must be cut; 30% of the cost of legal compliance; and 30% of current business conditions must be cut.

Do a good job of shifting from public administration and management as the main focus to service and development creation, focusing on people and businesses; modernize public administration and data-based administration. Implement market mechanisms, do not discriminate between enterprises of all economic sectors in mobilizing, allocating and using capital, land, resources, assets, technology, human resources, data and other resources.

There are special mechanisms and policies to support small and medium enterprises, ensuring compliance with market principles and international commitments. Effectively ensuring and protecting ownership rights, freedom of business, property rights, equal competition rights and ensuring contract enforcement of the private economy. At the same time, creating favorable conditions for the private economy to access resources such as land, capital, high-quality human resources, etc.

Certainly, when institutional barriers are removed, both the awareness and thinking of leaders and the actions of executors have positive changes, nothing can prevent the inevitable development according to the trend of the times of a rich and powerful Vietnam.
