The People's Committee of Tay Ninh province has just issued a document requesting relevant departments, branches, localities and units to seriously implement solutions to strive to disburse 100% of the public investment capital plan in 2025.

The People's Committee of Tay Ninh province emphasized the need for departments, branches, sectors, People's Committees of communes, wards and investors to focus more and more drastically in organizing and implementing, flexibly and creatively applying many measures to promote disbursement progress. The focus is on important national projects, key projects of the Provincial Party Congress for the 2020-2025 term, as well as projects with regional connectivity.

Speeding up disbursement progress must go hand in hand with ensuring quality, efficiency and compliance with legal regulations, resolutely not allowing loss, waste or negativity to occur.

Agencies and units assigned with tasks must promptly resolve difficulties and obstacles in the process of project implementation. In cases beyond their authority, they must promptly report and propose to the Provincial People's Committee for consideration and resolution. At the same time, they must arrange for qualified and experienced staff to ensure management and implementation requirements.

Tay Ninh Provincial People's Committee also requested to develop a detailed disbursement plan for each project on a weekly, monthly and quarterly basis; focusing on accelerating site clearance, construction, and handling land and resource issues. Units proactively review capital needs and promptly send reports to the Department of Finance to advise the Provincial People's Committee to transfer capital from slow-moving projects to projects with good progress and disbursement capacity.

One of the key requirements is to strengthen discipline and order in disbursing public investment capital. The People's Committee of Tay Ninh province will strictly handle groups and individuals who intentionally slow down progress; replace weak and irresponsible officials; and resolutely handle negative and corrupt behaviors.

These groups are responsible for urging, supporting, removing difficulties, and promptly reporting to the Provincial People's Committee on issues beyond their authority.

For national target programs, relevant departments and branches need to proactively review difficulties and problems, coordinate with the Department of Finance and relevant units to handle them promptly.
