Establishment of the State Steering Committee for important national projects and key energy projects

Prime Minister Pham Minh Chinh signed Decision No. 2433/QD-TTg dated November 4, 2025 to establish the State Steering Committee for important national programs, works and projects in the energy sector (Steering Committee).

The Steering Committee is an inter-sectoral coordination organization as prescribed in Decision No. 23/2023/QD-TTg dated September 18, 2023 of the Prime Minister .

The Steering Committee performs the function of assisting the Prime Minister in researching, directing and coordinating the resolution of important, inter-sectoral tasks in implementing important national programs, works and projects, and key projects in the energy sector.

Deputy Prime Minister Bui Thanh Son as Head of the Steering Committee

According to the above Decision, the Head of the Steering Committee is Deputy Prime Minister Bui Thanh Son.

Deputy Heads of the Steering Committee include: Minister of Industry and Trade Nguyen Hong Dien (Standing Deputy Head), Deputy Minister of Finance Nguyen Thi Bich Ngoc.

Members of the Steering Committee include: Deputy Minister of Industry and Trade Nguyen Hoang Long (Standing Member); Deputy Minister of Science and Technology Vu Hai Quan; Deputy Minister of Construction Pham Minh Ha; Deputy Minister of Agriculture and Environment Le Cong Thanh; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Head of the Government Office Nguyen Sy Hiep, Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Public Security, Lieutenant General Pham The Tung; Deputy Chief of the General Staff of the Vietnam People's Army, Senior Lieutenant General Huynh Chien Thang.

Duties and powers of the Steering Committee

The Steering Committee is responsible for assisting the Prime Minister in researching, advising, recommending, and proposing directions and solutions to resolve important, inter-sectoral issues to ensure the progress of important national programs, works, and projects, key to the energy sector, in accordance with regulations and resolutions of the National Assembly, the Government, and decisions and directives of the Prime Minister.

At the same time, the Steering Committee assists the Prime Minister in directing, coordinating and urging relevant ministries, branches, localities, agencies and organizations in resolving important, inter-sectoral issues in the process of implementing important national programs, works and projects, key projects in the energy sector, including the following tasks:

- Organize the implementation of plans for projects and works according to assigned functions and tasks; coordinate closely and effectively in advising on and proposing solutions and measures for project and work implementation; promptly report difficulties and problems beyond authority and propose solutions for the Prime Minister to consider and decide.

- Direct, monitor and urge investors of works, projects, consulting organizations, contractors to perform the tasks identified in the approved Planning, Plan, investment policy of works, projects or approval decisions of each component project to ensure construction progress and quality of works.

- Direct, monitor and urge the settlement of difficulties and problems related to site clearance for important national projects and key energy sector projects within the authority.

- Direct, monitor and urge relevant agencies, organizations and units to implement key tasks, projects and plans under the Program on economical and efficient use of energy approved by the Prime Minister in Decision No. 280/QD-TTg dated March 13, 2019.

The Decision clearly states that the list of important national programs, works, projects, key energy sector projects and projects under the direction of the Steering Committee proposed by the Ministry of Industry and Trade will be submitted to the Prime Minister for approval in accordance with the requirements of each stage.

The Ministry of Industry and Trade is the Standing Agency of the Steering Committee.

The Decision clearly states that the Ministry of Industry and Trade is the Standing Agency of the Steering Committee.

The Steering Committee is assisted by the Steering Committee Office located at the Ministry of Industry and Trade and the Steering Committee Secretariat is composed of leaders and civil servants working part-time at the Government Office.

The Minister of Industry and Trade, the Standing Deputy Head decides on the establishment, stipulates the tasks and staffing of the Steering Committee Office (the staffing of the Steering Committee Office is part of the administrative staffing of the Ministry of Industry and Trade); uses the Steering Committee Office and its apparatus to assist the Steering Committee; develops the Steering Committee's operating regulations for submission to the Head of the Committee for signature and promulgation; develops work plans and programs, synthesizes the content of reports, recommendations and draft conclusions for the Steering Committee's meetings; periodically reports and makes recommendations on the implementation status of important national programs, works and projects, and key projects in the energy sector.

The Minister and Head of the Government Office decides to establish a Secretariat to assist the Steering Committee; presides over the examination and submission to the Prime Minister, Deputy Prime Minister, and Head of the Steering Committee for consideration and decision on reports and recommendations on plans, work programs, and activities of the Steering Committee and contents related to important national programs, works, and projects, key to the energy sector.
