Overcoming the shortcomings of the traditional model
Hanoi is the first locality to complete the pilot project and establish a Public Administration Service Center according to Resolution No. 108/NQ-CP dated July 10, 2024 of the Government: "Assigning responsibility to the People's Committees of provinces and cities: Hanoi, Ho Chi Minh City, Binh Duong province, Quang Ninh province to pilot the model of a one-level Public Administration Service Center under the provincial People's Committee as an administrative agency".
Accordingly, the Hanoi City Public Administration Service Center is an administrative agency under the Hanoi People's Committee (a department-level agency), has legal status, its own seal and account. The Center will operate on the basis of the City's Administrative Procedure Information System connected to the National Public Service Portal, national databases, specialized databases, and shared platform systems.
The outstanding feature of this model is that the Center will receive administrative procedures regardless of administrative boundaries; reduce the number of "one-stop" departments; and innovate the way of receiving administrative procedures.
Specifically, this administrative procedure settlement model ensures that each citizen can access public services within a radius of less than 30 minutes or within a radius of no more than 5km, receiving and resolving 24/7 (from the location of the citizen and business to the administrative procedure implementation point).
Thus, with the above characteristics, the Public Administration Service Center model contributes to overcoming the limitations and shortcomings of the "traditional" One-Stop-Shop model such as: lack of independence; no specialized agency at the City level with full functions, tasks, powers and tools to coordinate, monitor and control the reception and settlement of public and transparent administrative procedures; not really paying attention to improving the satisfaction level of organizations and individuals; not proactively removing difficulties for people and businesses while the quality of online public service provision is "low, still formal", the rate of digitization of records for exploitation and reuse of information and digitized data is still limited, the satisfaction level of organizations and individuals is not high;...
In line with international and domestic trends
The pilot establishment of the Hanoi Public Administration Service Center as a specialized agency for receiving and returning results of administrative procedure records is also in line with international, regional and domestic trends.
This is a comprehensive improvement based on practical requirements, on the basis of achieved results and lessons learned from the pilot establishment of Public Administration Centers in some wards of the City and on the basis of overcoming shortcomings and limitations from the Public Administration Service Center models being deployed in provinces and cities across the country.
In Hanoi, from October 10, 2023 to present, the People's Committee of Hoan Kiem District has piloted the establishment of 3 ward-level Public Administration Service Centers (Public Administration Service Center No. 01 in Tran Hung Dao Ward is the point of receiving and returning administrative procedure settlement results of the People's Committees of the wards: Tran Hung Dao, Cua Nam, Hang Trong; Public Administration Service Center No. 02 in Hang Ma Ward is the point of receiving and returning administrative procedure settlement results of the People's Committees of the wards: Hang Ma, Hang Bo, Cua Dong; Public Administration Service Center No. 03 in Chuong Duong Ward is the point of receiving and returning administrative procedure settlement results of the People's Committees of the wards: Chuong Duong and Phuc Tan.
After a period of operation, the 3 Public Administration Service Centers of Hoan Kiem district have achieved many outstanding results, affirming the correctness and suitability of the pilot model of Public Administration Service Centers.
Based on the experience gained from the Public Administration Center model of Quang Ninh province, Bac Ninh province and the Public Administration Center model of departments and branches of the People's Committees of 56 provinces and centrally-run cities, the Hanoi City Public Administration Service Center was built as a comprehensive improvement model, aiming to overcome the shortcomings and limitations of the models deployed in localities across the country.
With organizational independence, strong application of information technology and digitalization process, the model of the City Public Administration Service Center will contribute to improving the quality of public services, enhancing professionalism and efficiency in handling administrative procedures.
This is not only a step forward in administrative reform but also a testament to the City's "Long-term vision - Creative thinking - Smart solutions" in building a digital government, serving people and businesses, affirming "Capital thinking, Hanoi action" in a joint effort to improve the satisfaction of people and businesses, meeting the practical requirements of a special urban area.
It is expected that the Hanoi People's Council will approve the pilot project and establish the Hanoi City Public Administration Service Center at the thematic session (18th session), opening on September 30, 2024.
