At the Provincial Public Administration Service Center, the grassroots Youth Union is identified as the core force in implementing online public service support activities. Since the beginning of 2025, the Youth Union of the Provincial Public Administration Service Center has implemented many practical solutions to improve the efficiency of receiving and handling administrative procedures, especially digitizing 100% of eligible administrative procedure records according to the 5-step process in the electronic environment. Thanks to that, in the first quarter of 2025, the Center has returned 7,039 electronic administrative procedure results, gradually realizing the goal of building a shared data warehouse, effectively serving the storage, exploitation and use of information for officials, people and businesses.
Not only stopping at professional work, the Youth Union also regularly maintains a counter to synthesize and support people and businesses to submit more than 2,600 online public service applications. Through social networks Facebook and Zalo, union members actively consult and answer questions for nearly 260 people. The above activities were effectively implemented, and at the same time associated with the movements "Three responsibilities" and "Green Friday volunteering to support digital transformation". In particular, from March 17 to 21, 2025, the Youth Union of the Center organized a peak period to support and guide the settlement of online administrative procedures at all 3 administrative levels, associated with the movement "Three responsibilities" and the program "Green Friday volunteering to support digital transformation". In just 5 days, more than 500 people were supported directly at the Center's headquarters, 150 through the Public Administration switchboard and social networks. These figures clearly demonstrate the sense of responsibility and flexibility, and the quick adaptation of the youth force to work requirements in the context of digital transformation.
In addition, the Youth Union also promoted propaganda and raised awareness among people and businesses about the benefits of online public services. Youth Union members actively wrote and posted 28 news and articles on the Center's digital media channels with more than 9,000 views and 114 shares, contributing to spreading information about administrative reform and online public services to the public.
Not only at the provincial level, in Ha Long City, the locality with the largest volume of administrative procedures in the province, Ha Long City Youth Union has proactively coordinated with the City Public Administration Center Branch to support people in registering accounts, submitting documents, and making online payments through the public service portal. Youth Union members also organized training on digital transformation, provided instructions on installing Internet speed measurement applications, contributing to popularizing digital skills for the community.
Similarly, Uong Bi youth also effectively promoted more than 90 youth groups to promote digital transformation. Up to now, these groups have supported the processing of over 30,000 level 3 and 4 public service records; implemented the initiative to build QR codes to trace the origin of Phuong Nam litchi growing areas - a creative highlight in the thinking of digital transformation of agriculture . In particular, the Project "Promoting the role of youth in propaganda, mobilization, and guidance of online public services at levels 3 and 4 in residential areas in the period of 2019-2025" continues to be widely implemented. The project not only helps improve the digital capacity of young people in all localities in the province but also strongly promotes the spread of digital transformation to each person.
In Mong Cai City, the Youth Union has successfully developed the cross-border e-commerce platform VNA MADE, connecting Vietnamese products to the international market.
This is a clear demonstration of the creativity and accompanying role of young people in developing the digital economy . With enthusiasm, creativity and constant innovation, Quang Ninh youth are gradually affirming their pioneering role in the journey of building digital government, digital economy, digital society, contributing to realizing the goal of making Quang Ninh one of the leading localities in the country in comprehensive digital transformation.
