The Department requires leaders of units to closely monitor the development of storms and rains, maintain regular contact with functional agencies and local rescue forces to promptly respond in case of incidents. In particular, units focus on implementing preventive and response measures when storms affect the Ho Chi Minh City area; prepare plans to respond to the effects of storms, especially thunderstorms, tornadoes, landslides, and flooding caused by heavy rain combined with high tides; proactively coordinate with local functional forces to propagate to teachers, students, and parents about skills to respond to natural disasters, first aid, and ensure safety in emergency situations.

The Department also requested units to urgently repair and reinforce structures at risk of being unsafe, coordinate with specialized units to trim the green tree system inside the school, check the sewer system, drainage ditches, and power grid to ensure the safety of students, teachers and administrators before storms and floods occur. Schools should prepare plans to evacuate students and teachers to safe places; move documents and equipment to dry locations before storms and floods occur.

Schools must also have plans in place for online learning and postponement of school schedules during complicated stormy days (if any). In particular, schools must postpone extracurricular activities for students before, during and after the storm until safety measures are restored to normal.

Schools need to urgently repair damage; clean and sanitize schools/classrooms immediately after storms to ensure safety, cleanliness, and prevent disease at the unit.

After the merger, Ho Chi Minh City has the largest education scale in the country with about 2.6 million students, nearly 3,500 schools and more than 110,000 teachers.

According to the weather forecast of the National Center for Hydro-Meteorological Forecasting, on the night of November 5 and November 6, the Southern region in general and Ho Chi Minh City in particular will have scattered showers and thunderstorms in some places, in the afternoon and evening there will be scattered showers and thunderstorms, locally heavy rain in some places, in thunderstorms there is a possibility of tornadoes, lightning and strong gusts of wind.
