Vietnam National Petroleum Group ( Petrolimex /PLX/Group) held a conference to summarize the work of 2024 and deploy the tasks of 2025 in Hanoi on January 10, 2025.
Attending and directing the conference were Member of the Party Central Committee, Chairman of the State Capital Management Committee at Enterprises (CMSC/Committee) Nguyen Hoang Anh; representatives of the Party Committee of the Central Enterprises Bloc (Central Enterprises Bloc) and representatives of the Departments of CMSC.
The year 2024 has been marked by major challenges such as high inflation, geopolitical conflicts, and extreme natural disasters, including storms, floods, droughts, and landslides, causing heavy losses in human lives and property. In this context, the Vietnamese economy has faced a decline in domestic consumption demand, difficulties in exports due to a shrinking world market, and pressure from rising input prices.
Identifying 2024 as the year of breakthrough for the 5-year economic journey of the period 2021 - 2025. With the attention, direction and support of CMSC, the Party Committee of the Central Enterprises Bloc; the correct and timely direction of the Party Committee, the Board of Directors of the Group and the drastic, close and effective management of the Board of Directors, the entire system from the parent company of the Group to the member units of Petrolimex has resolutely implemented many synchronous, flexible and timely solutions, striving to comprehensively complete and exceed the planned production and business targets; At the same time, successfully completing political tasks, stabilizing the supply of domestic petroleum market in all situations, contributing to ensuring national energy security, serving socio-economic development.
Petrolimex's outstanding results in 2024 Firstly, Ensuring supply and stabilizing the petroleum market in all situations: Seriously implementing the directions of the Government, the Prime Minister, and the Ministry of Industry and Trade, in 2024, the Group organized the creation of sources to complete 109% of the total source limit assigned by the Ministry of Industry and Trade. In particular, proactively responding and implementing timely scenarios to ensure uninterrupted petroleum supply, serving the essential needs of the people, minimizing risks to people and property when there are natural disasters, storms and floods, especially the Yagi storm that occurred in September 2024. Second, Over-fulfill and comprehensively complete the 2024 production and business plan targets: - The total consolidated petroleum output sold by the whole Group in 2024 is estimated at 15,635,571 m3/ton, equal to 120% of the plan and up 9% over the same period. - State budget contribution is estimated at 31,250 billion VND, equal to 130% of the plan. Third, proactively protect network security and information security by establishing a network incident prevention and response team, implementing technical and management measures to proactively prevent and minimize the risk of cyber attacks. At the same time, the Group has coordinated incident response in accordance with regulations, implemented data backup and recovery, and developed a plan to protect the security of IT systems. These efforts demonstrate the Group's strong commitment and top priority in responding to increasing non-traditional security risks. Fourth, 2024 is a record year for the development of the retail petrol stations system owned by Petrolimex, with 93 new stores coming into operation, bringing the total number of petrol stations owned by Petrolimex to 2,774. The Group has won the bid for 04 pairs of rest stops on the North-South Expressway and is continuing to bid for rest stops in phase 2; Piloting truck service stations with new designs and brand identities, as well as issuing revised petrol stations management regulations to improve operational efficiency. Fifth, Resolutely direct the strengthening of control and risk management in the delivery and transportation of petroleum, reduce and strictly control abnormal losses at all stages; Continue to review and resolutely implement the optimization of goods transportation routes in localities to increase the chain efficiency for the Group and its member units. Sixth, Adjusting salary increase for managers of petroleum companies from January 1, 2024: to improve income, approach the market, and match assigned responsibilities. At the same time, this adjustment ensures a reasonable correlation between salaries of managers and employees, contributing to creating motivation and improving operational efficiency at member petroleum companies. Seventh, Proactively attract and seek high-quality human resources and enhance training to improve the quality of human resources: this is the foundation of Petrolimex's Development Strategy to 2030, vision 2045. In 2024, the Executive Board proactively proposed to the Board of Directors to build a mechanism to attract and promote talents, typically cooperating with Hanoi University of Science and Technology, organizing the signing of a cooperation agreement and awarding 40 scholarships to excellent students. The Group continues to promote training and improve the quality of human resources with nearly 40 training programs and 137 direct and online courses deployed in 2024, attracting nearly 16,000 participants, focusing on training business staff, supporting franchisees, improving the skills of Controllers and many other important professional contents. Eighth, Continue to promote the implementation of the Comprehensive Digital Transformation Strategy: with the implementation of a series of key projects such as: Project to deploy Automation at warehouses and gas stations; Automatic payment via RFID technology, smart cameras; SMO order management solution; Upgrade Petrolimex App Version 2; Upgrade the interface and features of Digital Office; Smart BI report; Digital transformation of the Group's internal management regulations; Survey of the current status of digital culture... Ninth, Green energy transition: Implement the Plan to build a net-zero and carbon neutral strategy of scope 1&2 by 2026 (Handing over 2,300 water purifiers in Lao Cai, Ha Giang, Yen Bai; Researching investment in afforestation; Conducting greenhouse gas inventories across the Group; Promoting research consulting to create carbon credits, Registering to participate in JETP projects...) Tenth, Implement social security work well: including supporting 364 billion VND (equivalent to about 10% of consolidated profit after tax) to the National Fund to join hands to eliminate temporary and dilapidated houses for poor households and other social security programs; Spending about 130 billion VND to compensate for the cost of creating resources for units in remote and isolated areas with difficult business locations to ensure the supply of gasoline to serve the needs of society, contributing to ensuring national energy security in all regions of the country. Closing 2024, Petrolimex launched a series of events towards the 70th anniversary of the Group's founding with three major sports festivals in the regions: South Central and Central Highlands, Southwest and North Central. These activities not only create a healthy playground, connecting workers but also encourage all cadres, workers and employees to strive to excellently complete their tasks, making many achievements towards the important milestone of the Group's 70th anniversary in January 2026. |
In 2024, the Group has successfully fulfilled the political task assigned by the Party and the State, which is to ensure the supply and stabilize the petroleum market in all situations in 63 provinces, cities and more than 700 districts nationwide, especially in remote mountainous areas, the homeland's frontier. In addition, the Group was assessed to have successfully completed the work of joining hands to eliminate temporary and dilapidated houses for poor households and other social security programs equivalent to 7,000 houses in 2024. Speaking at the conference, Deputy Secretary of the Party Committee, Member of the Board of Directors - General Director of Petrolimex Dao Nam Hai emphasized: In 2024, the Group has joined hands, united, united to overcome challenges and excellently, comprehensively and exceedingly completed the production and business plan targets, ensuring supply, stabilizing the petroleum market, social security, continuing to improve the material and spiritual life of officers and employees, maintaining the leading position and role in the downstream petroleum market.
Based on the motto: "Comply with the law - Concentrate strength - Streamline efficiency - Comprehensive transformation - Innovation - Breakthrough success" , Petrolimex strives and is determined to complete the 2025 production and business plan targets through the following orientations and tasks:
(1) Proactive and flexible - timely supply: Proactively develop scenarios for business organization and sales operations to ensure safety, flexibility, and suitability with market developments; Strictly and fully implement the total minimum amount of gasoline and oil allocated, ensuring gasoline and oil supply for the economy in all situations, contributing to ensuring national energy security, maintaining Petrolimex's leading position and role in the market.
(2) Target management - Compliance with orientation: Improve the quality of business administration, sales and financial management, consistently implement State policies and regulations of the Group, strive to complete the planning goals and action programs of the Group and its member units.
(3) Resonance of strength - Comprehensive development: The entire system is determined to resonate strength to resolutely and synchronously deploy, seize maximum opportunities, strive to comprehensively complete the production, business and investment development plan targets in 2025 as well as the 2021-2025 period; In addition, closely follow 08 groups of tasks and specific solutions for the Vietnam National Petroleum Group in the plan attached to Resolution No. 38/NQ-CP dated August 20, 2024 of the Government on the plan to implement Conclusion No. 76-KL/TW dated April 24, 2024 of the Politburo on the implementation of Resolution No. 41-NQ/TW dated July 23, 2015 of the Politburo on the orientation of the Development Strategy of Vietnam's oil and gas industry to 2025, with a vision to 2035 and some orientations for the new period.
(4) Streamlining efficiency - optimizing resources - transforming the future: Deeply grasping the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on innovation, streamlining the apparatus, operating effectively and efficiently; The entire Group focuses on thoroughly applying solutions to upgrade, modernize technology, and automate in warehouses and gas stations; Reviewing and reducing unreasonable costs, well controlling source creation activities, Logistics, water and road transport; Researching and developing mechanisms and policies to attract and promote high-quality human resources; Arranging and using labor scientifically and reasonably, minimizing direct operations and business processes that can be replaced, improving labor productivity, and optimizing business efficiency.
(5) Expanding the network - Sustainable development: Promoting strong growth in all retail, wholesale, franchisee, and distribution methods; At the same time, resolutely and successfully shifting to the business trend of fuel products, green, clean energy, renewable energy, and environmental protection; Deploying action programs to fulfill the carbon neutrality commitment according to the set roadmap.
(6) Innovation - Breakthrough success: Promote and spread the spirit of technological innovation to develop all aspects of business; improve the comprehensive management capacity of the Group and its member units throughout the system; Launch a movement to compete for achievements in production and business labor along with a series of cultural and sports activities... to celebrate the country's major anniversaries such as the 50th anniversary of the Liberation of the South and national reunification, the 80th anniversary of the founding of the country, the 95th anniversary of the founding of the Party, towards the successful organization of Party Congresses at all levels, celebrating the 70th anniversary of the founding of Petrolimex in January 2026.
The above 6 key tasks and orientations will be implemented by Petrolimex through 10 thematic solutions on: (1) Ensuring resources; (2) Business and business support; (3) Security and safety; (4) Investment in technical facilities; (5) Management, administration and corporate restructuring; (6) Labor and salary organization; (7) Application of information technology, automation and digital transformation; (8) Green transition; (9) Innovation and creativity; (10) Adhering to the approved plan in the Group's restructuring project for the period 2021-2025, with a vision to 2035.
Speaking at the conference, Member of the Party Central Committee, Chairman of CMSC Nguyen Hoang Anh acknowledged and commended the achievements that Petrolimex's staff and workers had achieved in 2024; At the same time, he emphasized that for Petrolimex, petroleum business activities always play a vital role in the national economy, this is an important fuel in most industries, fields of production, business and social life. In 2024, Petrolimex has not only persisted in its political tasks of ensuring the supply of petroleum for the development of people's lives, society and national energy security, but the Group has also successfully completed the set production and business targets and tasks. The targets on output, revenue, pre-tax profit and payment to the state budget have all been achieved and reached at a high level compared to the plan. At the same time, the contents of the Development Strategy and Restructuring Project have been deployed and implemented by Petrolimex, basically ensuring progress.
In addition, with the leading role as a state-owned enterprise operating in the field of petroleum supply, Petrolimex will continue to unite, make efforts and contribute to the completion of the targets set by the Party and the Government for the economy, contributing to the building of an independent and self-reliant economy in Vietnam. The Chairman of CMSC requested Petrolimex to promote and focus on implementing a number of tasks and solutions such as:
Firstly, strive to excellently complete the targets in the Production and Business Plan and Development Investment in 2025, complete the 5-year Production and Business Plan and Development Investment for the period 2021-2025, create a premise for the period 2026-2030 and move towards celebrating the 70th anniversary of the Group's founding;
Second, continue to maintain and sustain the position of the largest enterprise in the Vietnamese market in the downstream petroleum business; take petroleum as the main axis in business activities; organize well the work of creating resources, establish early and remote forecasts of the world and market situation, ensure the supply of petroleum to serve the development of Vietnam's socio-economy;
Third, review, synchronously and effectively implement and complete the goals and tasks in the Petrolimex restructuring project for the period 2021-2025, Petrolimex development strategy for the period 2021-2030, vision 2035; Along with that is the full implementation of the contents and directions of the Prime Minister and other competent authorities such as researching and implementing the Fuel Supply Project at Long Thanh International Airport, implementing investment in rest stops on highways, developing a system of retail gasoline stores;
Fourth, continue to research, develop and apply advanced and modern corporate governance models in the direction of streamlining, managing investment capital, and managing risks, contributing to the effective implementation of the task of preserving and developing State investment capital; successfully adapting, converting and shifting to the business trend of green, clean, and environmentally friendly fuel and energy products, in line with global consumption trends;
Fifth, always pay attention to the material and spiritual life of employees; Increase benefits for shareholders, the state and improve the value of life, contributing to the cause of socio-economic development.
On behalf of the Group's leaders, Member of the Party Committee of the Central Enterprises Bloc, Party Secretary - Chairman of the Board of Directors of Petrolimex Pham Van Thanh received the direction of the CMSC leaders. The year 2025 is of special importance, being the final year of implementing the 5-year plan 2021-2025, and the starting year, creating the premise for the development of the new phase plan; at the same time, it is also the pivotal year focusing on organizing Party Congresses at all levels, towards the 14th National Congress of Delegates. In 2025, it is forecasted that the world and regional situation will continue to be complicated and unpredictable; There are more challenges than advantages, however, in the context that the whole country is focusing on giving the highest priority to all resources to fully and comprehensively implement tasks and orient the implementation plan of Resolution 18 in the direction of "Straight-Compact-Strong-Efficient-Effective-Effective", the Group also needs to set very specific goals, with high striving and ensuring growth and efficiency in accordance with the direction of the Central Government.
The Group has identified the theme for 2025 as: "The year of focusing on streamlining the apparatus, associated with cost reduction; improving management efficiency to organize and implement business activities towards the target of minimum growth of 8%, striving for double-digit growth" . The Chairman of the Board of Directors of Petrolimex emphasized some key contents and orientations as follows:
Firstly, it is necessary to unify deep awareness and drastic actions on waste prevention and control: This is a policy that the Party and State leaders pay special attention to and closely direct. The Board of Directors of the Group issued Decision No. 1141/PLX-QD-HDQT dated December 23, 2024 to establish a Steering Committee for Waste Prevention and Control at the Vietnam National Petroleum Group, directly led by the Party Secretary and Chairman of the Board of Directors of the Group. Commenting on the current waste prevention and control work, the General Secretary emphasized that waste is still widespread, in many different forms, and has been causing many serious consequences for the overall development of the country. Therefore, the Group needs to promote propaganda and communication work to raise awareness of each Petrolimex officer and employee about the harmful effects of waste on national resources in general and the Group's resources in particular; Request the leaders of each unit to urgently establish a Steering Committee for Waste Prevention and develop a plan to implement waste prevention in each unit; at the same time, carefully review the remaining work areas, cost items that can be reduced and maximize the role of Controllers in the units to perform the supervisory function for the Group's Board of Directors.
Second, it is necessary to closely follow the Party's policy on streamlining the apparatus to be streamlined, transparent, strong, and operate effectively and efficiently, avoiding overlapping functions and wasting resources in accordance with the requirements of sustainable development and international integration. The current orientation on streamlining and merging the apparatus in the spirit of Resolution No. 18-NQ/TW is a correct and accurate policy of the Central Committee, completely matching the operational goal of "streamlining, effectiveness and efficiency" of the Vietnam National Petroleum Group. To continue to promote the leadership and direction of streamlining the apparatus, increasing efficiency and labor productivity in the whole industry, leaders of units need to further promote the role of the head in reviewing and evaluating the apparatus, reviewing competent cadres to carry out the arrangement, adjustment and construction of an effective working apparatus; in the immediate future, urgently establish a Steering Committee to implement Resolution No. 18-NQ/TW and develop a plan to streamline the apparatus at the unit. In the current context of streamlining, streamlining must be lean, strong, effective and efficient. The Group will refer to the Central Government's guidelines to have appropriate policies for those who are pioneers in retiring early. From 2025, there will no longer be a situation where once appointed, one can work with peace of mind until retirement, and when the term ends, if one is weak or fails to complete the task, one will be replaced immediately.
Third, focus on vigorously implementing the Prime Minister's Official Dispatch No. 140/CD-TTrg dated December 27, 2024 on striving for double-digit economic growth in 2025. 2025 is the year when ministries, departments and local branches will focus on vigorously implementing key tasks and groups of solutions under the direction of the Prime Minister in Official Dispatch No. 140 to promote the economy to reach 8% in 2025, focusing on growth quality and striving for double-digit growth in the period 2026-2030. The Group's business plan for 2025 has been reported to CMSC as being based on a very cautious calculation of risks and unfavorable factors. However, in reality, leaders from the Group to its member units need to develop scenarios with higher goals, and at the same time have specific solutions for the growth target in 2025, creating a premise for the period 2026-2030, in accordance with the direction of the General Secretary, that in 2025, we must strive to achieve the highest level in the 5-year plan 2021-2025. To ensure this goal, the Group's Board of Directors will directly monitor and assign members of the Board of Directors according to their functions and tasks to decisively direct each member unit.
Fourth, nearly 70 years of formation and development and throughout that historical process, Petrolimex has always been a pioneering petroleum business enterprise leading and occupying the number 1 market share. CBCNV-NLĐ are always proud and self-respecting with their leading position. However, in the current context, with the rapid changes of the business environment, the agility, determination and initiative of the main business competitors in the market, we need to think and see if Petrolimex is being passive and running slower than other competitors in the race in the new era.
In addition, the Chairman of the Board of Directors of Petrolimex expressed his confidence that with the consensus and determination of the entire system, the spirit of solidarity with a long tradition of 69 years of history, Petrolimex will continue to make greater efforts, be more proactive and creative to seize every opportunity and advantage, firmly overcome all difficulties and challenges, and successfully complete the goals and tasks set for 2025 and the following years.
