The conference was chaired by comrades: Bui Thi Minh Hoai, Politburo member, Secretary of the City Party Committee, Head of the City National Assembly Delegation; Tran Sy Thanh, Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Nguyen Van Phong, Standing Deputy Secretary of the City Party Committee; Nguyen Ngoc Tuan, Deputy Secretary of the City Party Committee, Chairman of the City People's Council.
Attending the conference were representatives of a number of central agencies; members of the Standing Committee of the City Party Committee, members of the City Party Committee; heads of departments, branches, agencies, units, organizations; secretaries of district, town, and city Party Committees and Party Committees directly under the Hanoi Party Committee.
Unified arrangement of 126 communes and wards
Opening the conference, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son presented the Proposal on the plan to arrange commune-level administrative units of Hanoi.
Based on the Conclusions of the Politburo , the Secretariat and the leadership and direction of the Standing Committee of the City Party Committee; the City Party Committee and People's Committee have closely coordinated with the Standing Committee of the City People's Council, the Vietnam Fatherland Front Committee of the city, socio-political organizations, information and communication agencies to promote propaganda and mobilization work for the people; the active, proactive and effective participation of Party committees, authorities, and the Fatherland Front at all levels, and the high consensus of the people of the Capital have agreed to develop a plan to arrange commune-level administrative units in the city, from 526 communes, wards and towns to 126 communes and wards (50 communes, 76 wards).
Specifically as follows: Hoan Kiem District from 18 commune-level administrative units has 2 units: Hoan Kiem Ward and Cua Nam Ward.
Ba Dinh District from 13 commune-level administrative units has 3 units: Ba Dinh Ward, Ngoc Ha Ward and Giang Vo Ward.
Hai Ba Trung District has reduced from 15 commune-level administrative units to 3 units: Hai Ba Trung Ward, Vinh Tuy Ward and Bach Mai Ward.
Dong Da District has reduced from 17 commune-level administrative units to 5 units: Dong Da Ward, Kim Lien Ward, Van Mieu - Quoc Tu Giam Ward, Lang Ward and O Cho Dua Ward.
Tay Ho District from 8 commune-level administrative units has 2 units: Tay Ho Ward and Phu Thuong Ward.
Hoang Mai District has reduced from 14 commune-level administrative units to 6 units: Hoang Mai Ward, Vinh Hung Ward, Tuong Mai Ward, Dinh Cong Ward, Hoang Liet Ward and Yen So Ward.
Thanh Xuan District has reduced from 9 commune-level administrative units to 3 units: Thanh Xuan Ward, Khuong Dinh Ward and Phuong Liet Ward.
Cau Giay District has reduced from 8 commune-level administrative units to 3 units: Cau Giay Ward, Nghia Do Ward and Yen Hoa Ward.
Bac Tu Liem District has 5 units from 13 commune-level administrative units: Tay Tuu Ward, Phu Dien Ward, Xuan Dinh Ward, Dong Ngac Ward and Thuong Cat Ward.
Nam Tu Liem District has reduced from 10 commune-level administrative units to 4 units: Tu Liem Ward, Xuan Phuong Ward, Tay Mo Ward and Dai Mo Ward.
Long Bien District from 13 commune-level administrative units has 4 units: Long Bien Ward, Bo De Ward, Viet Hung Ward and Phuc Loi Ward.
Ha Dong District has reduced from 15 commune-level administrative units to 5 units: Ha Dong Ward, Duong Noi Ward, Yen Nghia Ward, Phu Luong Ward and Kien Hung Ward.
From the areas of Hoan Kiem, Tay Ho, Hai Ba Trung and Hoang Mai districts, two new wards were formed: Hong Ha Ward and Linh Nam Ward.
Son Tay town from 13 commune-level administrative units has 3 units: Son Tay ward, Tung Thien ward and Doai Phuong commune.
Gia Lam district has reduced from 17 commune-level administrative units to 4 units: Gia Lam commune, Thuan An commune, Bat Trang commune and Phu Dong commune.
Dong Anh district has reduced from 24 commune-level administrative units to 5 units: Dong Anh commune, Thu Lam commune, Phuc Thinh commune, Thien Loc commune and Vinh Thanh commune.
Me Linh district has reduced from 17 commune-level administrative units to 4 units: Me Linh commune, Yen Lang commune, Tien Thang commune and Quang Minh commune.
Soc Son district has reduced from 26 commune-level administrative units to 5 units: Soc Son commune, Noi Bai commune, Trung Gia commune, Kim Anh commune and Da Phuc commune.
Chuong My district has reduced from 30 commune-level administrative units to 6 units: Chuong My ward, Phu Nghia commune, Xuan Mai commune, Tran Phu commune, Hoa Phu commune and Quang Bi commune.
Ba Vi district has 8 commune-level administrative units from 29: Quang Oai commune, Vat Lai commune, Co Do commune, Bat Bat commune, Suoi Hai commune, Ba Vi commune, Yen Bai commune and Minh Chau commune.
Phuc Tho district has 3 units from 18 commune-level administrative units: Phuc Tho commune, Phuc Loc commune and Hat Mon commune.
Thach That district has 20 commune-level administrative units left: Thach That commune, Ha Bang commune, Tay Phuong commune, Hoa Lac commune and Yen Xuan commune.
Quoc Oai district has reduced from 17 commune-level administrative units to 4 units: Quoc Oai commune, Hung Dao commune, Kieu Phu commune and Phu Cat commune.
Dan Phuong district from 16 commune-level administrative units has 3 units: Dan Phuong commune, O Dien commune and Lien Minh commune.
Hoai Duc district has reduced from 20 commune-level administrative units to 4 units: Hoai Duc commune, Duong Hoa commune, Son Dong commune and An Khanh commune.
Thanh Tri district has reduced from 16 commune-level administrative units to 5 units: Thanh Tri commune, Thanh Liet commune, Dai Thanh commune, Nam Phu commune and Ngoc Hoi commune.
Thuong Tin district has reduced from 27 commune-level administrative units to 4 units: Thuong Tin commune, Thuong Phuc commune, Chuong Duong commune and Hong Van commune.
Phu Xuyen district has 23 commune-level administrative units, including 4 units: Phu Xuyen commune, Phuong Duc commune, Chuyen My commune and Dai Xuyen commune.
Thanh Oai district has reduced from 20 commune-level administrative units to 4 units: Thanh Oai commune, Binh Minh commune, Tam Hung commune and Dan Hoa commune.
Ung Hoa district has reduced from 20 commune-level administrative units to 4 units: Van Dinh commune, Ung Thien commune, Hoa Xa commune and Ung Hoa commune.
My Duc district has reduced from 20 commune-level administrative units to 4 units: My Duc commune, Hong Son commune, Phuc Son commune and Huong Son commune.
Regarding the results of public opinion collection, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son said that 97.36% of voters representing households in the city agreed with the plan to rearrange commune-level administrative units; 96.28% of voters representing households agreed with the proposed names of communes and wards after the rearrangement.
People's Council delegates of 366 communes and towns and 30/30 districts, towns and cities voted to approve the plan to arrange commune-level administrative units and plan to name the new commune-level administrative units.
100% of delegates agreed with the Project on administrative unit arrangement.
Discussing the Project, delegates all expressed high consensus. In particular, Hoan Kiem District Party Secretary Vu Dang Dinh and Me Linh District Party Secretary Nguyen Thanh Liem simultaneously proposed that the City Party Committee soon issue specific instructions on the arrangement of cadres in new commune-level administrative units and the arrangement and use of headquarters of agencies and units after the arrangement.
The Secretary of Me Linh District Party Committee also proposed maintaining the model of the Land Fund Development Center to continue investing and developing resources related to land auction work in the locality.
Hai Ba Trung District Party Secretary Nguyen Van Nam affirmed that the city has implemented steps to reorganize administrative units in a scientific, democratic, public, and transparent manner, creating high consensus among cadres, party members, and people, even among cadres directly affected.
Reflecting public opinion on the process of implementing the project and collecting public opinions, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong affirmed that Hanoi has well implemented the principle of democratic centralism, and the people have truly been placed in the position of the subject. Officials in the political system are all responsible. The city has also forecasted the impact factors and had proactive solutions to be one step ahead, creating peace of mind for people and businesses when implementing the arrangement of administrative units.
The conference also highly agreed with the Proposal to Adjust the Public Investment Plan for 2025 and update and adjust the 5-year Public Investment Plan 2021-2025 at the city level (written report).
On behalf of the City People's Committee Party Committee, Chairman of the City People's Committee Tran Sy Thanh, Secretary of the City People's Committee Party Committee received the comments.
After Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan presented the Draft Resolution, 100% of delegates attending the Conference voted unanimously to approve it.
The Standing Committee of the district-level Party Committee reported on the proposal to arrange new ward and commune cadres.
Concluding the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, on behalf of the Standing Committee of the City Party Committee, highly appreciated and commended the sense of responsibility of the Party committees, authorities, Fatherland Front, districts, towns, communes, wards, and townships, departments, branches and sectors of the city who have focused on directing and implementing the arrangement in the past time, especially in propagating and mobilizing to create a very high consensus among the people.
“The people are very excited to directly participate in building the Project. The new names of communes and wards are really good, really beautiful, very meaningful, and are approved by the people, truly the Party's will and the people's heart,” said the Secretary of the Hanoi Party Committee.
However, according to the Secretary of the Hanoi Party Committee, the results of the arrangement of grassroots administrative units are only the first step. Immediately after being approved by the National Assembly Standing Committee, it is necessary to promptly start implementing the arrangement of the apparatus to ensure the correct progress, roadmap, and plan, in accordance with the direction of the Central Government and the city.
Comrade Bui Thi Minh Hoai suggested that the Organizing Committee of the City Party Committee take the lead in advising the Standing Committee of the City Party Committee to soon issue a plan of instructions for implementation; at the same time, it was noted that personnel work is an extremely important issue. The Central Committee has assigned the Standing Committees of the Provincial Party Committees and City Party Committees to be responsible for deciding on the arrangement of the grassroots apparatus. The City Party Committee assigned the Standing Committees and heads of Party Committees of districts, towns and cities to be responsible for evaluating cadres, planning the arrangement of cadres and reporting to the Standing Committee of the City Party Committee for consideration, appraisal and decision to appoint the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary, Deputy Secretary, and members of the Inspection Committee of communes and wards.
“This is a very important task, the implementation process will have the coordination and guidance of the city's departments, agencies and branches and the Standing Committees and Standing Committees of the district, town and city Party Committees. The Standing Committee of the City Party Committee will assign members of the Standing Committee of the City Party Committee to monitor and direct the districts, towns and cities”, Secretary of the City Party Committee Bui Thi Minh Hoai stated.
The Secretary of the Hanoi Party Committee noted that when arranging cadres, one must be fair and objective, choose people with good moral qualities, meet the standards and conditions, dare to think, dare to do, dare to face difficulties and challenges because of the requirements and common work to arrange cadres, avoid bribery and negativity in cadre work.
The Secretary of the City Party Committee also requested that during the arrangement period, from now until the new grassroots government apparatus is in place, the grassroots government continues to operate according to regulations, the Party committees and authorities of districts, towns and cities must continue to direct so that all activities of the Party committees and authorities of agencies do not interrupt the tasks being performed, especially the tasks serving the people and businesses; strengthen land management, strengthen inspection and supervision to prevent land violations from occurring in communes, wards, villages and hamlets, and prevent encroachment on ponds, lakes, public land, and building houses on agricultural land.
Regarding the adjustment of the 2025 Public Investment Plan and the updating and adjustment of the 5-year Public Investment Plan 2021-2025 at the city level, the Secretary of the Hanoi Party Committee emphasized the requirement for the Party Committee of the City People's Committee to focus on directing the removal of difficulties and obstacles, especially in the site clearance stage to speed up progress, increase the disbursement rate of public investment capital, carefully calculate the capital absorption capacity of projects to arrange capital to avoid adjusting the capital plan of a project many times; pay attention to allocating capital for key projects, projects in the fields of culture, health, education; projects in the field of environmental pollution treatment, waste and waste treatment, urgent civil projects, science and technology development projects, innovation and national digital transformation projects according to Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo...
He also suggested that the Party Committee of the City People's Council should strengthen supervision over the implementation of the city's medium-term public investment plan.
