NDO - On the morning of March 30, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting with the Steering Committee on reviewing and removing difficulties and obstacles related to projects to listen to reports on the review, assessment, and finding solutions to continue removing difficulties and obstacles for pending projects nationwide. Also attending were Deputy Prime Ministers Nguyen Hoa Binh (Head of the Steering Committee) and Nguyen Chi Dung; representatives of leaders of ministries and branches who are members of the Steering Committee.

Concluding the meeting, Prime Minister Pham Minh Chinh stated that if the difficulties and obstacles can be resolved, it will have great significance, removing the bottlenecks and frustrations of the people and businesses; releasing huge resources, creating jobs and livelihoods for people from these projects, creating a "bright, green, clean and beautiful" landscape and environment; contributing to fighting negativity, corruption and waste as directed by General Secretary To Lam ; immediately putting available resources into exploitation because this project will take many years; thereby clearly defining the responsibilities of collectives and individuals to handle according to the provisions of law.

The Prime Minister assessed that the Head of the Steering Committee is very dedicated, responsible, and has a "output" approach to solving problems; each level handles its own issues; reviews, classifies, and proposes solutions and policies.

The Prime Minister stated that it is necessary to complete legal procedures related to the organization and operation of the Steering Committee. The members of the Steering Committee with responsibility and authority must include Ministers, Deputy Ministers, and relevant ministries and branches such as Agriculture and Environment, Justice, Finance, Construction, Industry and Trade, National Defense, Public Security; Court, Supreme People's Procuracy...

Regarding the operation of the Steering Committee, the Prime Minister assigned the Ministry of Finance to build a database on projects with difficulties and long-term problems , thereby accurately reflecting the situation, analyzing the causes, and proposing appropriate, feasible and effective solutions; updating and sharing information with central ministries and branches; and assigning management of state management functions.

The Prime Minister emphasized the spirit of prioritizing solutions and "not blaming anyone"; continuing to provide general instructions for ministries, branches, and localities to make it easy to implement and build databases.

It is necessary to collect groups of issues under the Government's authority to handle them within the scope of functions and authority of the Government. Assessing the number of 1,533 projects that have been reported is not enough, so the Prime Minister requested the Ministry of Finance and the Government Office to draft a further Prime Minister's dispatch to review the work, orient and urge agencies, units and localities to continue reviewing, evaluating and classifying backlogged and stuck projects, proposing appropriate, feasible and effective solutions; report to the Prime Minister before April 10, 2025; if not reported on time, after "closing the book", they will have to take responsibility later.

The Prime Minister requested ministries, branches and localities to proactively propose directions for handling solutions that are not yet regulated by law, send them to the Ministry of Finance and the Government Office for collection, and agencies to collect according to the form, on that basis report to the Steering Committee.

The clear goal is to remove difficulties in backlogged and long-term projects, not to waste resources, including resources of the State, people, businesses, and investors. From there, contribute to mobilizing resources for the economy to grow by 8% in 2025 and double digits in the following years, create a "bright, green, clean, beautiful" environment, resolve public concerns; encourage officials to dare to think, dare to do, dare to take responsibility for the common good; do not let mistakes pile up on mistakes, do not create a precedent for future mistakes; this must be resolved publicly, transparently, and within a time limit; the spirit is that whatever level is involved, that level must resolve it, whoever has the authority must resolve it, not push it aside or avoid it.

The Prime Minister noted that the handling process needs to be classified, principles set out, and authority determined; if there are legal regulations, then apply them to resolve them; if there is a specific problem but no mechanism, then a mechanism must be proposed; do not blame irresponsible people; must ensure publicity, transparency, equality, and clarity; do not avoid; whoever is responsible must handle the process, and how clear it is; do not take advantage of the situation for personal gain; the spirit is to aim for "output", not to tie knots.

The main priority is what can be resolved, what can be overcome, and what can be used for development. This requires high determination, great effort, and decisive action; assigning “clearly to people, clear to work, clear to responsibility, clear to progress, clear to results, clear to authority”; learning from experience as you go, not being perfectionist, not being hasty; completing each task, and ensuring that each step is done properly.

Regarding specific matters, the Prime Minister requested that for project groups with problems in site clearance, localities must resolve them completely, specifically at the commune and ward levels. For projects left at the local level, they must be handled according to their authority. Ensure the legitimate and legal rights and interests of the people.

Localities shall base on specific conditions, laws, and local capabilities to decide on appropriate support; pay attention to special conditions such as poor households, people with revolutionary contributions, the elderly, the disadvantaged, the vulnerable, etc.; strictly handle according to the law cases of incitement, profiteering, and disturbance.

Regarding the group of issues related to planning, the Prime Minister requested to review planning to ensure suitability, especially specialized planning, as a basis for implementing projects to ensure suitability and synchronization of the general planning system.

For the group of projects with problems related to land law, related to inspection and examination conclusions, and judgments, allow ministries, branches, and localities to base on the specific policies approved by the National Assembly in Resolutions 170 and 171/2024/QH15; synthesize similar difficulties and problems, under whose authority, then propose to continue applying them, considering them as precedents, as long as ensuring publicity, transparency, and decentralization to localities for handling.

For the group of projects with violations during implementation, which have been basically implemented and are difficult to recover, the Prime Minister requested to focus on solutions, remove difficulties from practice, ensure transparency, whoever is at fault must still be handled, not let violations slip through, not cause loss of State assets, not affect the legitimate rights and interests of people and businesses; give time to overcome difficulties, obstacles, remedy consequences, and soon put works and projects into operation.

The principle is that economic problems must be handled with economic measures; handling by criminal measures is only the last resort; the handling must be effective, humane, appropriate, with economic measures as the basis.

Regarding litigation work, the Prime Minister requested that agencies such as the Police, the Procuracy, and the Court must agree on solutions to ensure effectiveness. For projects that are difficult, have problems, or have no legal regulations to regulate, and cannot apply the specific mechanisms and policies issued by the National Assembly, they must be researched, classified, and proposed mechanisms and policies, especially to be submitted to the upcoming National Assembly session.

The Prime Minister requested ministries, branches and localities to proactively, actively and objectively resolve issues within their authority; if they exceed their authority, they must report to competent authorities; and strive to completely handle these projects by 2025.
