On the morning of September 22, the Provincial People's Committee held a working session to discuss solutions to remove existing problems, difficulties, and obstacles in handling complaints, approving compensation plans, speeding up payment progress and disbursing additional funds to handle complaints for projects to upgrade and expand National Highway 1A.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien chaired the meeting. Attending the meeting were leaders of the following departments: Construction, Finance, Agriculture and Environment, Justice, Provincial Inspectorate, Provincial People's Committee Office and related localities.

Many problems in handling petitions
According to the report of the Department of Construction, the total budget allocated for compensation and support for site clearance on National Highway 1A is 1,275 billion VND. By June 30, 2025, the approved amount was 677,856 billion VND, of which 667,156 billion VND has been paid to the people.

To date, there are still 597,144 billion VND that have not been disbursed. Of this, 319,171 billion VND is expected to be re-granted to new communes and wards. The total funding needed to continue payment is currently about 329,871 billion VND.
The localities with the largest amount of funding needed are Quynh Mai ward (VND162,835 billion), Quynh Luu commune (VND83,592 billion) and Hoang Mai ward (VND52,505 billion). These are also the localities with a large number of related households.
The implementation in communes and wards shows that, besides the achieved results, many complaints and disputes still remain.
In Hoang Mai ward, there are still 196 households transferred from Hoang Mai town (old), only 28 cases have been resolved. It is expected that by September 30, 2025, the locality will issue about 60 decisions to resolve complaints.

In Quynh Mai ward, a total of 132 households have been issued decisions to resolve their complaints correctly. However, 17 households with the amount of 5.8 billion VND have not yet been paid because the superiors have not transferred the funds.
Quynh Van Commune currently has 8 households with 11 plots of land that are stuck, due to incomplete legal documents, making it difficult to develop a compensation plan. Quynh Luu Commune also has 23 households that have not yet paid, mainly because people have gone to work far away or have not yet agreed on inheritance division.
In Duc Chau commune, 159 households have not yet been considered for support and compensation. In Hung Chau commune, the complaints of 58 citizens of Dien Truong commune (old) have only been verified in 50 cases, the remaining 8 citizens have not been worked on.

At the meeting, the localities made specific recommendations to resolve the difficulties. Hoang Mai Ward requested the Provincial People's Committee to promptly allocate funds for compensation for site clearance, including the delayed payment for the National Highway 1A expansion project (phase 1). Quynh Mai Ward requested the Department of Finance to promptly allocate funds to pay households that have received correct complaint decisions.
Quynh Van and Quynh Luu communes committed to completing the review and approval of compensation plans before September 30 and December 31, 2025. An Chau commune requested to extend the payment period to ensure people's rights, and at the same time, proposed to transfer funds directly to the commune People's Committee account for proactive payment, avoiding additional procedures.

Speaking at the working session, Mr. Hoang Phu Hien - Vice Chairman of the Provincial People's Committee requested localities to concentrate highly, coordinate closely with relevant departments and branches, thoroughly resolve backlogs, and ensure completion of site clearance work on schedule by the end of 2025.
The Vice Chairman of the Provincial People's Committee emphasized: There is not much time left in 2025, so localities need to consider this as a key task. The communes are requested to urgently establish a team to review all petitions before October 10 to seek opinions from the Provincial Steering Committee, and at the same time focus on resolving the cases before October 30, 2025.
Relevant departments and branches need to pay attention to specifically answering difficulties and problems for communes and wards./.
