Still stuck in site clearance
The project started on April 21, 2023, starting at Ben Luc intersection (Ho Chi Minh City - Trung Luong expressway), ending at DT830 section through Long Cang commune, with a total length of more than 9.3km and a total investment of more than VND 3,707 billion. Of which, the road construction part accounts for more than VND 1,213 billion; compensation for site clearance (GPMB) is VND 2,494 billion.
This is a traffic route that plays a role in connecting the main arteries of the Southern key economic region, contributing to completing the dynamic axis traffic network, serving industrial, urban and logistics development.
Provincial Road 830E is a key project of the province.
According to the design, phase 1 will build two parallel roads on both sides of the route, each side with two mixed lanes and one non-motorized lane, along with bridges over the river on both sides. The completed phase will form an expressway with 8 lanes, two emergency lanes and a parallel road system with 4 mixed lanes.
The route is expected to become a dynamic traffic axis connecting industrial parks, clusters, dry ports and logistics centers in the region, creating a breakthrough for local socio-economic development.
After more than 2 years of implementation, the project still faces many difficulties, the biggest of which is site clearance. According to the Director of the Long An Construction Investment Project Management Board - Nguyen Van Hung, My Yen and Ben Luc communes have paid for 798/878 cases, covering an area of 36.77/40.16 hectares. However, there are still 80 households (3.39 hectares) who have not agreed with the compensation price and resettlement policy.
In Long Cang commune, 146/155 households have been counted, with an area of 9.89/10.08 hectares (equivalent to 98.1%). For the section across the expanded Phuc Long Industrial Park, the Provincial People's Committee has not yet organized site clearance because it is still waiting for coordination from the investor.
Another reason affecting the construction progress is that the resettlement area serving the project has not yet completed its infrastructure. This has caused many households whose land has been recovered to not have new housing, leading to the inability to hand over the site.
Up to now, within the entire construction area of the route, there are still about 950m/4,500m of land that has not been handed over, concentrated at the locations of DT830 intersection (36 households, of which 29 households are waiting for resettlement), pier T7-T8 of An Thanh bridge (10 households), Phuoc Tu intersection (4 households), DT830C intersection (27 households), section Km4+580–Km5+160 (10 households) and National Highway 1 intersection (15 households). Of these, most households are waiting for resettlement or have not received compensation.
Efforts to remove
According to records, by the end of July 2025, the section from the DT830 intersection to Nguyen Van Nham Street, the left unit of the route constructed by the Nui Hong - Tan Nam - 622 Joint Venture (from February 22, 2023 - December 31, 2025), has completed the concrete surface of An Thanh bridge, bridge railing, construction of sand, red gravel,...
The implementation value is more than 100/179.2 billion VND (55.85%). The right-side unit of the route was implemented by the Joint Venture of Bridge 14 - Service & Trade 68 - Thang Loi at the same time, completing the bridge deck of 6/11 spans of An Thanh bridge, constructing pillars T9, T10, abutment M2 and drainage. The implementation value is 70.9/143.835 billion VND (49.29%).
Currently, the Provincial Road 830E project is still stuck with land issues, affecting construction progress.
Meanwhile, the section from Nguyen Van Nham Street to National Highway 1, the left unit of the route, constructed by the IDICO - An Hoa Joint Venture (from April 21, 2023 to December 31, 2025), has implemented soil cement piles, K95 sand filling, red gravel grading, and drainage system. The implementation value is 74.5/203.8 billion VND (reaching 36.55%).
The right-hand side of the route is being constructed by the Joint Venture of LH E&C and BMT (from April 19, 2023 to December 31, 2025), implementing items such as soil cement piles, sand filling, precast components, drainage, etc. The implementation value is 74.5/161.2 billion VND (45.9%).
Faced with current difficulties, according to Mr. Nguyen Van Hung, in the coming time, the province will continue to direct relevant units to focus on removing obstacles and ensuring project progress. In particular, the Ben Luc Regional Land Fund Development Center Branch will step up mobilizing people to receive compensation. The Provincial Land Fund Development Center will urgently complete infrastructure for resettlement areas.
The Provincial Economic Zone Management Board coordinates with the local authorities and the investor of the expanded Phuc Long Industrial Park to determine the time for handing over the site. The Provincial Construction Investment Project Management Board continues to urge contractors and handle problems on a case-by-case basis.
The completion of the DT830E Project not only meets traffic needs but also gradually forms an inter-regional connection axis, creating a foundation for sustainable development for Tay Ninh and neighboring areas./.
