Credit policy paves the way for the young generation in the digital age

In the context of the whole country promoting digital transformation in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Vietnam Bank for Social Policies (VBSP) has implemented a credit program for students, master's students, and biological researchers in the fields of science, technology, engineering and mathematics (referred to as the STEM loan program) - a new direction, with profound strategic and humanistic significance.

Decision No. 29/2025/QD-TTg of the Prime Minister on credit policy for students, master's students and postgraduates in science, technology, engineering and mathematics (STEM) marks an important step forward in the education - training and social security policy system. This decision creates a legal corridor for preferential loan mechanisms to support the young generation to have conditions to study in key fields of the knowledge economy , while contributing to improving the quality of human resources in science and technology, serving the goals of innovation and national digital transformation.

Immediately after Decision No. 29 was issued, the Ninh Thanh Social Policy Bank Transaction Office quickly reported and advised the People's Committee of Tan Ninh Ward, the People's Committee of Binh Minh Ward, Tay Ninh Province to direct socio- political organizations, savings and loan groups in the neighborhood to coordinate in reviewing people's loan needs.

The initial review process shows that the need for loans to support students,... studying STEM fields is very practical. Many households expressed their desire to access this preferential capital source to have conditions to take care of their children's studies better.

Director of the Ninh Thanh Social Policy Bank Transaction Office Tran Nguyen Nhu Tram said: "The transaction office has proactively developed a plan to supplement capital sources to promptly meet the loan needs of subjects according to regulations. Since the program was implemented, the transaction office has disbursed loans to 5 students with a total outstanding loan balance of 473 million VND. In addition, many cases are completing documents to prepare for disbursement in November 2025."

Communication work was carried out in many diverse forms, such as popularizing at bank meetings at transaction points, integrating into savings and loan group meetings, and posting information on the ward's fanpage, website and local media. Thanks to that, the program quickly became known to the people and was positively received.

Many parents consider this a practical source of support, with preferential interest rates and clear procedures, helping their children feel secure in studying science , technology, engineering and mathematics - important fields in the digital transformation period.

Credit officers, representatives of trust organizations and savings and loan groups propagate to the people

Mr. Tran Cong Tran (residing in Quarter 18, Tan Ninh Ward) is the main breadwinner in a family with three children who are all currently studying at universities in Ho Chi Minh City. The family's life depends mainly on the income from his construction work, so it is difficult to pay for the children's education.

When the Savings and Loan Group introduced the credit program for students studying STEM majors of the Social Policy Bank, Mr. Tran boldly applied for the loan. This preferential loan helps his family have more conditions for his children to continue their studies, promptly cover living expenses, tuition fees and keep up with friends.

"I learned about this loan program thanks to the introduction of the Savings and Loan Group Leader. Thanks to that, my family was able to access preferential capital from the Social Policy Bank so that my child could continue to study at university without interruption. Previously, I also borrowed under the student program, but this new program is clearly much more effective with a higher loan amount, low interest rate, quick procedures, really helping my child to study well" - Mr. Tran said enthusiastically.

The loan procedure is carried out quickly and transparently, only requiring confirmation from the school, the Savings and Loan Group to conduct an assessment, and confirmation from the local government. Within three working days of receiving the complete application, the Social Policy Bank will notify the results and proceed with the disbursement, ensuring that the capital reaches the students in a convenient, timely and correct manner.

"Because the program has just been implemented, people do not yet clearly understand the subjects, conditions and benefits of the program. The transaction office will coordinate with socio-political organizations and savings and loan groups to promote propaganda work to spread widely, helping people understand correctly and fully about the new policy" - Director of the Ninh Thanh Social Policy Bank Transaction Office Tran Nguyen Nhu Tram added.

It can be seen that the loan program for students studying STEM majors not only provides financial support, but also contributes to nurturing high-quality human resources to serve the national digital transformation process. Many families in difficult circumstances now have more support for their children to continue studying and firmly pursue their dreams.
