Removing obstacles and speeding up construction of 4 northern expressway projects

On May 30, in Van Lang district (Lang Son), after inspecting the actual implementation of the Dong Dang (Lang Son) - Tra Linh ( Cao Bang province) expressway project, the section passing through Lang Son province, Deputy Prime Minister Bui Thanh Son and his delegation worked with leaders of the provinces: Lang Son, Cao Bang, Tuyen Quang and Ha Giang on the implementation status, results of removing difficulties and obstacles at 4 expressway projects: Tuyen Quang - Ha Giang, section passing through Ha Giang province; Tuyen Quang - Ha Giang, section passing through Tuyen Quang province; Dong Dang - Tra Linh expressway and Huu Nghi - Chi Lang border gate expressway.

Speed ​​up progress, ensure quality

The Deputy Prime Minister affirmed that the above 4 expressway projects are of great significance in contributing to the completion of the target of 3,000 km of expressway in 2025 in accordance with the direction of the Prime Minister at the 16th meeting of the State Steering Committee for important national projects and works, key to the transport sector. At the same time, they promote socio -economic development of the provinces in the project area and the region as well as the whole country.

Recognizing and appreciating the efforts of the Party Committees and authorities of Lang Son, Cao Bang, Tuyen Quang and Ha Giang provinces in site clearance and relocation of technical infrastructure to serve the construction of project items; the sense of responsibility for continuously working in "3 shifts, 4 shifts" of the construction units of these 4 expressway projects, however, the Deputy Prime Minister pointed out that, in these key projects, there are still many obstacles that have not met the required progress in site clearance, arrangement of dumping sites and material mines for construction.

To ensure progress, the Deputy Prime Minister requested that the provinces of Lang Son, Cao Bang, Tuyen Quang, and Ha Giang urgently and resolutely resolve existing problems regarding site clearance, relocation of technical infrastructure, material mines, and dumping sites before June 15; complete the Tuyen Quang - Ha Giang project and open the Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects by December 19, 2025.

The provinces of Lang Son, Cao Bang, Tuyen Quang, and Ha Giang directed investors/project management boards, consultants, and contractors to continue to review and update the construction progress based on the actual construction situation, clearly identify the "critical" road that must have solutions to compensate for the delayed volume, reserve time in case of unfavorable weather conditions, and need to complete the roadbed before the rainy season.

Tuyen Quang - Ha Giang project re-establishes detailed construction progress to ensure the target of completing phase 1 on December 19, 2025; construction at critical points on schedule, striving to clear the entire roadbed in June 2025, before the flood season. Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects re-establish progress according to the target of completing the route on asphalt concrete layer, intensifying construction, striving to complete on December 19.

Provincial People's Committees require project management boards and investors to regularly inspect and urge supervision consultants and contractors in the management of construction quality, "not to ignore quality for the sake of progress". Special attention should be paid to the construction quality of complex projects such as tunnels, large bridges, deep excavations, high embankments, routes through Karst cave areas... to ensure stable and long-term exploitation quality. Provincial People's Committees review and study investment plans for rest stops, ITS traffic monitoring systems, ETC toll collection, and vehicle load control to ensure synchronous completion with projects.

Project enterprises increase human resources and machinery, taking advantage of favorable weather to work in many shifts, day and night to ensure progress and quality of project items; apply high technology in construction management; ensure occupational safety and hygiene, environment...

Quickly resolve difficulties and problems

Reporting to the working delegation, Deputy Minister of Construction Nguyen Viet Hung said that the four projects have a total length of 257.5 km, accounting for about 26% of the total number of projects that must be completed to achieve the goal of putting 3,000 km of expressways into operation by 2025 and ensuring the goal of opening the expressway from Cao Bang to Ca Mau.

As of May 29, regarding site clearance and relocation of technical infrastructure, Tuyen Quang province has basically completed 69.7/69.7 km of the main line (not including 8.1 km added due to project adjustments). The province is currently continuing to relocate 110Kv and 0.4Kv power lines and communication lines. Ha Giang province has completed site clearance and relocation of technical infrastructure. Cao Bang province has basically completed, some local locations have arisen due to design adjustments during the implementation process, however, they have not affected the construction work.

In Lang Son province, the Dong Dang - Tra Linh project has basically completed the handover of the site, with 10 households yet to be relocated (for the additional site due to design adjustments, the locality has not approved the compensation plan because the adjustment of the land use plan to 2030 in Van Lang district has not been approved). The Huu Nghi - Chi Lang project has about 1.99/59.87 km of clean site yet to be handed over; there are still some locations where people's houses are stuck and construction cannot be carried out. The project enterprise has just handed over the adjusted site clearance boundary to the locality for about 20/38.14 hectares to carry out additional site clearance.

Regarding the construction situation, investors and contractors have increased the mobilization of machinery, equipment and human resources, but the progress and output of the projects have changed slowly. The Tuyen Quang - Ha Giang project, the section through Tuyen Quang reached 38.37%, 16.6% behind the plan; the section through Ha Giang reached 60%, 12% behind the plan. The Dong Dang - Tra Linh project reached 28.12%, exceeding the plan by 0.26%. However, the progress is being evaluated based on the plan to complete the route in 2025 on the K95 layer, the Ministry of Construction has proposed to re-establish the progress according to the goal of completing the route on the asphalt concrete layer. The Huu Nghi - Chi Lang project reached 20.33%, 2.6% behind the second adjusted plan (28% behind the plan approved by the province).

Regarding capital, all four provinces: Tuyen Quang, Ha Giang, Cao Bang, and Lang Son reported difficulties in balancing capital sources. Specifically, the Tuyen Quang - Ha Giang project, the section passing through Tuyen Quang province, lacks 1,800/2,300 billion VND of local budget capital compared to the commitment when preparing the feasibility study report. The province proposed to allocate an additional 1,800 billion VND from local budget capital. At the same time, the allocation of an additional 2,000 billion VND from the source of increased central budget revenue in 2023 has been approved by competent authorities.

The Tuyen Quang - Ha Giang project, the section passing through Ha Giang province, is facing difficulties in balancing the local budget to have enough capital to implement the project. The province has proposed to support an additional 1,380 billion VND from the local budget to complete the first phase of the project and an additional 1,500 billion VND to implement the expansion phase, completing 4 lanes (the policy is being adjusted). The Dong Dang - Tra Linh project has proposed to supplement about 3,420 billion VND from the central budget. The Huu Nghi - Chi Lang project has proposed to supplement about 2,700 billion VND from the central budget.

At the meeting with the Government's working delegation, the provinces of Tuyen Quang, Ha Giang, Cao Bang, and Lang Son proposed that the Government consider increasing the central budget for 4 expressway projects for additional items, helping localities ensure funding for project implementation. Tuyen Quang - Ha Giang Expressway Project, Phase 1, the section through Tuyen Quang province is 77 km long; the section through Ha Giang is 27.5 km long. Huu Nghi - Chi Lang border gate expressway project through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city (Lang Son) is 59.87 km long. Dong Dang - Tra Linh expressway project is 93.35 km long through the two provinces of Lang Son and Cao Bang...
