Removing obstacles in tax administrative procedures with the "electronic presence" process

(Baohatinh.vn) - With the "electronic presence" process at the public administrative service centers of wards/communes, Ha Tinh tax officers do not have direct contact but are present at all times to support taxpayers.

Previously, to support people in tax declaration and payment, the tax sector arranged human resources at the provincial/district public administrative service centers. After the merger of administrative boundaries, streamlining the apparatus and promoting administrative reform became an urgent task for localities. To "solve" the difficulties in operating a two-level local government, the tax sector has been implementing the "electronic presence" process at the public administrative service centers at the ward and commune levels.

Accordingly, tax officers are “present” remotely through online platforms to handle tax administrative procedures. The “electronic presence” process is closely monitored on the system, ensuring connectivity, helping people avoid inconvenience when directly dealing with tax officers. At the same time, “electronic presence” is a flexible solution to help the tax sector save manpower and improve efficiency in tax management, serving people and businesses.

At the Thanh Sen Ward Public Administration Service Center, when performing tax-related procedures such as: registering for a tax code, declaring taxes, paying business household taxes, adjusting information..., people will be supported by the center's staff via the electronic system to connect online with the tax authority. The entire file processing process is digitized, closely monitored, ensuring speed, transparency and accuracy.

Mr. Nguyen Huy Son in TDP 6, Thanh Sen Ward said: “I just need to access the public service system, log in to my account to be able to declare and pay taxes online through the application without having to go to the tax office. If I have any difficulties, the staff at the public service center will give me detailed instructions over the phone. Accordingly, with the land use right certificate application, I do not have to spend time going back and forth many times to complete my tax payment obligations, but the center staff will guide me to declare online, thereby avoiding the hassle of having to contact tax officers directly, saving time and reducing travel costs.”

With the “electronic presence” process, currently, tax administrative procedures at the Thanh Sen Ward Public Administration Service Center are all carried out entirely online. All stages from receiving documents to responding to results are carried out on a digital platform, connected to the superior tax authority. Tax officers in charge of the area monitor and process information via personal computers, ready to support people via phone, zalo, email or video call when necessary.

Mr. Le Huu Khoa - Head of the Other Tax Management Team (Basic Tax 1, Ha Tinh Province) said: "To ensure connectivity when implementing the "electronic presence" process, from July 1, we have established a zalo group including tax officers and land use rights registration office officers. When receiving documents online, if there are any problems, tax officers will directly discuss on the group to support people to promptly supplement and edit".

Not only Thanh Sen ward, currently, in all wards/communes in the whole province, Ha Tinh Provincial Tax Department has deployed the "electronic presence" process at public administrative service centers. To ensure connectivity, staff of public administrative service centers of wards/communes will support operations for people who are not familiar with online public services. Elderly people or individual business households who declare taxes electronically for the first time are carefully instructed on how to log in to the system, create an account, declare and pay taxes online.

Mr. Le Van Dat - Deputy Head of Tax Department of 6 Ha Tinh provinces said: "With the "electronic presence" process, tax officers do not have to sit in the ward or commune as before but can still grasp full information and support people quickly. In the context of the expanded management area after the merger, the electronic management system helps us reduce a lot of paperwork, save time and reduce work pressure".

It is known that, implementing the streamlining of the apparatus, up to now, Ha Tinh Provincial Tax Department has 112 cadres and civil servants applying for early retirement according to Decree 178/2024/ND-CP, therefore, the unit also faces many difficulties in arranging human resources at public administrative service centers. With the "electronic presence" process, Ha Tinh Provincial Tax Department is making an important step forward in tax management.

Tax officers are no longer present in the traditional way but are present anytime, anywhere when people need them. This is a smart, effective presence that is suitable for the context of digital transformation, towards building an e-government. The deployment of tax officers with “electronic presence” at public administrative centers not only contributes to streamlining the apparatus but also demonstrates the efforts of the tax sector in serving the people, taking people's satisfaction as a measure of the quality of administrative reform.
