Changes in lane division and speed on Hanoi - Hai Phong and Phap Van - Cau Gie expressways

The Vietnam Road Administration has just approved the adjustment of lane division and speed limits on the Hanoi-Hai Phong and Phap Van-Cau Gie expressways. The change is aimed at reducing congestion and improving vehicle safety.

The Vietnam Road Administration ( Ministry of Construction ) has issued Decision No. 1314/QD-CDBVN and Decision No. 1313/QD-CDBVN, signed on September 19, 2025, on adjusting and supplementing the traffic organization plan, lane division, and speed regulations on the Hanoi-Hai Phong Expressway and the Phap Van-Cau Gie Expressway.

These decisions take effect from the date of signing and replace previous pilot decisions.

Hanoi - Hai Phong Expressway (according to Decision No. 1314/QD-CDBVN)

This highway is regulated to have 3 lanes for motor vehicles, each lane is 3.75m wide.

Main lane regulations

The traffic organization plan adjusts and supplements regulations prohibiting trucks, passenger cars with more than 29 seats, and sleeper buses from operating in lane number 1 (lane close to the median strip).

Specifically, lane 1 (next to the median strip) prohibits the following types of vehicles from circulating:

Regular trucks (except single/double cabin pickup trucks, van trucks); specialized trucks (except cash transport trucks); specialized cars; tractors, trailers; passenger cars with more than 29 seats and sleeper buses.

Speed ​​regulations

The speed limits for motor vehicle lanes on the Hanoi - Hai Phong expressway are as follows:

In the Decision, the Vietnam Road Administration stated that the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) is the unit responsible for organizing the implementation of the contents of adjusting, reviewing and adjusting the road signaling system and traffic safety works.

Vietnam Infrastructure Development and Finance Investment Corporation must also organize the dissemination and propaganda of the approved traffic organization plan for traffic participants to comply with.

Phap Van-Cau Gie Expressway (according to Decision No. 1313/QD-CDBVN)

Each direction of traffic on this highway includes 3 lanes of motor vehicles 3.75m wide and one emergency lane 3.0m wide.

Main lane regulations

The traffic organization plan adjusts the regulation prohibiting trucks and passenger cars with more than 29 seats (including sleeper buses) from operating in lane number 1 (lane next to the median strip). The emergency lane is only for vehicles that must stop urgently.

Vehicles prohibited from circulating in lane 1 include: regular trucks (except single/double cabin pickup trucks, van trucks); specialized trucks (except cash transport trucks); specialized cars; tractors, trailers; passenger cars with more than 29 seats and sleeper buses.

Speed ​​regulations

The prescribed speed for motor vehicle lanes on the Phap Van - Cau Gie expressway is as follows:

Deputy Director of the Vietnam Road Administration - Nguyen Thanh Hoai, said: The adjustment of the two expressways Hanoi-Hai Phong and Phap Van-Cau Gie was carried out based on the evaluation of the results of the vehicle lane separation pilot, the proposals of the management units, and the document of the Traffic Police Department on the adjustment of the lane separation plan.

For this elevated route, the Vietnam Road Administration requires that BOT Phap Van-Cau Gie Joint Stock Company be the management unit responsible for organizing implementation, adjusting and supplementing road signs.

The company also needs to notify and send the approved traffic organization plan to the Traffic Police Department on duty on the route and organize the dissemination and propaganda of the plan.

According to the Vietnam Road Administration, lane division based on vehicle weight and type will help traffic on key highways become safer, more reasonable and smoother, while also limiting the situation of large vehicles mixing with small cars in high-speed lanes.

The Department also assigned the infrastructure management units and Road Management Area I to coordinate in closely inspecting and monitoring the implementation process to ensure compliance with the new plan.
