On October 8, 2025, the 13th Central Conference of the 13th Term successfully concluded, completing all discussion contents and approving important orientations in preparation for the 14th National Party Congress. On that foundation, a new ideological axis has emerged, demonstrating a leadership - governing mindset that is both long-term strategic and closely linked to implementation, namely: Institutions - Implementation - Trust.

The above three factors are now placed at the center of assessing leadership capacity and national governance effectiveness. In the context of deep integration, digital transformation, green growth and the need to respond to people's real lives, this ideological axis becomes the guiding principle for action of the entire political system.

Institutions - paving the way for sustainable development

The 13th Central Conference of the 13th tenure established institutions as the core of the country's development process. General Secretary To Lam affirmed, "This 13th Central Conference has discussed frankly, scientifically and reached a high consensus on many important policies and decisions" and the consistent spirit is "taking results as a measure, taking the people as the center, taking discipline as the foundation, taking innovation as the driving force". These requirements are not just slogans, but mandatory standards in the construction of documents submitted to the 14th Congress - the documents must be "brief, substantial, quantifiable, easy to implement and easy to check".

At the closing session, the General Secretary also stated that each issue was carefully prepared, thoroughly discussed and resolved with high consensus, including many "backbone" contents directly related to the success of the 14th Congress, to the goal of rapid and sustainable development, improving the real life of the people. The Party emphasized that the nature of governance is to control and evaluate by actual results, periodically by week, month, quarter, and at the same time, publicize progress, responsibilities and results for society to monitor and accompany - "three focuses - three public - one measure" is proposed to be seriously implemented.

The restructuring of the administrative apparatus, streamlining three levels, applying two-level local government, decentralization and delegation of power along with clear accountability; removing institutional bottlenecks in the authority of the Central Government; along with promoting market mechanism reform, including the cultural market; all are placed within the framework of institutionalization, drastic and transparent implementation.

It is thanks to placing institutions in such a central position that all economic, social, defense, and foreign policy development policies are not only strategic orientations but are framed by tools of inspection, evaluation, and accountability. At that time, the results of improving people's lives, public management efficiency, and innovation speed are not only the desired results, but also the measure to determine the leadership and governance capacity of the public apparatus.

Implementation - measured by real results and accountability

Immediately after identifying the institution as the core to pave the way, the 13th Central Conference of the 13th tenure once again affirmed that the policy cannot stop at the document, but must be quickly transformed into real action, measured and monitored - "measured by real results, evaluated by the people's trust".

In his closing speech, General Secretary To Lam outlined the new management method: each task must be clear about its objectives, roadmap, resources, responsible units, progress checks, and at the same time, publicize progress, responsibilities and results for society to monitor. The General Secretary also requested each member of the Party Central Committee to "talk less - do more - resolutely - effectively", avoiding formalities, dogmatism and shirking responsibility.

Based on that requirement, the Conference agreed on specific action steps: prepare personnel for the 14th Congress in a transparent manner, ensuring quality - capacity - prestige - integrity - efficiency; resolutely not allowing people "who seek positions, power, or factions" to enter the new Central Committee.

At the same time, the Conference requested to accelerate the disbursement of public investment, improve the business environment, reduce administrative procedure costs, improve the quality of public services and social security; at the same time, pay attention to and take care of people's real lives, not leaving anyone behind.

What is special is that the two-tier and three-tiered local government models are placed in the central position to effectively carry out the work of the State apparatus. Along with that is decentralization - delegation of authority with clear accountability, ensuring that all power goes hand in hand with control, all decisions must be public and easy to trace.

Thereby, implementation is no longer an intermittent process, but must be continuously checked - evaluated - adjusted, in which output products, living standards, public services, business environment... are all measures of implementation effectiveness; if not achieved, there must be specific responsibilities, clear causes, corrective solutions, and cannot rely on slogans or general objective reasons.

Trust - the ultimate measure of power and leadership effectiveness

Throughout the 13th Central Conference, the people's sense of trust has become a criterion for evaluating the effectiveness of national leadership and governance. People increasingly demand high quality of life, social justice, transparency and accountability - these are not just expectations, but legitimate rights. General Secretary To Lam emphasized: "The spirit throughout this Conference is "taking results as a measure, taking people as the center, taking discipline as the foundation, taking innovation as the driving force."

The political system, Party committees and public agencies must be responsible to the people with clear indicators: living standards, quality of public services, time to process procedures, results of corruption handling, fairness in access to education - health care - living environment... When people look at reality - not just listen to policies - they will evaluate whether power is used for the right purpose and for the common good.

Trust is also a tool to control power. The General Secretary's resolute statements at the Conference on "absolutely not allowing people who seek positions, power, or factions to enter the new Central Executive Committee" and promoting the qualities - capacity - integrity - efficiency of leaders and managers are aimed at ensuring that the public apparatus is not only strong enough to execute, but also clean enough to be trusted by the people.

With the people's trust being the ultimate measure, all policies and implementing organizations must be subject to pressure for transparency, accountability and real effectiveness. In the context of integration, competition, natural disasters, climate change, epidemics, etc., power no longer relies solely on history or tradition, but on service capacity. Because only when people truly trust - in institutions, implementation and leadership - can social strength be fully mobilized and solidarity be deeply consolidated.

When institutions and enforcement become national strength

The 13th Central Conference of the 13th tenure ended in an atmosphere of trust and high determination in the spirit of turning thoughts into actions, turning documents into implementation, turning words into results - all for the satisfaction, trust and real life of the people.

The ideological axis Institutions - Implementation - Trust is the map of action and the measure of leadership capacity in the new era. People's trust today is not only revolutionary trust, but also governance trust; not waiting for orders from above, but relying on real results, on the quality of life, on the fairness and transparency of the public apparatus. When trust is strengthened, the strength of social solidarity is maximized, power is controlled, creativity is spread, and sustainable development is ensured.

We look forward to the 14th Congress with the message: every policy, every decision must be quantified by action, verified by results and tested by the people's trust. Only then will the country's internal strength truly explode, the nation's position be elevated, and the happiness of each citizen be the highest measure of success.

The Party not only leads by policies and guidelines, but also acts responsibly; not only sets directions, but also supervises implementation and takes responsibility; not only arouses aspirations, but also strengthens confidence. That is the mettle of modern governance - and that will also be the strength to bring Vietnam into a new stage of development.
