Huynh Thuc Khang Journalism Award of Thai Nguyen province
1st time - 2024
Pursuant to Plan No. 73/KH-UBND dated April 25, 2023 of the Provincial People's Committee on organizing the 1st Huynh Thuc Khang Press Award of Thai Nguyen province - 2024;
Pursuant to Decision No. 161/QD-BTC dated October 25, 2023 of the Organizing Committee on promulgating the Regulations on the First Huynh Thuc Khang Press Award of Thai Nguyen province - 2024;
The Organizing Committee of the 1st Huynh Thuc Khang Press Award of Thai Nguyen Province - 2024 (hereinafter referred to as the Organizing Committee of the Award) promulgates the Award Rules as follows:
I. GENERAL PROVISIONS
1. Participants
1.1. Authors or groups of authors participating in the Award are Vietnamese citizens or foreigners with press works written about Thai Nguyen in Vietnamese, published and broadcast on mass media that have been granted a press activity license by the Ministry of Information and Communications during the period specified for the Award consideration .
1.2. Authors whose works participate in the Award do not violate the law and regulations on professional ethics of Vietnamese journalists during the time of participating in the Award.
2. Participation categories include:
2.1. Printed newspapers include: Journalism (reportage, notes, memoirs, memoirs), reflections, reports, snapshots, interviews, investigations, investigative reports, comments, editorials, treatises, press photos.
2.2. Visual journalism includes: Reports, short reports, documentaries, online discussions, commentary, specials, investigative reports, and discussions.
2.3. Spoken press includes: Reflective articles, live radio programs, reports, snapshots, reports, investigative reports, and discussions .
2.4. Electronic newspapers include: Reflections, reports, snapshots, interviews, investigations, investigative reports, comments, monographs, editorials, comprehensive reports, multimedia (integrating written reports, photos, videos or audio), graphic works (infographics, video graphics), electronic magazines (emagazines, longform), press photos, and discussions .
II. SPECIFIC PROVISIONS
1. Award criteria
1.1. For the author:
a) The author must strictly comply with the Party's guidelines and policies and the State's laws and policies.
b) Author's rights:
- Each author or group of authors (no more than 05 people) is selected to submit no more than 02 works for 01 journalism genre to the Award. The author or group of authors is responsible before the law for the accuracy of the content of the work mentioned.
- Authors with award-winning works will be awarded certificates, cash prizes, items (symbols), and widely promoted in the province's mass media.
c) Author's responsibility:
- Submit works on time and according to the regulations of the Award Standing Body.
- Copyright of the work belongs to the author. The author is responsible for copyright and related rights according to the provisions of law and strictly implements the provisions of the Award Rules.
1.2. For works
a) Regarding content and ideology: The work must provide accurate, honest, objective information, have profound humanity and be in line with the nation's fine traditions and customs. The work closely follows the political tasks of the country and the province, promptly and deeply reflects the actual situation, has the nature of discovery, practically serves the cause of innovation, the cause of building and defending the Fatherland; honestly reflects the political, economic, cultural, social, national defense, security and foreign affairs life of Thai Nguyen province, the implementation of Directives and Resolutions of the Party and the State; encourages journalistic works to write about advanced models, new factors, the fight against negative behaviors, corruption, refuting the wrong views of hostile forces...
b) Regarding social impact: The work addresses issues of concern to the Party, State, and people, consistent with major orientations on policies and laws of the Party, State, and Thai Nguyen province; raises new issues, has discovery, high public opinion orientation, and is persuasive; has a positive impact on social progress.
c) About the form of use
The Organizing Committee has the full right to use the winning works for propaganda purposes and to carry out political tasks and non-commercial activities without having to pay any fees.
2. Conditions for participating in the tournament
2.1. Works published and used for the first time within 02 years (from January 1, 2022 to December 31, 2023). Works published in press forms that have been granted a press activity license by the Ministry of Information and Communications during the period specified for consideration of the Award.
2.2. Works that have won prizes in provincial competitions are still eligible to participate in this Award, but the author must clearly state the level of the award and the place of award. Works that have won prizes organized by central ministries and branches are not eligible to participate in this Award.
2.3. Each work is an article or a series of articles (no more than 05 issues) by the same author or group of authors with the same name, about same event, same topic and produced in the same journalistic genre. Spoken newspaper (radio) works must not exceed 5 episodes, each episode must not exceed 30 minutes. Television works must not exceed 5 episodes, each episode must not exceed 30 minutes.
2.4. Do not consider series of articles compiled from independent articles by individual authors at different times of publication, without a series name.
2.5. Journalistic works in the form of scientific research published in specialized journals that are not in the journalism category participating in the Award.
2.6. Works published or broadcast in multiple installments, if the first installments are used before the previous year's award date, will be included in the following installments to participate in the next Award.
2.7. The submitted work must be intact and unedited from the original broadcast or published work.
3. Submission documents
3.1. All works submitted to the Contest by authors published in Thai Nguyen provincial newspapers must be introduced by a Branch or Inter-Branch of the Provincial Journalists Association; authors and groups of authors who are not members of the Journalists Association must submit their works through the press agency that published the work.
3.2. Individuals not belonging to the Provincial Journalists Association and provincial press agencies who have propaganda works about Thai Nguyen province published on media licensed by the Ministry of Information and Communications, must send their works to the Office of the Thai Nguyen Provincial Journalists Association.
3.3. Entries must clearly state: Author's full name (including birth name and pen name if any), title of work, press genre, unit, address, telephone number of the author; date, month, year of publication in newspaper, magazine or broadcast of the work.
3.4. For printed and electronic newspaper works, the original copy or photocopy of the printed or electronic newspaper must be clear and truthful. If the work has small or odd continuations, the continuation must be cut and pasted on A3 white paper and the continuation must be clearly numbered. Works in ethnic languages must have a Vietnamese translation.
3.5. For spoken press works (radio), they must be recorded on CD (or USB, memory card), each disc (USB, memory card) must only record 01 work and clearly state the name of the unit, name of the work, author, genre, duration and broadcast time; accompanied by the text of the work (including interview and speech content). If it is in an ethnic language, there must be a translation into Vietnamese.
3.6. For visual works, they must be recorded on a disc (or USB, memory card), each disc (USB, memory card) must only record 01 work and clearly state the name of the unit, name of the work, author, genre, duration and broadcast time; accompanied by the text of the work (including interview and speech content). If it is in an ethnic language, there must be a translation into Vietnamese (or Vietnamese subtitles).
3.7. For press photos: Along with photos published in newspapers, magazines, etc., must be accompanied by enlarged photos on photo paper measuring 18cm x 24cm (single photo) and 12cm x 18cm (for photos in groups or photo reports with clear captions; the number of photos in a group or photo report must not exceed 10 photos). Collage photos, computer photos, landscape photos, and still life photos are not accepted.
3.8. Minutes of selection of works for the Award: Must clearly state the list of works, authors (not a group of authors), contact phone number, date of posting and broadcasting, with signature and seal of the establishment.
* Note:
Electronic Newspaper works must send a link to the work and a printed copy from the electronic interface (retyped works are not accepted, and works originating from printed newspapers are not considered). Spoken (radio) and visual press works must send a link to the work posted on the Station's website, as well as a text of the text of the work (including interviews and statements, and responsibility for copyright, images, and music used in the work). Spoken press works originating from visual newspapers or vice versa (derivative works) are not considered. Photojournalistic works must be accompanied by the original image file. Text and photo files are for printing books compiling award-winning press works.
Works participating in the Award are sent to the data address created by the Award Organizing Committee.
4. Form, quantity and level of prize payment
4.1. Award form: Each journalism category is considered according to the following award structure :
a) Special prize (if any)
b) Solution A.
c) Solution B.
d) Solution C.
e) Encouragement Prize.
4. 2. Number of prizes : The prize set includes 04 groups of prizes in 04 categories .
a) Printed newspaper: Maximum 01 A prize, 02 B prizes, 03 C prizes and 05 Encouragement prizes.
b) Visual journalism: Maximum 01 A prize, 02 B prizes, 03 C prizes and 05 Encouragement prizes.
c) Spoken newspaper: Maximum 01 A prize, 01 B prize, 03 C prizes and 03 Encouragement prizes.
d) Electronic newspaper: Maximum 01 A prize, 02 B prizes, 02 C prizes and 03 Encouragement prizes.
* Special Prize: 01 prize, awarded when there is an especially outstanding work in the journalism genres considered for the Award. The Final Jury discusses and decides on a secret ballot to select the work.
The selection is based on each group of awards. The work that deserves an award will be awarded the correct value of the award, it is not necessary to award the full number of structural awards.
4.3. Prize payout levels
a) Special prize (if any): 20 times the current basic salary;
b) Prize A: 10 times the basic salary;
c) Second Prize: 07 times the basic salary;
d) Third Prize: 05 times the basic salary;
e) Encouragement Prize: 03 times the basic salary.
III. REGULATIONS ON AWARDING CONSIDERATIONS
1. Establishment of the Jury
1.1. The Organizing Committee of the Award decides to establish the Final Round Council, the Preliminary Round Council and the Secretariat. The works are selected for evaluation through 02 rounds: Preliminary Round and Final Round.
1.2. Members of the Organizing Committee and the Jury are not allowed to participate in the Award.
1.3. Depending on the number of works participating in the Award, the Organizing Committee will decide on the scale and composition of the Jury to ensure appropriateness.
1.4. The Jury works on a collective basis, votes by secret ballot for each category and decides by majority, with at least 2/3 of the Jury members voting in agreement.
1.5. Preliminary Council:
a) Representatives of the Provincial Journalists Association, leaders of local press agencies and invite reputable local journalists to participate.
b) The preliminary judging panel has the following tasks: Reviewing the rules and regulations of the award; selecting works submitted by authors or groups of authors; evaluating and recommending quality works to the final judging panel for evaluation and award consideration.
1.6. Final jury
a) The Chairman of the Provincial Journalists Association is the Chairman of the Council; members include: representatives of the Provincial Party Committee's Propaganda Department, representatives of press agencies in the province and invited prestigious central and local journalists to participate.
b) The Final Judging Council has the following tasks: Directly marking the works selected through the preliminary round proposed by the Preliminary Judging Council; evaluating, selecting, and classifying the works through the final round that have achieved the award levels; advising and proposing to the Award Organizing Committee on awarding awards.
1.7. Secretariat: Assists the Jury.
2. Awarding process:
2.1. Selection of works: Conducted at the Associations, Journalists' Associations under the Provincial Journalists Association and the Office of the Provincial Journalists Association.
2.2. Preliminary round: The Preliminary Council receives applications from the Provincial Journalists Association and organizes the selection of qualified works and standards to submit to the Final Council.
2.3. Final round: The Final Round Council receives the results from the Preliminary Round Council, organizes the scoring, classification, and prepares a report of the results to the Award Organizing Committee.
3. Time for receiving works, judging, announcing results and organizing awards ceremony
3.1. Time: From January 1, 2024 until before the preliminary round.
3.2. Jury judging period (both preliminary and final rounds): from March 1, 2024 to May 15, 2024.
3.3. Organization of announcement and award ceremony: June 2024 to celebrate the 99th anniversary of Vietnam Revolutionary Press Day and the 32nd anniversary of the establishment of the Thai Nguyen Provincial Journalists Association.
After 15 days from the date the final round results are publicly announced on mass media, if there are no complaints, the Organizing Committee will complete the procedures, approve and organize the award ceremony.

The Organizing Committee is not responsible for works submitted to the Award that do not comply with regulations and for damage or loss during the process of sending to the Organizing Committee.
IV. OTHER PROVISIONS
1. On the responsibility of organizations and individuals
1.1. The Chairman of the Jury at each level is responsible for the results of the Award at that level.
1.2. Individuals whose works are proposed for the 1st Huynh Thuc Khang Journalism Award of Thai Nguyen Province - 2024 are responsible for the accuracy of their declarations and registration of their works. Any violations, depending on the nature and severity, will be handled according to the regulations of the Award Organizing Committee and current laws.
1.3. Authors are responsible for complying with the provisions of the law on copyright. During the judging process, if a work shows signs of copyright infringement, the Award Organizing Committee will remove that work from the list of works participating in the Award. If after the award ceremony, the winning work is discovered to have signs of copyright infringement, the Award Organizing Committee will propose to the Provincial People's Committee to decide to revoke the award and handle it according to the provisions of the law.
2. Complaints and denunciations
2.1. The deadline for complaints is within 15 days from the announcement of the final round results .
2.2. Authors, groups of authors or any organization or individual have the right to complain about the award results and violations of regulations, procedures and processes for considering and awarding the 1st Huynh Thuc Khang Press Award of Thai Nguyen Province - 2024. The complaint must clearly state the full name, address and reason for the complaint and send it to the Standing Agency of the Award (do not copy the signature). The Organizing Committee will not consider applications without a name, unclear address or impersonation .
2.3. If the works participating in the Award violate the Law on Intellectual Property, the Law on Press, relevant state regulations and the provisions of the Press Award, the Organizing Committee will revoke the award and notify the competent authorities to resolve it in accordance with current law.
During the implementation process, if there are any difficulties or problems, relevant agencies, organizations and individuals should report to the Provincial Journalists Association - the Standing Agency of the Award for synthesis and reporting to the Award Organizing Committee for timely consideration and adjustment.
