On November 10, the People's Council of Dong Nai province passed a Resolution approving the investment policy for the construction project of Huong Lo 2 (section from National Highway 51) to Ho Chi Minh City - Long Thanh - Dau Giay Expressway under the public-private partnership (PPP) method.
Huong Lo 2 road project is about 15.5km long, is a group A project, level 1 project.
Dong Nai Provincial People's Council said that the above project is under the province's authority, so it approved the investment policy to ensure conditions for the Provincial People's Committee to organize the next steps and soon implement the project.
According to the report of Dong Nai Provincial People's Committee, the total investment for the project is expected to be nearly 5,900 billion VND including compensation, resettlement and loan interest costs.
The project is applied in the form of PPP, in which the State budget capital is paid from revenue after land auction to pay investors.
Dong Nai Provincial People's Committee is the competent authority to implement the project.
The investor preparing the project feasibility study report is Donacoop Infrastructure Investment Joint Stock Company.
The project construction period is expected to be from 2025 to 2028. The project contract period is expected to be approximately 6 years.
The project is divided into two component project packages.
In component project 1, compensation and resettlement support for Huong Lo 2 road (section from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway) has a total investment capital of nearly 574 billion VND, from public investment capital of Dong Nai province.
In component project 2, investment will be made in the construction of Huong Lo 2 (section from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway) with a total investment capital of over 5,315 billion VND, invested in the form of public-private partnership, build-transfer (BT) contract, payment from the state budget.

According to Dong Nai province, the investment in completing Huong Lo 2 route (from National Highway 51) to Ho Chi Minh City - Long Thanh - Dau Giay Expressway aims to gradually complete the traffic system according to Dong Nai province's planning. In addition, the province will form a road along the Dong Nai River to promote the development of modern riverside megacities, creating conditions for socio-economic development of the province.
Investing in the route also shares traffic volume and reduces traffic pressure on Highway 51.
After approving the project investment policy, the Provincial People's Council assigned the Provincial People's Committee to direct relevant departments, branches and localities to carry out the steps of preparing the Feasibility Study Report and selecting investors according to the provisions of law on PPP, construction, land and other relevant regulations.
At the same time, speed up the implementation of procedures for auctioning land funds expected to be paid to investors to make payments according to contract progress.
Which areas does the 15.5km long project connecting to the highway pass through?
According to the report of Dong Nai Provincial People's Committee, the project is divided into 3 phases.
Section 1: from Highway 51 to An Hoa 2 Bridge, nearly 2km long.
Section 2: from An Hoa 2 bridge to Vam Cai Sut bridge, about 6.2km long.
Section 3: from Vam Cai Sut bridge to Ho Chi Minh City - Long Thanh - Dau Giay expressway, about 7.5km long.
The technical infrastructure and traffic system will pass through Tam Phuoc ward, Long Hung ward, An Phuoc commune, Dong Nai province.
Land use demand is over 55.3 hectares and about 244 households are affected.
