Dong Nai approves project to ensure facilities for police in 95 wards and communes

Dong Nai Provincial People's Council has just passed a Resolution approving the project to ensure material facilities for commune-level police in Dong Nai province.

On November 10, delegates of the People's Council of Dong Nai province voted to approve the project to build new and renovate, upgrade and repair 95/95 commune-level police headquarters of Dong Nai province.

The project aims to build new and renovate, upgrade and repair working headquarters for commune-level police with independent working headquarters, ensuring scale and area, meeting the working and combat requirements of the commune-level police force.

The total estimated cost to implement the project is over 3,968 billion VND.

This includes investment costs for building working headquarters for commune-level police of over VND 2,831 billion and costs for purchasing vehicles, equipment, and support tools of over VND 1,136 billion.

According to the approved project, in the period of 2025 - 2027, relevant departments and branches will complete legal procedures to transfer surplus houses and land of the People's Committee at the commune level (old) to the police force to arrange working headquarters for the commune-level police and convert the security land use planning in 2025.

Approving the investment policy and implementing the renovation, upgrading and repair of 21 old district-level police headquarters and 40 old commune-level People's Committee headquarters transferred to the commune and ward police force.

In addition, complete the introduction of suitable locations for security land use planning, construction planning... for 34 newly invested and built police headquarters of communes and wards.

By the 2028 - 2030 period, complete the construction of 34 new working headquarters for the remaining commune-level police. Complete the implementation of procurement according to the approved investment policy for the project to purchase vehicles, equipment, and support tools.

At the meeting of the Dong Nai Provincial People's Committee, a report on the project stated the current situation of some damaged and degraded public security works in use and some working places that are not suitable for their functions.

Many headquarters are arranged but do not meet the requirements of work, combat and ensure the standards, norms and criteria of the Ministry of Public Security according to regulations...

The physical facilities of the working headquarters, barracks and essential living conditions of the commune-level police force have not met the requirements and tasks prescribed by law and practical requirements, which has greatly affected the quality of service to the people and the effectiveness of performing police tasks of commune-level police officers and soldiers.

Meanwhile, the commune-level police have now taken over many functions and tasks of the previous district-level police, such as: Registering cars and motorbikes; issuing new, changing, and re-issuing citizen identification cards; issuing electronic identification accounts, receiving and changing driver's licenses...; investigating cases; receiving and handling complicated cases, managing people with suspended sentences and non-custodial reform; organizing arrests, handling administrative violations; mobilizing vehicles; managing residence, weapons, fire prevention and fighting; coordinating defense and rescue fields...

Dong Nai Provincial People's Committee believes that the timely development of a project to ensure material facilities for commune-level police in Dong Nai province in the period of 2025 - 2030 is very important and urgent.

Estimated construction cost of commune police headquarters

According to the project, the budget for building a working headquarters for commune-level police is applied depending on the scale of officers and soldiers (not including compensation costs, site clearance and site leveling costs).

Specifically:

- For a scale of 30 officers and soldiers, construction area of ​​2,460m2: Average about 37 billion VND/headquarters.

- For a scale of 35 officers and soldiers, construction area of ​​2,670m2: Average about 40 billion VND/headquarters.

- For a scale of 40 officers and soldiers, construction area of ​​2,881m2: Average about 42 billion VND/headquarters.

- For a scale of 55 officers and soldiers, construction area of ​​3,557m2: Average about 49 billion VND/headquarters.

- For a scale of 80 officers and soldiers, construction area of ​​4,653m2: Average about 61 billion VND/headquarters.
