Adding a modern external emergency model, ready to respond in the "golden time"

The 115 Bac Ninh Emergency and Transport Center was reorganized on the basis of the Outpatient Emergency Center and the Emergency Department of Bac Ninh General Hospital No. 1, providing 24-hour emergency care, performing outpatient emergency care, and transporting patients between levels and within the community.

Following the success of the outpatient emergency model in Phu Quoc, the 115 Bac Ninh Emergency and Transport Center was built within the framework of the National Outpatient Emergency Project for the period 2026-2030, chaired by the Ministry of Health and sponsored by Vingroup with 1,000 billion VND.

The 115 Emergency and Transport Center officially came into operation on November 1, 2025. The center has the function of performing medical examination, emergency treatment, and patient transportation; organizing 24-hour emergency response, performing out-of-hospital emergency response, and transporting patients between levels and within the community by specialized ambulances, ensuring speed, safety, and efficiency.

Previously, Bac Ninh General Hospital No. 2 also operated a similar model since 2018. The establishment of the 115 Emergency and Transport Center at Bac Ninh General Hospital No. 1 contributes to completing the synchronous emergency network in the province, improving the quality of health care for the people.

Deputy Minister of Health Tran Van Thuan affirmed that being one of the "industrial capitals" of Vietnam with a large number of people moving around places very high demands on the ability to respond quickly, transport safely, and coordinate medical emergencies. The establishment of the 115 Emergency and Transport Center is a step forward from a single-line model to an interconnected, multi-agent, intelligent and humane organization.

The Deputy Minister of Health requested Bac Ninh province to pay attention to and closely direct 5 key orientations: Perfecting inter-sectoral command and coordination, integrating digital technology, GPS, and risk maps; standardizing frontline capacity and response time, building a qualified paramedic team; developing community communication and mass first aid training; building a multi-source financial mechanism, ensuring that no one is turned away due to lack of transportation costs; closely linking with the national emergency system and smart emergency coordination center.

According to Vice Chairman of the Provincial People's Committee Le Xuan Loi, the province's health care network is increasingly being improved with a public health care system consisting of 15 hospitals, 17 health centers, 313 health stations; along with 23 hospitals and 67 private clinics. The ratio of doctors to patients is 14.5 people and the number of hospital beds is 36.2 beds/10,000 people...

However, foreign emergency care still has many limitations: the network is scattered and lacks synchronization, the capacity to respond to emergency situations such as traffic accidents, natural disasters, and epidemics is not high, especially in remote areas where there is a lack of facilities, means of transport, and specialized human resources.

The deployment of the 115 emergency system under two major hospitals demonstrates the province's determination to improve the quality of medical services, and also demonstrates the Ministry of Health's interest in choosing Bac Ninh as one of the six localities to pilot the National Outpatient Emergency Project.

The emergency system outside the hospital in Bac Ninh is arranged with 16 satellite stations at medical centers in the province, with the function of medical examination and treatment with full human resources, equipment, medicine and ambulances on duty 24/7. All are directly connected to the 115 Emergency Coordination Center located at Bac Ninh General Hospital No. 1 - which is responsible for receiving, routing, operating and monitoring the entire system.

The project brings together more than 250 medical staff, including doctors, nurses and technicians who are highly trained in cardiopulmonary resuscitation, multiple trauma management, advanced first aid and resuscitation transport. This team ensures the ability to respond immediately when the 115 signal is sounded, the entire system reaches the patient in the "golden time".

At the launching ceremony, Vingroup handed over 15 modern ambulances with equipment systems meeting international standards EN 1789:2020, as recommended by the World Health Organization (WHO) and the American Heart Association, and complying with National Technical Regulation QCVN 31:2012/BYT.

Each ambulance is considered a “mobile emergency room”, equipped with a specialized ventilator, an electric shock machine with integrated monitor, a portable ultrasound FAST exam, a 12-lead electrocardiogram connected remotely, an intubation kit with camera, a trauma splint and many other emergency tools.

Not only supporting the construction of the 115 Emergency and Transport Center, Vingroup also accompanies Bac Ninh in implementing a community first aid training program, providing emergency response skills for medical staff, teachers, industrial park workers, armed forces, hotel and resort staff. The goal is to form a widespread emergency support network, helping people to provide initial rescue before professional forces arrive.

Professor, Dr. Tran Trung Dung, General Director of Vinmec Healthcare System, representative of Vingroup Corporation, said that in the coming period, the unit will continue to coordinate with the Ministry of Health to expand the outpatient emergency model to many localities and apply smart coordination technologies.
