Competing to excellently fulfill the tasks of implementing the Law on the Capital City

The emulation movement is organized to create a vibrant atmosphere, attract the active and responsible participation of agencies, organizations, and units in the political system from the city level to the grassroots and related units; promote innovative and creative models in the implementation of the Capital City Law, ensuring synchronicity, timeliness, effectiveness, efficiency, and compliance with regulations.

The subjects of emulation include: agencies, organizations, and units within the political system from the city level to the grassroots level and related units and organizations (collectives); cadres, civil servants, public employees, and workers belonging to agencies, organizations, and units under the Central Government and the city; experts, scientists , and individuals participating in activities to implement the Law on the Capital City (individuals).

Agencies, organizations, and units should strive to effectively implement key contents and tasks, including: Developing and promulgating legal documents to organize the implementation of the Law on the Capital City (advising and coordinating the development of central government documents, city documents detailing the Law on the Capital City, and city documents issued to exercise the authority assigned in the Law on the Capital City).

Perform specific tasks assigned in the Capital City Law (develop programs, projects, and individual documents to implement the provisions assigned in the Capital City Law; other tasks assigned in the Law and the city's plans and directives). Organize the dissemination, promotion, and training on the implementation of the Capital City Law and other legal documents detailing its implementation.

Simultaneously, the organization will review legal documents to facilitate the implementation of the Capital City Law according to the city's plan. It will also organize and carry out activities to monitor the implementation of the Capital City Law and its implementing regulations.

The emulation period runs from the date of issuance of this Plan until the end of August 2025 (except for the content of propaganda, dissemination and training on the implementation of the Law on the Capital City, which will be implemented according to the annual plan of the Hanoi City Council for Legal Education and Dissemination).
