Resolve pending projects and prolonged construction halts

Kinhtedothi - Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Document No. 3766/UBND-DT on the implementation of Official Dispatch No. 112/CD-TTg, dated November 6, 2024, of the Prime Minister, focusing on resolving backlog projects, prolonged construction suspensions; urgently completing, putting into use, and combating waste.


Accordingly, the Hanoi People's Committee requests departments, branches, sectors, and localities to focus on resolving existing problems, promptly completing and putting into use backlogged projects and works, long-term construction suspensions, headquarters, offices, etc. according to the direction in Official Dispatch No. 112/CD-TTg. Review and make statistics of all backlogged projects and works, long-term construction suspensions, within the scope and management area (including public investment projects, non-budget investment projects) that are slow to implement, slow to invest in construction, not completed according to approved projects and plans; parks that have been invested in construction but have not been exploited, and use the planned park land plots that have not been invested in construction...

On that basis, the units must clearly report the causes, promptly develop plans and measures to overcome and immediately and completely handle the problems and shortcomings (in which clearly identify responsibilities, work content, progress, completion time, and implementing units to serve as a basis for urging, inspecting, monitoring and evaluating), and send a written report to the Department of Planning & Investment before November 25, for synthesis and reporting to the City People's Committee.

The Department of Planning and Investment is assigned to preside over, inspect, guide and urge implementing units; synthesize and classify investment projects, causes of backlog, prolonged construction suspension, propose solutions, and report to the City People's Committee before November 30.

The Department of Planning and Investment is also responsible for reviewing and making statistics on all headquarters, offices, and state-owned housing areas that are not in use or are not being used effectively; proposing plans and measures to remedy, arrange, and exploit (in which clearly defining responsibilities, work content, progress, completion time, and implementing agencies to serve as a basis for urging, inspecting, monitoring, and evaluating); and sending a written report to the Department of Finance before November 25 for synthesis and reporting to the City People's Committee.

The Department of Finance shall preside over and coordinate with the Department of Construction and relevant units to inspect, guide and urge units to implement; synthesize and classify the causes of non-use or ineffective use, propose solutions, and report to the City People's Committee before November 28.

The Department of Home Affairs shall preside over and coordinate with the Department of Planning and Investment and the Department of Finance to inspect and guide departments, branches, sectors and localities to review and handle the responsibilities of individuals and organizations that cause projects and works to be delayed for a long time; headquarters, offices, and state-owned housing areas that are not used or used ineffectively; and report to the City People's Committee according to regulations.
