The Ho Chi Minh City National University Competency Assessment Examination Council, round 2, 2025, at examination cluster 10, has verified the information of the candidate who complained about not being allowed to take the exam due to not having a citizen identification card.

Not allowed to take the competency assessment exam because of not having original ID card

On the afternoon of June 3, speaking with Tuoi Tre Online , Dr. Nguyen Trung Nhan - head of the training department of Ho Chi Minh City University of Industry, permanent member of examination cluster No. 10 - said that in the second round of the capacity assessment exam, at the school's examination sites, there were a few candidates who did not present valid identification documents.

"All candidates who do not present their ID cards will not be allowed to take the exam. We have to encourage them to return home. This exam is in accordance with the regulations for the assessment of capacity of Ho Chi Minh City National University," Mr. Nhan affirmed.

Dr. Nguyen Quoc Chinh - Director of the Center for Testing and Training Quality Assessment of Ho Chi Minh City National University - also said that the department in charge had verified the information at the competency assessment examination council at examination cluster No. 10 - Ho Chi Minh City University of Industry.

According to regulations, candidates must present the identification documents used to register for the exam (original, still valid): ID card/citizen ID card/passport.

If the candidate cannot present the identification documents used to register for the exam, he/she must present a passport (original, still valid) with personal information and identification number matching the information registered for the exam. Candidates who do not bring identification documents as prescribed will not be allowed to participate in the exam.

There is no such thing as candidates without ID being allowed to take the exam when presenting VNeID.

Previously, right after the second round of the 2025 Ho Chi Minh City National University Competency Assessment Exam, on some social networking forums, candidates reported and complained about the exam scores of Ho Chi Minh City University of Industry about not being allowed to take the exam.

This candidate said that he had encountered an unexpected incident when he lost his original citizen identification card right before the exam day and did not have a passport. Therefore, the candidate brought along alternative documents such as: birth certificate, notarized copy of ID card and VNeID level 2 electronic identification account.

"I also went to the ward People's Committee to ask for identity confirmation in the hope of being given the opportunity to take the exam. However, the examination council still refused to let me into the exam room because I did not have the original citizen identification card.

Meanwhile, some of my fellow test takers shared that in their exam rooms, the invigilators still accepted candidates to enter the exam when they presented their VNeID even without a citizen identification card. This made me feel very confused and unfair, because for the same exam, with the same regulations, the application was different between exam rooms," this candidate reflected.

Regarding the above information, Mr. Nhan affirmed: "The information reflecting that candidates used VNeID to take the exam is incorrect. We thoroughly trained all invigilators on the exam regulations, so this absolutely does not happen."

The Center for Testing and Training Quality Assessment of Ho Chi Minh City National University also confirmed that according to the report of the examination council, in reality, there is no case of candidates without citizen identification being accepted by the invigilator to take the exam when presenting VNeID.
