MORNING
Before starting the session, the National Assembly listened to the speech of the Standing Vice Chairman of the National Assembly Do Van Chien, on behalf of the leaders of the Party, State and Vietnam Fatherland Front, expressing deep condolences to the relatives of the victims, sharing the difficulties and losses of the localities and people in the disaster-stricken areas. Afterwards, the National Assembly observed a minute of silence for those who died due to natural disasters, storms and floods and made donations to support people in overcoming the consequences of natural disasters and storms and floods.
Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the Hall the draft Law on amending and supplementing a number of articles of the Law on Intellectual Property. At the discussion session, 13 delegates spoke, 01 delegate debated; the majority of delegates basically agreed with the amendment and supplement of a number of articles of the Law on Intellectual Property to create a solid and favorable legal corridor for intellectual property protection activities; promote innovation, and develop the intellectual property market. In addition, delegates focused on discussing the following contents: management and exploitation of intellectual property rights; limitation of intellectual property rights; finance based on intellectual property rights; How to submit applications for procedures related to industrial property rights; granting certificates of collective ownership and copyright; legal responsibility for ownership and copyright; permission for organizations and individuals to use legally published documents and data that the public is allowed to access for the purpose of researching, training and developing artificial intelligence (AI) systems; copyright issues for works supported by AI or created by AI; data protection and ownership of data used to train AI; protection of business secrets in the digital environment; protection of inventions in the technology field; right to backup computer programs; geographical indications; consistency and transparency of regulations related to intellectual property rights originating from the state budget; security control of inventions that are state secrets. Some delegates' opinions suggested adding to the draft Law provisions on related rights of press agencies; Legal responsibility for intellectual property violations created by AI; having a mechanism to protect and transfer intellectual property in innovation; perfecting regulations on intellectual property infringement in the digital environment.
At the end of the discussion, Minister of Science and Technology Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.
AFTERNOON
Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the Hall the draft Press Law (amended). At the discussion session, 21 delegates spoke, 01 delegate debated; the majority of delegates basically agreed with the necessity of promulgating the Press Law (amended) and many contents in the Government's Submission, the Verification Report of the National Assembly's Committee on Culture and Society. In addition, delegates focused on discussing the following contents: scope of regulation; interpretation of terms; position, functions, and tasks of the press; citizens' freedom of press and freedom of speech in the press; responsibilities of the State and press agencies for citizens' freedom of press and freedom of speech in the press; prohibited acts; State policies on press development; state management of the press; press agencies; key multimedia communication agencies; scientific magazine agencies; Conditions for granting press licenses; revocation of press licenses; types of activities and sources of income of press agencies; rights and obligations of journalists; granting, changing, and revoking press cards; press activities in cyberspace; responsibilities of press agencies when opening content channels in cyberspace; providing information to the press; obligations to protect personal information of information providers; corrections in the press; copyright in the field of journalism; use of artificial intelligence in press activities; provision of radio and television services; transitional provisions. Some delegates' opinions suggested adding regulations on cross-border platform management; related rights of press agencies in cyberspace; support policies for journalists working in remote, isolated, and particularly disadvantaged areas.
At the end of the discussion, Minister of Culture, Sports and Tourism Nguyen Van Hung spoke to explain and clarify a number of issues raised by National Assembly deputies.

Morning: The National Assembly held a plenary session in the Hall, carrying out the following contents: (1) listening to the Report on amending and supplementing the Program of the 10th Session of the 15th National Assembly; then, the National Assembly discussed and voted to approve the amendment and supplementing the Program of the 10th Session of the 15th National Assembly; (2 ) listening to the Report and Verification Report on: Investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035; Investment policy for the National Target Program on health care, population and development for the period 2026 - 2035; then, the National Assembly discussed in groups on the above contents.
