From Resolution No. 68 of the Politburo on private economic development, the National Assembly issued Resolution No. 198 on special mechanisms for private economic development; the Government issued Resolution No. 139 on the Plan to implement a number of special policies and mechanisms for private economic development; the Prime Minister issued Decision No. 1055 on the establishment of the National Steering Committee to implement Resolution No. 68 of the Politburo.

To quickly put Resolution No. 68 of the Politburo into practice, at the seminar, delegates requested ministries, branches and localities to promptly develop and issue a Plan to implement Resolution No. 138 and Resolution No. 139 of the Government, in which clear tasks with specific deadlines are assigned to implementing units to ensure the 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Recognizing and appreciating the contributions of private enterprises to the socio-economic development of the country and each locality, Prime Minister Pham Minh Chinh stated that currently, the resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The issue raised and the greatest wish is to organize the implementation well, truly effectively with the spirit of "thinking deeply and doing big", having the most effective way of doing things, best promoting the capacity of nearly 1 million enterprises, 5 million business households, because each person contributes, each household contributes, then the whole society will have great resources to "change the state, turn the situation around", bringing the country to develop quickly and sustainably.
Prime Minister Pham Minh Chinh suggested that, in the spirit of opinions and proposals from private enterprises, ministries, branches and localities continue to institutionalize and concretize mechanisms and policies, creating motivation for the private economy to develop.
Regularly review monetary and land policies; promote administrative reform, decentralization and delegation of power to localities to reduce costs and travel time for businesses.
Prioritize investment resources for infrastructure development; prioritize capital sources, ensure equal access among enterprises. Promote patriotic emulation movements, innovation and creativity; increase meetings, dialogues, honor and reward enterprises and entrepreneurs who have made great contributions to the country's economic development.
Prime Minister Pham Minh Chinh hopes that businesses will constantly innovate and pioneer in applying digital technology and smart management. Strengthen cooperation and exchange between private enterprises and state-owned enterprises, private enterprises and FDI enterprises to create global production and supply chains; actively contribute to social security work, participate in creating and developing a strong country.
Speaking after the discussion at Vinh Phuc province, Chairman of the Provincial People's Committee Tran Duy Dong said that in the near future, the Provincial People's Committee will organize a dialogue with businesses to promptly implement Resolution No. 68 of the Politburo on private economic development; remove difficulties and bottlenecks for businesses in the province to develop.
