Prime Minister requests review of highway connections to create new development space

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 769/CD-TTg dated August 26, 2023 on reviewing the connection with expressways to promote investment efficiency and promote socio -economic development of regions and localities.

The Prime Minister requested the Ministry of Transport to urgently review and guide localities to review the arrangement of intersections connecting expressways with the traffic network in the area and region; ensure reasonable distances, in accordance with regulations of design standards, safe and effective exploitation to connect urban and rural areas, industrial parks, export processing zones, high-tech parks, tourist areas, new urban areas, seaports, airports, international border gates, etc.

Based on the review results, promptly report to the competent authority or coordinate with localities to consider prioritizing capital allocation and mobilizing all other legal resources to invest in additional necessary intersections to maximize the investment efficiency of expressways, create new development spaces, and create momentum to promote socio-economic development of localities and regions.

The Ministry of Planning and Investment reviews, updates, and completes regional plans, in which important national and regional projects, industrial parks, economic zones, export processing zones, high-tech zones, tourist areas, etc. must be synchronously linked with the development of the expressway network. In the process of appraising and submitting provincial plans, attention must be paid to the organization of development space and synchronous, scientific, and effective connection plans between the local transport network and expressways.

The Ministry of Construction directs localities to review and adjust construction and urban planning to ensure synchronous connection between local transport networks and expressways; develop plans to effectively exploit intersection areas and new development spaces associated with expressways.

The People's Committees of provinces and centrally run cities with expressways passing through them shall urgently coordinate with the Ministry of Transport to review the arrangement of intersections connecting expressways with the local and regional traffic networks, ensuring reasonable distances, safe and effective exploitation to connect urban and rural areas, industrial parks, export processing zones, high-tech zones, tourist areas, new urban areas, seaports, airports, international border gates, etc. Research and prioritize capital allocation and proactively mobilize resources to invest in local routes connecting with expressways to create new development space for localities, especially urban areas and service industrial parks.

Strictly and effectively manage the use and exploitation of land funds at intersections and new development spaces associated with expressways, focusing on prioritizing local road projects serving production and business, dynamic projects, creating jobs and livelihoods for people; minimizing the allocation of favorable locations for residential real estate development; thoroughly overcoming the situation of fragmented and unsynchronized development...
