According to the Ministry of Construction , the Lao Cai - Hanoi - Hai Phong railway construction investment project, with a length of nearly 419 km and a total investment of more than 8.3 billion USD, has completed the design of the land clearance boundary, the coordinates of the center line and stations; completed the review, measurement and adjustment of the route; and handed over the route to 9 provinces and cities where the route passes for implementation. Localities have established a Steering Committee for land clearance and implemented related tasks. The investor is selecting consultants to prepare environmental impact reports; convert forest use purposes; prepare estimates for design consulting packages; prepare feasibility study reports; calculate and register capital needs to discuss with partners.
For other railway lines connecting to China, there are: Hanoi - Dong Dang route with a length of 156km, total investment of about 6 billion USD; Hai Phong - Ha Long - Mong Cai route with a length of about 187km, total investment of about 7 billion USD. Currently, the authorities are taking steps to establish a plan; prepare a pre-feasibility study report; draft and submit to competent authorities a number of specific and special mechanisms and policies to invest in the development of the above two railway lines.

Regarding the high-speed railway line on the North-South axis, with a length of 1,541 km from Hanoi to Ho Chi Minh City, the total investment is about more than 67 billion USD. Currently, ministries, branches, agencies, units and localities have prepared documents on land clearance boundaries, route center coordinates, and handed them over to localities to carry out land clearance work; conduct steps to invite consultants to support project preparation; and review the technical standards system.
Along with that, assessing the capabilities, solutions, and support mechanisms for domestic enterprises participating in the project; organizing seminars with domestic and foreign organizations and associations to share experiences; developing draft Government Decrees and draft National Assembly Resolutions on project-related contents; developing projects on human resource development and development of Vietnam's railway industry...
Regarding VinSpeed's proposal to participate in the project, based on legal research, the Ministry of Construction requested VinSpeed Company to study and complete the application for approval of the project investment policy, in which it is necessary to clarify the feasibility, progress, investment efficiency, etc.
After leaders of ministries and branches discussed and proposed tasks to promote project implementation, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Construction and relevant agencies for their efforts in implementing assigned tasks and achieving some specific results.
Prime Minister Pham Minh Chinh emphasized that the construction of the above railway lines "has been directed by the Party, agreed by the Government, agreed by the National Assembly, supported by the people, and expected by the Fatherland", therefore ministries, branches, agencies, and localities must be highly determined, make great efforts, act decisively, complete each task, have a focus and key points; assign "clearly to people, clear tasks, clear time, clear results, clear responsibilities, clear authority" to strongly promote implementation.

The Prime Minister said that the cooperation in building and connecting Vietnam-China railway lines has been agreed upon by the two countries' senior leaders. He requested ministries and sectors to coordinate in developing a framework of tasks, time, implementation roadmap and specific tasks for each ministry, sector, agency and locality; especially working actively with partners to promote the implementation of projects.
In particular, to start the Lao Cai - Hanoi - Hai Phong railway on December 19 at 5 locations, the Prime Minister requested the Ministry of Construction to base on this target to build a detailed schedule, report to Deputy Prime Minister Tran Hong Ha to assign specific tasks to each relevant ministry and sector, organize scientific and methodical implementation to deploy the project and contribute to the formation and development of Vietnam's railway industry.
The Prime Minister pointed out that ministries and branches must be proactive, work with partners; prepare pre-feasibility study reports and feasibility study reports; propose new mechanisms and policies; promptly finalize routes for localities to carry out site clearance; focus on developing a set of standards and regulations; develop plans, mobilize diverse capital sources such as loans, bank capital, bond capital, public investment, public-private partnership capital, domestic capital, foreign capital, etc.
Along with that, continue to negotiate with partners to focus on technology transfer, focusing on two important areas: locomotive production and signal information systems, construction and formation of railway industry; develop human resource training plans, both short-term, medium-term, and long-term, at three levels: technical workers, engineers, and doctors...

Requesting ministries, sectors and localities to coordinate in handling issues and problems related to technology, geology, land, site clearance, etc., the Prime Minister assigned the Ministry of Foreign Affairs to continue promoting cooperation in implementing connecting railway routes in the spirit of the Vietnam-China Joint Statement.
The Prime Minister emphasized that ministries and branches must carry out their work urgently, seriously, and scientifically, based on their functions, tasks, and powers, assigning "clearly to people, clear about work, clear about time, clear about results, clear about responsibilities, and clear about authority", under the direction of Deputy Prime Minister Tran Hong Ha, and report progress to the Prime Minister every Monday.
