Prime Minister Pham Minh Chinh has just issued Official Dispatch No. 68/CD-TTg dated May 20, 2025 on the implementation of arrangement and handling of headquarters and facilities when implementing the arrangement of administrative units at all levels.
Telegram to Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies; Chairmen of People's Committees of provinces and centrally run cities.
The dispatch clearly stated: To ensure a comprehensive review and rearrangement of headquarters and facilities that have been equipped in accordance with the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model according to Conclusion No. 1340-KL/TW dated March 14, 2025 of the Politburo and Secretariat, on the basis of making the most of existing assets to ensure efficiency, transparency, sustainability and suitability with the practice of grassroots administrative units, avoiding loss and waste of public assets, the Prime Minister requested:
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall immediately implement the following key tasks:
Proactively arrange and harmonize housing and land facilities within the Ministry, central and local agencies to ensure working headquarters for agencies, organizations and units under management during the process of reorganizing administrative units at all levels; complete within 3 months from the date the project on reorganizing the apparatus and administrative units is approved.
Based on the actual staffing, actual number of cadres, civil servants, public employees, and workers after the organization is reorganized, streamlined, and the standards and norms for using office buildings and public service facilities, organize a review and evaluation of existing office buildings under management to rearrange, arrange, and use them for the right objects and purposes to ensure efficiency; prioritize arrangement and allocation for healthcare, education, and community culture; have plans and strategies to immediately handle and arrange unused, ineffectively used, and improperly used office buildings according to the law on state budget and public assets, to avoid loss and waste of state assets.
Organize inspection, review, and evaluation of construction works and projects under construction to consider and take measures to handle each specific case according to authority and legal regulations; consider and implement procedures to stop technical construction of items that cannot continue to be implemented in order to organize acceptance, handover, put into use, and final payment according to regulations. Absolutely do not waste state budget, or cause complaints.
Strengthen inspection and supervision of the management and use of public assets at agencies, organizations and units within their authority; promptly report to the Prime Minister any issues arising beyond their authority (if any).
During the implementation process, if there are any difficulties or problems, ministries, agencies and localities should promptly send documents to the Ministry of Finance for guidance.
Agencies, organizations and units shall review and strengthen the accounting, management and use of public assets, ensure a complete and accurate inventory of existing cars and assets as a basis for handing over, receiving and developing plans to handle surplus assets when implementing administrative unit reorganization, and avoid loss of state assets during the reorganization process.
Linking the inventory of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies, the State's policies and laws, and the direction of the Politburo, the Secretariat, General Secretary To Lam, the Government, and the Prime Minister.
Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for the implementation of the above-mentioned tasks, ensuring progress, efficiency, compliance with legal regulations, preventing loss, waste, and negativity; promptly reporting to competent authorities on issues arising beyond their authority.
The Prime Minister assigned the Ministry of Finance to be responsible for urging and guiding, within its authority, any difficulties and problems that arise; to inspect the implementation of ministries, agencies and localities; Deputy Prime Minister Ho Duc Phoc to directly direct the implementation, urging and handling of problems in the process of implementing this Official Dispatch; the Government Office to monitor and urge according to its assigned functions and tasks./.
