Prime Minister: Negotiate taxes with the US, proactively restructure exports

On the morning of April 22, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting with ministries and branches to assess the situation and discuss solutions to adjust taxes and fees on import and export goods.

Prime Minister Pham Minh Chinh said that after the announcement of the US tariff policy, we have had a series of timely and flexible political and diplomatic solutions; proactively issued a Government Decree, cutting tariffs on a number of US goods to zero.

To date, a number of projects of interest to the United States have been resolved within the framework of the law and agreements between the two countries.

Besides the projects that the US is interested in, Vietnam also proactively promotes projects of interest; researches to bring about a sustainable trade balance that benefits both sides, such as: ordering businesses to buy gases, Boeing aircraft, transport aircraft, etc. to help balance trade.

"With a calm, proactive and courageous spirit, we will take appropriate actions, focus on dialogue, and not escalate tensions that are not beneficial to both sides, not beneficial to consumers, and not beneficial to businesses. Whatever we do, we must balance common interests and maintain Vietnam's core interests. It can be said that up to now, the responses have been timely, effective, and consistent with the Party's guidelines and policies, especially Resolution 59 of the Politburo that was just issued on international integration," said Prime Minister Pham Minh Chinh.

Faced with the new situation, the Prime Minister suggested that in the coming time, we must be very flexible, creative, and courageous in negotiating; and promote previous experiences in negotiating.

In principle, the Prime Minister emphasized the need to closely follow the instructions of the Politburo, the General Secretary, the Government, and the Prime Minister; consult the US side's requests to develop plans; and identify negotiations as an important and key solution to promote a sustainable and long-term US trade balance.

"Of course, it does not affect the international agreements that have been formed and signed. This does not affect the other; we must grasp and clearly define the requirements and goals and have reasonable solutions so that both sides benefit, in the spirit of "harmonious benefits and shared risks", preparing plans and scenarios suitable to the situation; suitable to our current conditions and the world's trends", the Prime Minister emphasized.

The Prime Minister said that in addition to negotiations, it is also necessary to continue diplomatic measures, political measures, business mobilization... to ensure goals and progress within 90 days.

Regarding technical issues of tariff nature, the Prime Minister requested the Ministry of Finance to take the lead in analysis, and for non-tariff issues, relevant ministries and sectors were requested to prepare plans.

For the negotiating delegation, the Prime Minister suggested that other tasks be temporarily postponed and that they focus on negotiations; they must be flexible, have a firm grasp of the law, and have a firm grasp of the situation. The Prime Minister also said that this is an opportunity to restructure export dynamics.

"How to diversify markets, diversify products, diversify supply chains; focus on improving product quality, reducing costs to compete, entering high-tech products, entering green development products following world trends, circular economy; also have to restructure businesses, this is an opportunity to do this. Along with proactive negotiations, we must proactively restructure export motivation, restructure businesses", according to Prime Minister Pham Minh Chinh.

The Prime Minister also requested the Ministry of Industry and Trade to quickly complete and submit to the Government for signing the Decree on trade control and strategy; and to implement the Government's resolution on cutting administrative procedures and administrative costs.
