In recent times, the Government and the Prime Minister have resolutely directed and requested ministries, branches, relevant agencies and localities to carry out specific tasks and solutions to ensure adequate electricity supply; the Prime Minister has also directly inspected and urged the implementation of many power source and grid projects and works.

The national electricity consumption demand during the dry season of 2024 is forecast to grow very high and recently, the national electricity consumption per day exceeded 1 billion kWh for the first time in history, but the electricity supply of the entire system has been well implemented so far, ensuring enough electricity demand for production and daily life of the whole country.

In the coming time, according to the Ministry of Industry and Trade, the national power system will basically provide enough electricity for socio-economic development and people's needs for most of 2024, but the Prime Minister requested that we absolutely must not be subjective, and that we need to continue to resolutely and synchronously implement solutions to ensure electricity supply.

In particular, with the 500 kV line 3 project, the Prime Minister chaired many meetings, directly inspected and urged many times at the site with the requirement to definitely complete the project and energize it on June 30, 2024.

Mobilizing total strength to complete the 500 kV circuit 3 project
This time in Quang Binh, the Prime Minister visited, inspected, urged and gave gifts to cadres, workers and laborers at the construction site, at the first columns of the entire project.

Praising the efforts of relevant entities and the enthusiastic working spirit of cadres, workers and laborers, the Prime Minister requested Vietnam Electricity Group (EVN) and units and localities to continue to focus on implementing the project, ensuring progress, improving quality, ensuring safety, environmental sanitation, and preventing corruption, negativity and waste.

The Prime Minister emphasized the need to continue promoting the spirit of "only working, not retreating", "overcoming the sun, overcoming the rain", "eating and sleeping quickly", "working in 3 shifts", working on holidays, through holidays, through Tet...; but it is necessary to calculate reasonable construction, suitable for the harsh hot weather of the Central region, ensuring the ability to regenerate labor and the legal and legitimate rights of workers.

The Provincial Party Secretary and the Provincial People's Committee Chairman directed local authorities at all levels and relevant agencies to mobilize available resources, provide maximum support, and create all conditions for investors, contractors, and construction units to best organize logistics, food, accommodation, living, and travel to ensure convenience, hygiene, safety, and health for cadres, engineers, workers, and laborers, especially newly mobilized forces.

The Secretaries of the Provincial Party Committees and the Central Committee of the Ho Chi Minh Communist Youth Union directed the Ho Chi Minh Communist Youth Union organizations in the localities where the line passes through to closely coordinate with investors and construction units to mobilize youth union members at all levels, promote the spirit of shock and Vietnamese youth, implement "wherever needed, there are youth, wherever difficult, there are youth", organize public service labor, participate in tasks such as pulling wires, transporting materials, etc.

The Prime Minister also requested EVN and the National Power Transmission Corporation (EVNNPT) to command forces and organize construction in a reasonable, scientific and effective manner, avoiding overlap; regularly inspect and supervise construction sites, ensuring progress and quality of works; coordinate well with local authorities and police at all levels to do a good job of ensuring security, order and safety at construction sites; ensure labor safety and environmental sanitation at construction sites.

The 500 kV line 3 project from Quang Trach to Pho Noi includes 4 component projects, with a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces, with a total investment of about 22,300 billion VND, invested by EVNNPT under EVN.

The project is of particular importance in enhancing the capacity of the 500 kV North-Central transmission grid, helping to improve the stability of the national power system, contributing to ensuring power supply for the North at present and in the coming years. At the same time, the projects contribute to reducing the risk of overloading and overloading of existing 500 kV lines.

According to the investor's report, by the end of May 31, 2024, the entire 500 kV line 3 from Quang Trach to Pho Noi had completed 1,177/1,177 foundation positions. The entire line has handed over 775/1,177 steel poles; completed and in the process of erecting 748/1,177 poles; completed and in the process of pulling wires for 41/513 anchorage spans. The basic project site has been handed over to the contractor to organize pole erection and wire pulling.

The Vietnam General Confederation of Labor and EVN have launched a 120-day emulation movement to reach the finish line with the spirit of competing for the 5 bests: "Fastest progress, Best quality, Safest-most economical, Most creative and Best care for life".

In the remaining 30 days of June of the project, EVN/EVNNPT will continue to urge contractors to supply materials and equipment to the construction site as soon as possible. At the same time, direct contractors to continue implementing the Prime Minister's directive to work in 3 shifts, 4 shifts, 24/7, overcoming the sun and rain, eating and sleeping quickly, only working at the desk, not discussing backtracking with the determination to complete the pole erection and wire pulling by June 20, 2024; complete acceptance and energization before June 30, 2024.

EVN has mobilized maximum human resources from other units in EVN (more than 2,500 people) to participate in the construction of the 3rd circuit line project (power transmission companies 1, 2, 3, 4, and 5 of the Northern, Central, Southern Power Corporations, Hanoi and Ho Chi Minh City). Viettel Group has sent 8 teams with 160 people to participate in the pole erection and wire pulling.

Most recently, on the afternoon of June 1, the Central Youth Union and EVN had a working session on coordination and support for the implementation of the 500 kV line 3 project.

Shorten the power generation schedule of Quang Trach I Thermal Power Plant
Also this morning, the Prime Minister inspected and urged the progress of the Quang Trach I Thermal Power Plant project of the Quang Trach Power Center.

Quang Trach I Thermal Power Plant is invested by EVN, Power Project Management Board 2 is assigned to represent the investor in management and operation.

With a total project investment of VND41,130 billion, the plant is built on an area of about 48.6 hectares in Vinh Son village, Quang Dong commune, Quang Trach district. The project consists of 2 units with a total installed capacity of 1,200 MW, when put into operation, it will provide the national power system with an annual electricity output of about 8.4 billion kWh.

The project started construction in December 2021 and is expected to generate electricity from Unit 1 in early 2026. By the end of April, the overall progress of the project reached nearly 60%.

At the construction site, the Prime Minister requested to rebuild the plan and strive to shorten the construction progress to generate electricity on September 2, 2025, the 80th anniversary of the country's founding.

Along with that, the Prime Minister requested to research and use domestic coal and coal from Laos to reduce transportation costs, and to use the cheapest and most effective option.

Talking with the representative of the Hyundai contractor of the project, the Prime Minister asked Hyundai to increase investment and technology transfer to Vietnam, contributing to the Vietnam-Korea relationship which has been developing very well in recent times. Vietnam will continue to improve the business environment, reform administrative procedures, remove difficulties, and create the most favorable conditions for businesses and investors.
