Also attending were Party Central Committee members: Minister of Science and Technology Huynh Thanh Dat, Minister of Health Dao Hong Lan, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Commander of Military Region 1 Nguyen Hong Thai, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan; representatives of leaders of ministries, departments, branches, central and local agencies, partners, enterprises, domestic and foreign investors.
Before the conference, the Prime Minister visited the exhibition area of provincial planning maps, urban planning, zoning, housing areas, industrial park planning, industrial clusters, typical products, specialties of Bac Ninh, and Kinh Bac cultural space.
On the same morning, Prime Minister Pham Minh Chinh attended the conference to review 1 year of "Traffic Safety Province"; inspected the progress of the implementation of the investment project to build the Ring Road 4 of the Hanoi Capital Region through Bac Ninh province and presented gifts to workers at the construction site; visited Thong Nhat Social Housing Area in Bac Ninh city and presented gifts to households.
Attract more billion-dollar projects
At the conference, Bac Ninh province granted investment registration certificates, investment policy decisions, and memorandums of understanding with projects and partners. Most notably, Samsung Group committed to expanding its investment with a total registered capital of 1.8 billion USD this year, in addition to the 6.5 billion USD invested in Yen Phong Industrial Park.
The Industrial and Commercial Bank Trade Union Investment Joint Stock Company received the decision approving the investment policy to build an ecological urban area in Thuan Thanh town with a total investment capital of 27 trillion VND, equivalent to 1.06 billion USD.
Amkor Technology Vietnam Co., Ltd. also decided to expand, increasing investment capital by nearly 1.1 billion USD for the project of a factory to produce, assemble and test semiconductor materials and equipment.
Many large projects in the electronics sector were granted investment registration certificates, including the factory project of Foxconn Investor (Singapore) with a total investment capital of more than 383 million USD; the factory project of Goertek Vina Science and Technology Company Limited with a total registered investment capital of 280 million USD; the high-precision printed circuit board project of Victory Giant Technology Investor (Singapore) with a total registered investment capital of 260 million USD; and the project of Goertek Vina Smart Technology Company Limited with a total investment capital of 410 million USD.
Aeon Mall Vietnam Co., Ltd. was awarded a memorandum of understanding on research and development of the Aeon Mall commercial project in the 2024-2025 period in Bac Ninh province with a total expected investment capital of 190 million USD.
It is known that in the first 9 months of 2024, Bac Ninh province ranked first in the country in terms of foreign investment attraction, reaching 4.3 billion USD and after the Conference, a new investment certificate will be granted to Sumsung with 1.8 billion USD, bringing the total investment capital to October to 6.1 billion USD; the scale of investment attraction to date has reached over 35 billion USD.
On this occasion, at the Conference, the Prime Minister and delegates also pressed the button to start the construction of the Golden Canal Bridge project and the social housing project in the new urban area of Que Vo.
The Golden Canal Bridge project is considered a symbol of development and connection between the two provinces of Bac Ninh and Hai Duong. This project is invested by the Bac Ninh Traffic Construction Project Management Board (Bac Ninh Department of Transport) with a total route length of 13.3 km (740 m long bridge, 12.6 km approach road), total investment of 2,182 billion VND.
The social housing project in Que Vo new urban area is being built in Phuong Mao and Phuong Lieu wards, Que Vo town with an investment scale of more than 1,300 billion VND. The project is expected to be completed and put into use by the end of 2025.
Land of talented people
Analyzing the potential and advantages of Bac Ninh, delegates pointed out that Bac Ninh is located in the key economic triangle of Hanoi-Hai Phong-Quang Ninh and is the northeastern gateway of the capital, adjacent to major economic centers in the north, with great potential to attract foreign direct investment and domestic investment.
Bac Ninh has the smallest natural area in Vietnam (822.7 km2) but a population of more than 1.5 million people (ranked 22nd/63 provinces and cities), and the population density is the 3rd highest/63 provinces and cities.
Infrastructure systems for information technology, telecommunications, electricity, water, housing, etc. are being built synchronously. The business environment is favorable and open, with a fairly high growth rate.
Great potential for tourism development with a rich culture, imbued with national identity, the depth of cultural values of thousands of years of history cultivated with historical relics, temples, pagodas and ancient architectural works of art, and folk cultural treasures.

By 2030, become a centrally-governed city
Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated Bac Ninh province and the Ministry of Planning and Investment for coordinating the Conference in combination with the groundbreaking ceremonies in a concise, practical and economical manner in the spirit of innovation right after the very successful 10th Central Conference, with the saved funds being used to support people affected by storms and floods.
The Prime Minister also appreciated the province's commencement of the Golden Canal Bridge project to contribute to regional connectivity in accordance with the new spirit of the Central Government: "locality decides, locality acts, locality takes responsibility", and at the same time commenced a new social housing project to contribute to housing care for the people - an important factor to attract labor resources, attract investment, and develop quickly and sustainably. This is an issue that is both urgent and of long-term significance, especially for Bac Ninh, a province with strong industrial development.
Taking time to analyze planning work , the Prime Minister emphasized that planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in development.
Planning must be one step ahead, realistic, feasible, and able to promote the distinct potential, outstanding opportunities, and competitive advantages of each region, area, and locality. Since the beginning of the 13th Party Congress, this work has been focused on investment and promotion.
Planning plays a leading, orienting role, helping to develop in the right direction quickly, sustainably, and comprehensively; helping to exploit and use space effectively: ground, water-sea surface, underground space; planning must have innovative, breakthrough thinking, strategic vision, overall, inclusive, and comprehensive; planning must be one step ahead, while ensuring order, system, science, and effective implementation step by step; only with good consultants can there be good planning, only with good planning can there be good projects, and only with good projects can there be good investment.
Planning needs to closely follow the Party's guidelines and policies, the State's laws; closely follow the practical situation of the locality, region, area, and the world, especially the potential and strengths of the locality; closely follow the needs and aspirations of the people.
The Prime Minister pointed out 3 important factors in planning work: Always put people at the center, the subject and resources, the driving force; do not sacrifice fairness, social progress, environmental protection in exchange for mere growth; determine resources originating from thinking, motivation originating from innovation, strength originating from businesses and people; be consistent with the development trends of industries, fields, regions, the whole country, the region and the world.
Along with that, the 5 tasks of planning work include: Finding and developing distinct potentials, outstanding opportunities, competitive advantages to effectively exploit for rapid and sustainable development; detecting conflicts, shortcomings, limitations, challenges... to propose solutions to resolve and overcome; building a list of projects and programs to attract investment, promote trade, and boost socio-economic development; mobilizing resources for implementation (State, society, public-private partnership, internal-external).
Further analyzing the distinct potential, outstanding opportunities, and competitive advantages of Bac Ninh, the Prime Minister emphasized that Bac Ninh-Kinh Bac is a land of "spiritual land and talented people", rich in historical, cultural, and revolutionary traditions.
The Prime Minister assessed that the Bac Ninh Provincial Planning was carefully and scientifically prepared on the basis of promoting distinct potentials, outstanding opportunities, competitive advantages, as well as overcoming the province's shortcomings and limitations.
In particular, the Plan has closely followed the world's new trends in applying science and technology, innovation, and developing emerging industries; at the same time, emphasizing Kinh Bac cultural traditions; taking people as the center, the subject, the goal and the driving force for development.
The plan has provided viewpoints, visions, key development goals, development breakthroughs; development orientations and priorities of the province with 05 corridors, 01 dynamic region; plans, solutions, preferential policies and resources to implement the plan in the coming time.
Bac Ninh Provincial Planning reflects the aspiration of the Party Committee, government and people of Bac Ninh in realizing the goal of becoming a centrally-governed city by 2030, a dynamic economic and cultural center of the northern region.
Bac Ninh strives to "go behind and be ahead" in building Ring Road 4
The Prime Minister said that the legal basis is available, the potential and development orientation have been identified, the solutions are clear, the remaining decisive issue is to seriously organize the implementation with the thinking, dynamism, creativity and political determination of the Party Committee, government, army and people of Bac Ninh province.
The province needs to urgently develop, promulgate, and actively and effectively deploy a plan to implement the Planning; promote self-reliance, self-reliance, with intelligence, people, historical culture and heroic traditions of Kinh Bac land and people to make a breakthrough.
To realize the Plan, the Prime Minister emphasized that Bac Ninh province needs to focus on mobilizing and effectively using all reasonable resources to promote traditional growth drivers (investment, export, consumption) and focus on new growth drivers (green economy, digital economy, circular economy, sharing economy, knowledge economy).
Along with that, increase investment and develop human factors (improve people's knowledge, train high-quality human resources, nurture talents, ensure social security, fairness, social progress, leave no one behind); strengthen regional, regional, domestic and international connectivity through connecting transportation systems, production and supply systems in chains, and connecting markets.
At the same time, make a breakthrough in developing a synchronous and comprehensive strategic infrastructure system (in terms of transportation, digital infrastructure, healthcare, education, culture, society, etc.); make a breakthrough in developing high-tech industry, attracting high-quality human resources, etc.
Regarding key tasks and solutions, the Prime Minister requested to focus investment resources on industry and services, focusing on developing potential industries, transforming and attracting investment in new industries; substantially and effectively implementing administrative reforms and digital transformation; building a team of professional and modern officials and civil servants, encouraging startups and innovation, arousing the development aspirations of people and businesses, developing high-quality human resources, attracting and making good use of talents.
Continue to promote the development of strategic infrastructure investment, especially transport infrastructure, urban infrastructure, healthcare, education, social infrastructure, digital infrastructure; develop key industries, high-tech industries, transform and expand industrial parks towards green, digital, circular, sustainable, increasingly participating in regional and global value chains.
Maximize internal resources, promote historical and cultural traditions; promote public-private cooperation, using public investment to lead private investment. Strengthen regional, national and international connections, promote the role and position of Bac Ninh as one of the important trading centers of the Red River Delta; strive to "go behind and come first" in implementing the construction of the 4th Ring Road project of the Hanoi Capital Region. Prepare projects well to welcome large, potential investors with modern technology, especially preparing transport and energy infrastructure, to avoid power shortages.
Action orientation and development goals in 32 words
Regarding investment promotion, the Prime Minister highly appreciated Bac Ninh's outstanding results in the first 9 months of the year in terms of investment attraction (first in the country), export (second) and industrial production value (first).
Believing that Bac Ninh will attract many foreign investors, the Prime Minister noted that Bac Ninh's land area is not large, so it is necessary to calculate the efficiency of land use; at the same time, next to the province are large developing cities, so it is necessary to calculate comprehensively and evenly, including developing the service sector.
The Prime Minister highly appreciated and welcomed businesses and investors who chose Bac Ninh province to invest; believed that the projects would be successfully implemented; and asked investors to promote the spirit of "listening and understanding together"; "sharing vision and action together"; "working together, winning together, enjoying together and developing together".
Along with that, build a long-term, sustainable business strategy, properly implement investment commitments and cooperation agreements; properly orient and prioritize according to provincial planning... Pioneer in innovation, green transformation, digital transformation, technology transfer, pioneer in applying smart and modern management methods; train high-quality human resources.
Provide consulting opinions to state agencies in reforming administrative procedures, improving the investment and business environment, and reducing compliance costs. Comply with the law, implement good business culture and ethics, social responsibility, ensure the lives of workers, social security and protect the ecological environment.
Emphasizing the spirit of "harmonious benefits, shared risks" between the State, enterprises and people, "the success of investors is the success of Bac Ninh, of Vietnam", the Prime Minister requested the business community, investors, and all ministries, branches and leaders at all levels of Bac Ninh province to always listen to each other, to say what they say, to do what they commit, to carry out what they do, to have real results, to be able to weigh, measure, count and quantify; to create new momentum and motivation for development, to open up new opportunities and new values for the locality and beneficiaries.
On this occasion, the Prime Minister also affirmed the consistent policy of the Vietnamese Party and State of not criminalizing civil and economic relations, but must resolutely handle violations of the law.
Regarding central ministries and branches, the Prime Minister requested to continue to monitor and coordinate the effective implementation of the planning of Bac Ninh province; regularly summarize, learn from experience, supplement and adjust the planning accordingly; coordinate and support effectively and synchronously with Bac Ninh province, and localities in the whole region to promote the combined strength in effectively implementing the planning.
The Prime Minister suggested that localities in the Red River Delta region unite, be unanimous, support each other, jointly solve inter-provincial and inter-city issues, study the establishment of funds and mechanisms to support inter-provincial and inter-city projects in the region..., together with the whole country entering a new stage of development - the era of national growth.
At the end of his speech, the Prime Minister asked the government and people of Bac Ninh province to orient their actions according to 16 words: "Exploiting potential, asserting oneself, steadfast in goals, creating prosperity", towards the goal in 16 words: "Cultural Bac Ninh, Convergence of elites, Solidarity, resilience, Prosperity, happiness".
5 development corridors, 1 dynamic region
On December 8, 2023, the Prime Minister issued Decision No. 1589/QD-TTg approving the Planning of Bac Ninh province for the period 2021-2030, with a vision to 2050.
Development goal by 2030, Bac Ninh becomes a centrally-governed city; a dynamic economic and cultural center of the northern region; one of the development poles of the Red River Delta, closely connected to the capital Hanoi; has a synchronous and modern socio-economic infrastructure system. National defense, security, order and social safety are guaranteed; people have a prosperous, civilized and happy life.
Average GRDP growth rate is 8%-9%/year; GRDP proportion of industry and construction is about 72.7%; services is about 21.7%; agriculture, forestry and fishery is about 1.6%; product tax minus product subsidy is about 4.0%. GRDP per capita (current price) is about 346.6 million VND/person; export turnover is about 50 billion USD; import is about 42 billion USD.
By 2050, Bac Ninh will be a centrally-governed city, among the top localities in the country in terms of economic scale; one of the leading high-tech industrial, research and development, and smart manufacturing centers in Asia and the world; a green, smart, modern, livable city with a high level of development, imbued with the cultural identity of Bac Ninh-Kinh Bac; people will enjoy social services and quality of life on par with developed countries in the Asian region.
Regarding the province's development orientations and priorities, 05 development corridors will be formed: (1) Urban-commercial-service connection corridor along National Highway 1A, connecting Tu Son - Tien Du - Bac Ninh, combined with the urban development axis of Hanoi - Bac Ninh - Bac Giang; (2) Service-industrial-commercial connection corridor along National Highway 18, connecting Yen Phong - Bac Ninh - Que Vo; (3) Ecological corridor along Duong River and Cau River; (4) Urban, industrial and high-tech ecological agricultural development corridor along National Highway 17, connecting Que Vo - Gia Binh - Luong Tai - Thuan Thanh; (5) Urban service development corridor along National Highway 38 and Ring Road 4 of the Capital region; spiritual and cultural tourism corridor.
01 dynamic region: The dynamic economic region includes administrative units: Bac Ninh city, Tu Son city, Tien Du district, Yen Phong district, Que Vo town, Thuan Thanh town, in which Bac Ninh city is the central urban area.
