Prime Minister Pham Minh Chinh had lunch and worked with CEOs of leading US semiconductor enterprises and corporations.

At noon on September 19 local time, in Washington, DC, USA, Prime Minister Pham Minh Chinh had a working lunch with CEOs of leading US enterprises and corporations in the semiconductor sector.

Prime Minister Pham Minh Chinh had a working lunch with CEOs of leading US enterprises and corporations in the semiconductor field.

Also attending were members of the high-ranking Vietnamese delegation, US Ambassador to Vietnam Marc Knapper and Mr. John Neuffer, President and CEO of the Semiconductor Industry Association (SIA).

On this occasion, Prime Minister Pham Minh Chinh witnessed the signing of a memorandum of understanding between the National Innovation Center (Ministry of Planning and Investment) and Cadence Design Systems, Inc. on implementing activities to promote the capacity of designing and developing semiconductor chips in Vietnam; a memorandum of understanding between the National Innovation Center and Arizona State University on developing human resources for the semiconductor industry in Vietnam; and a memorandum of understanding between the Vietnamese Ministry of Education and Training and Intel Corporation on developing human resources for high-tech industries.

Vietnam has a lot of potential and opportunities to develop the semiconductor industry.

Attending the program, Minister of Planning and Investment Nguyen Chi Dung assessed that the signing of the memorandums of understanding is a next step to implement cooperation activities between organizations and enterprises in the US semiconductor industry with Vietnamese partners to bring opportunities to expand the market and enhance Vietnam's capacity in this industry.

“If the United States is the leading country in the semiconductor industry with many outstanding technological achievements, then Vietnam has a lot of potential and opportunities to develop the semiconductor industry ecosystem,” said the Minister of Planning and Investment.

Mr. Nguyen Chi Dung added that Vietnam has enough capacity to develop the semiconductor industry and a stable political system, favorable geographical location. The Vietnamese government is very interested in promoting investment cooperation and developing the semiconductor industry in Vietnam; relevant ministries and sectors are developing strategies, action programs, and human resource development projects with the goal of forming a team of 50,000 engineers for this industry by 2030.

Along with that, Vietnam has been building a large enough electronics industry domestically as well as attracting more and more large electronics manufacturing units and this is a direct market for the semiconductor industry. Vietnam also has a good workforce in the engineering and technology fields suitable for the semiconductor industry.

Vietnam has prestigious research and training units in the semiconductor field such as Hanoi National University and Ho Chi Minh City National University, Hanoi University of Science and Technology, large enterprises with resources and willingness to cooperate in developing the semiconductor industry such as Viettel, VNPT, FPT, CMC.

In addition, Vietnam has established the National Innovation Center (NIC) and three high-tech parks in Ho Chi Minh City, Hanoi and Da Nang, ready to welcome semiconductor investors with high incentives. NIC and these high-tech parks will be an important bridge to support the development of the Vietnamese semiconductor industry ecosystem.

Listening to the sharing and exchange, US semiconductor enterprises highly appreciate the potential for developing the semiconductor industry in Vietnam, especially with high-quality human resources and increasingly improving capacity of enterprises and training facilities.

In particular, US businesses believe that the potential for cooperation between the two countries' partners in this industry is enormous and has great significance for the bilateral relationship in the new era.

In addition, businesses also proposed cooperation methods between the two countries to successfully develop the semiconductor industry ecosystem in Vietnam, in which the United States is a leading strategic partner. In the future, US businesses and corporations can study the possibility of locating chip manufacturing plants in Vietnam.

Welcome semiconductor businesses that have invested and operated in Vietnam

The Prime Minister affirmed that the presence of many US businesses at the meeting showed their determination and clearly demonstrated their interest and support for opportunities for cooperation and development of the semiconductor industry in Vietnam. This is also an action that contributes to concretizing the content of the Vietnam-US Comprehensive Strategic Partnership with specific programs and projects, bringing specific results and benefits to all parties.

The Prime Minister said that the large presence of US businesses at the meeting was clear evidence of the interest and support of US businesses in cooperation opportunities and the development of the semiconductor industry in Vietnam.

Vietnam and the United States have agreed to make science, technology and innovation an important new pillar in bilateral relations; requesting businesses of the two countries to actively coordinate, focus resources and intelligence, and prioritize a number of key areas of Vietnam, including the semiconductor industry.

The Prime Minister welcomed semiconductor enterprises that have invested and operated in Vietnam, contributing to promoting the upgrading of bilateral relations.

The head of the Vietnamese Government suggested that US semiconductor enterprises continue to cooperate and invest more deeply, widely, and more in Vietnam in all stages such as infrastructure investment; technology transfer, design, production and distribution organization; and human resource training with the participation of enterprises and research and training facilities of both countries.

From there, it will create conditions to improve the quality of human resources and capacity of Vietnamese enterprises and gradually bring Vietnam to participate more deeply in the value chain and supply chain of the global semiconductor industry in many stages, from design, assembly, packaging, testing, production, etc.

“Cooperation in developing the semiconductor industry in Vietnam is in line with the current trend in the world, in line with Vietnam's potential and human resources, and brings benefits to the people, so the people will certainly participate actively and effectively,” the Prime Minister emphasized.

Regarding the opinions and proposals of enterprises on taxes, administrative procedures, land, human resource training, etc., the Prime Minister said that the Government and ministries and branches will create an equal and healthy business environment, creating the best conditions for foreign enterprises to invest and operate more and more smoothly, stably, effectively and sustainably in Vietnam, including US semiconductor enterprises.

The Prime Minister emphasized the spirit of "harmonious interests and shared risks", mutual benefit and win-win, making positive contributions to the Vietnam-US relationship.
