The Prime Minister expressed his pleasure at meeting the Secretary-General again and thanked the OECD for its companionship and support with Vietnam in its role as Co-Chair of the Southeast Asia Programme, especially for its contribution to the success of the OECD-Southeast Asia Ministerial Forum and the Vietnam-OECD Investment Forum held from October 26-27.
The Prime Minister welcomed the OECD's adoption of the Indo- Pacific Strategic Framework (June 2023), and expressed his hope that the OECD and the Secretary-General personally would continue to pay attention to, support, and allocate resources to promote cooperation and support for the region.
Highly appreciating the good cooperative relationship between Vietnam and the OECD, the Prime Minister suggested that both sides promote a more substantive and effective cooperative relationship.

Prime Minister Pham Minh Chinh shared Vietnam's strategic development directions, emphasizing Vietnam's priorities for the coming period, including promoting three strategic breakthroughs in institutions, infrastructure, and human resources; consolidating key growth drivers (exports, investment, consumption) while promoting new growth drivers such as the green economy, digital transformation, circular economy, low-emission economy, and knowledge economy.
The Prime Minister requested the OECD's assistance in developing policies to attract high-quality investment, enabling Vietnam to participate more deeply in global value and supply chains, while simultaneously protecting investor interests and effectively adapting to the application of new regulations, particularly global minimum tariffs.
The Prime Minister also called on the OECD to support Vietnam in promoting new growth drivers such as green transformation, digital transformation, carbon market development, green standards, low-emission standards, and innovation. These are areas of cooperation that align with OECD strengths and which Vietnam currently needs and prioritizes promoting.

OECD Secretary-General Mathias Cormann thanked the Prime Minister for his kind sentiments and highly appreciated Vietnam's key role as Co-Chair of the SEARP Programme, especially the initiative to organize the OECD-Southeast Asia Ministerial Forum. The Secretary-General welcomed the profound and urgent theme of this year's Forum, "Sustainable and Quality Investment: A New Driving Force for the OECD-Southeast Asia Partnership," which accurately reflects the concerns and has attracted the participation of ministers from many countries.
The Secretary-General was impressed by Vietnam's development achievements, especially in the context of a challenging global economy, declining global investment, and continuously increasing investment in Vietnam.
The Secretary-General stated that, in the context of a rapidly changing global environment, Vietnam still has ample room to attract high-quality investment geared towards green and sustainable development. The Secretary-General reaffirmed the strategic importance of Southeast Asia in general and Vietnam in particular to the OECD, agreeing to elevate Vietnam-OECD relations and expressing readiness to cooperate with Vietnam in areas of mutual interest.
